TITLE:                    Chief Financial / Operating Officer

QUALIFICATIONS:           BA in Accounting/Economics or Related Field
                          MPA/CPA preferred

REPORTS TO:               Superintendent of Schools

SUPERVISES:               Non-Certified Directors of Operations, Transportation, Food Service, and Business Office
                          Clerical Staff

JOB GOAL:                 The Director of Business Services shall be directly responsible to the Superintendent,
                          and is delegated responsibilities in those areas related to the conduct of school business
                          affairs such as payroll, bookkeeping, and accounts payable. The Director of Business
                          Services shall attend all Board meetings.


PERFORMANCE RESPONSIBILITIES:

I. FINANCE AND BUSINESS MANAGEMENT
         A. Provide dollar amounts to the Superintendent for all educational reports required by law. (budget,
             levy, AFR) Final approval for these reports rest with the Board of Education.
         B. Provide dollar amounts to the Superintendent for the annual school district financial budget;
             update monthly to Superintendent and Board expenditures and revenues.
         C. Makes recommendations regarding the ability to purchase, to School Board/Superintendent based
             on fund balances and budget.
         D. Houses all inventories of records of all school property and equipment in business office.
         E. Enters all data for annual federal grant program and state programs as directed by the
             Superintendent and maintains the necessary records for audit purposes.
         F. As appointed by the Board of Education, serve as the Treasurer to the Board of Education in
             accordance with the Illinois School Code.
         G. Maintain accounting of all insurance programs within the school district.
         H. Assist Superintendent with sale of school district property. This is limited to documenting the
             results of the bid opening.
         I. Make sure all documentation is readily available for auditing purposes as prescribed by the
             Superintendent as it relates to the Business Office. This may include purchase orders, bills, and
             payroll reports.
         J. Pay all lawful orders issued by the school district as directed by the Board of Education as
             authorized School Treasurer. This relates to the payment of monthly bills.
         K. Manage all school district investments as per the requirements of the school district treasurer.
             The treasurer will provide a monthly investment summary to the Superintendent and Board.
         L. Assist the Board of Education and Superintendent in financial matters dealing with labor
             negotiations. Provide data on school budget.
         M. Perform all other duties necessary to the Director of Business Services’ office and such other
            duties as maybe assigned by the Superintendent.


  II.    PERSONNEL, SUPERVISION, EVALUATION, AND STAFF DEVELOPMENT
         A.   Adheres to the District’s Affirmative Action/Equal Employment Opportunities policies and follows
              building and area of supervision guidelines established for screening, interviewing, selecting,
              assigning, and hiring employees.
         B.   Participates in professional growth opportunities (e.g., attends regional, state, and national
              professional conferences, reads professional publications and/or enrolls in advanced courses).
  Performs all other duties necessary to his/her position and such other duties as may be assigned by the
  Board of Education or the Superintendent of Schools.
   TERMS OF EMPLOYMENT:           Salary, fringe benefits, and work year to be established by the Board of
                                  Education.

   EVALUATION:       Performance of this job will be evaluated annually by the Superintendent in accordance
                     with provisions of the Board’s policy on non-certified administrator evaluation.
