 1. Open Meeting/Invocation
President McMullen called the meeting to order and an
Invocation was given by Director Friant .

3. Introduction of Guests – George Crosiar, Jon Davis Bob Garrison, Brenda
Messmer.

4. Approval of Minutes
The minutes were approved with corrections as submitted.

 5. Communications- The Mount Bachelor resort requested a critique from the winter
training. Director Friant reported that the facility was very accommodating and he will
provide a favorable response.


 6. State Fire Marshal’s Report - Warner
The recognition committee met February 5th there was a review of the draft proposal for
O.A.R. the date the rule will be in effect May 2008 with a 6 month compliance date for
the co. inspections . The rule language will be sent out to all the fire service for
comment.

There is progress being made to provide the online testing component for the
recognition training modules.
The SFM office is working to get video conferencing in the future.

George reported that there will be two potential positions opening with the resignation of
Sara and Mike Colvin from the state fire marshal’s office. The recruitment
announcement will be posted soon.

Bob Garrison gave a report on all the different ICC certifications and the accompanying
training that is currently available.

There will be a Wildland Urban Interface training offered in 10 locations nationwide. Bob
distributed flyers; additional information can be found on the website.
The code hearings in Palm Springs are fast approaching. Eric and John Caul will be
attending February 26th

 9. OFMA Committee Reports
       A. Education Committee ........................................................ Friant
Winter school- director Friant reviewed the winter school training costs.
At the January meeting we discussed the low attendance numbers, the possibility of
loss, and the option of canceling the class. The board decided it was in the best interest
of the membership we should go forward. There was a discussion of the lessons
learned.

There was a discussion on the possibility of OFMA partnering with the prevention
conference next year for the winter school training. The board was in favor of exploring
the possibility.

      B. Scholarship Committee ..................................................... Patterson
There have been no applications submitted as of yet.
Vice President Patterson will submit the changes for the scholarship changes as
proposed.

      C. OFMA By-Laws & Resolutions Committee........................ Patterson
Vice President Patterson will get bylaw changes to BOLA for mailing.

       D. Member Promotions Committee ........................................
New shirts have been ordered.
Eric spoke with P -2 promotions if we are willing to commit with them he would work
with us to keep the inventory. After discussion the board decided not to pursue this
option at this time.
The board decided to order a 1 gig thumb drive for the first 100 full registrations for the
ABM.

       BOLA – The flyers went out February 1, the next piece is the second mailing of
the member packet with proposed bylaws changes.


         PARADE Contact –Michelle & George will coordinate the PARADE event.

10. Liaison Reports
      A. Oregon Life Safety Team .................................................. Wilson
The next meeting will be Thursday February 21.

      B. Oregon Fire Code Committee ........................................... McMullen
The committee is working on mid cycle amendments. John Caul sent out all the criteria
necessary for input.

       C. Joint Fire Service Legislative Committee .......................... McMullen
An informational committee meeting has held to discuss Measure 21 Some of those
present; home builders l, OBOA, AFSME, Realtors, Plumbers.
 The wording and language is confusing. Including the use of ‘residential’ ,
improvement allowed in a calendar year, there is no consideration of water supply &
access, and there is no reference to any recognized codes.
There are many questions around this issue.


      D. Oregon Fire Chiefs Association......................................... Garrison / McMullen
The next meeting will be February 15th in Lincoln City

       E. Oregon IAAI ...................................................................... Stevens
The IAAI training in Medford went well. The Red lion in Medford has great rooms and
could be a possible site for training in the future.

        J. Governor’s Fire Service Policy Committee ........................ McMullen
        President McMullen reported there will be meeting with the trades to show the
        effort of the fire service and results that the committee has achieved thus far.
        Charter is being drafted for skinny streets to address the authority for
        enforcement.

11. Old Business

There was a discussion about the awards for the ABM

12. New Business
      A. Strategic Planning Dates (Tentative - June 18, 19 & ) ....... McMullen
Box R Ranch possible dates discussed. Eric will be setting up 16, 17, and 18 if
possible.

      B. Campus Fire Safety Month Support ................................... McMullen
September is the National campus safety month.
We received a letter requesting association endorsement. President McMullen will reply.


13. Good of the Order / Items not on the Agenda
The state Haz mat training division requested our assistance with their training.
Treasurer Wilson will contact Mariana.

At the appendix PJan 28th meeting the manufacturing housing had questions about the
effect on them in relation to assembly, installation & line inspection process. The
question was asked if it adopted by ordinance would it include them? The answer is
yes, if adopted the ordinance would include them because it would be a stand alone
ordinance. The manufacturing housing will be opposing.

April will be a meeting then there will be a rulemaking hearing April 2

George announced that Staryton Fire District will be hosting a golf tournament the 28
th of June. The proceeds will to go to the Oregon Burn Center
The cost is $250.00 a team, the association would be interested in sponsoring a hole in
support of this event.
