UNICEF Montenegro is seeking offers for technical assistance in design and implementation of
an evaluation survey of the It’s about ability campaign with the general public as the target
group.

The survey should be conducted in November 2011. It should provide data that can be used for
comparison with the results of the KAP surveys on inclusion of children with disabilities conducted in
2010 and available at our website http://www.unicef.org/montenegro/media_15873.html

Key findings should provide an evaluation of the impact that the campaign has had on the target
group’s knowledge, attitudes and practices. It is essential to have a sample and methodology that will
cover all municipalities and provide us with data indicating clearly the level of tolerance and
awareness in each municipality. The findings of the survey should also include disaggregated data for
urban/rural areas, north/centre/south of Montenegro, female/male, different age groups, etc.

The report with key findings of the evaluation survey and a power point presentation should be
submitted to UNICEF both in English and Montenegrin by November 22, 2011.

        Terms of Reference- Consultancy, Evaluation of the It’s about ability knowledge,
                               attitudes and practices survey

                                              UNICEF Montenegro

1.      Background and Context

     The overall goal of Country Programme 2010-2011 is to support national efforts towards ensuring that
     children and women, particularly those who are in need of special protection, live in poverty and are
     socially excluded, enjoy and exercise their rights. Anchored in the principles of the Millennium
     Declaration, current reforms in the social sectors will be harnessed to create an enduring ‘ethos for
     children’ in Montenegro so that all girls and boys grow up healthy, educated, protected and able to
     develop to their full potential.

     The country programme comprises two mutually reinforcing components: child protection and
     social inclusion; and child rights, policies and planning. These reflect the unique contribution the
     programme can make in supporting Government and institutions to complete the child care system
     reform agenda and implement the legal framework for children at the central and local levels; invest
     in inclusion and protection of the most vulnerable and marginalized groups; strengthen capacities in
     planning, child rights monitoring, and budgeting; create a framework for a sustainable legacy for child
     rights; and facilitate a child rights perspective in the application of Copenhagen Criteria for accession
     to the European Union.

     Programme component “Child rights, policies and planning” aims to support to the implementation of
     the new legislative framework, as well as subsequent monitoring of the fulfilment of rights. The
     programme will continue to broaden the base of evidence on children through empirical child-centred
     research, and other forms of knowledge transfer, including access to good practices.

     A mass media campaign on rights of children with disabilities has been implemented in 2010 and
     2011 in order to address the discriminatory attitudes and to promote social inclusion.

     Raising awareness of people that children with disabilities have equal rights like others is a necessary
     precondition for proceeding with deinstitutionalization and the reform of the child and social welfare
     system. Opening day care centres for children with disabilities in every municipality is planned by the
     reform in order to support their parents to raise them at home. Day Care Centres should facilitate
     integration of these children in the local community, but this will not work out unless discriminatory
     attitudes against children with disabilities are addressed first in a convincing and effective way.

     It is essential to create public support for deinstitutionalization. UNICEF has been working on
     achieving this goal through the massive awareness raising campaign on the rights of children with
     disabilities It’s about ability in 2010 and 2011.
     A mass media campaign in the short run and constant repetition of its key messages in the long run
     can have a strong impact. As a result, percentage of parents who are against inclusive education would
     decrease, as well as the percentage of people who discriminate against children with disabilities and
     think they should be isolated.

2.      Purpose and Objective

     The purpose of the consultancy is to provide technical assistance in design and implementation of
     an evaluation survey of the It’s about ability campaign with the general public as the target
     group.

     Campaign objective was be to increase awareness of Montenegro’s general public about rights of
     children with disabilities and the level of tolerance towards them by at least 10% in 2011.

     Throughout the year, various campaign activities have been implemented: billboards were put up all
     over the country; TV commercial was broadcasted on national TV stations; child friendly version of
     the Convention on the Rights of Persons with Disabilities was produced in Braille alphabet, audio and
     sign language for the first time in the Balkans; intergenerational dialogues on inclusion were
     organized in several municipalities; children with disabilities performed at various festivals for the
     first time; children with and without disabilities from all parts of the country participated in the
     summer camps and workshops on inclusion; etc.

     Key findings of the survey should provide an evaluation of the impact that the campaign has had on
     the target group knowledge, attitudes and practices in 2011. The impact will be assessed through the
     comparison of the results of this survey and the results of the last KAP survey conducted in December
     2010.

     The findings of the survey should include disaggregated data for urban/rural areas, north/centre/south
     of Montenegro, female/male, different age groups, etc.

     It is essential to have a sample and methodology that will cover all municipalities and provide us with
     data indicating clearly the level of tolerance and awareness in each municipality. We will use this sort
     of data for planning future campaign activities.

     3. Methodology and Technical Approach

     A detailed work plan with time frame will be developed by the consultant organization and agreed
     with UNICEF.

           Design of the questionnaire for the survey based on technical expertise of the consultant
            organization and in harmony with instructions from UNICEF

5. Deliverables and Timeframe

           Report and a power point presentation in English and Montenegrin on the results of the
            survey submitted to UNICEF Montenegro (November 22, 2011)

    Duration: October 21 – December 1, 2011


6. Management and Organisation
   The consultant organization will be supervised by the UNICEF Communication Officer.


7. Qualifications and Background
 Experience in data collection and data analysis for opinion polls and similar KAP surveys in
   Montenegro
 Ability to submit a concise and well written analytical report on the results of the surveys both in
   English and Montenegrin at the same time

invoices.

 Recourse
UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if
work/outputs is incomplete, not delivered or for failure to meet deadlines.
