  STUDIES
Spot Speed Study - Conduct a vehicular spot-speed study in accordance with PennDOT
Publication 212’s Appendix to determine the 85th percentile approach speeds along Hempland -
Road in advance of the reverse curves
Curve Speed Study - Conduct curve speed studies in accordance with PennDOT Publication
212’s Appendix in order to determine if the existing 15 MPH ADVISORY SPEED (W13-1) -
placards are correct or if the placards need to be modified
Traffic Volume Study - Use an Automatic Traffic Recorder (ATR) to obtain the Average Daily
                                                                                                                        -
Traffic (ADT) along Hempland Road between the reverse curves
Evaluate Existing Roadway Conditions - Document the existing roadway conditions in advance
of and through the reverse curves by either obtaining the information from construction drawings -
  or by taking measurements

Horizontal Alignment Signs - Verify the type of advanced curve warning sign that should be
installed in advance of the reverse curves. One of the following two signing options may be -
appropriate depending on the results of each curve speed study:
  1. To emphasize the reverse curves (i.e. curves separated by a tangent distance of less than 600-
feet) and if the lowest advisory curve speed between the two curves is less than or equal to 30 -
  MPH:
   i. Retain the existing RIGHT REVERSE TURN (W1-3R) warning signs -
ii. Replace or retain the ADVISORY SPEED (W13-1) plaques, noting the lowest advisory curve
                                                                                                                $75.00 / PLAQUE
speed between the two curves as determined during the curve speed studies

  2. To emphasize the reverse curves (i.e. curves separated by a tangent distance of less than 600-

                                   SUGGESTED IMPROVEMENT Estimated Cost *
Since SR 0023 is a state highway, the Township will need to work with PennDOT to implement any
study findings and/or proposed improvements within PennDOT right-of-way to ensure all appropriate -
permits are obtained
STUDIES
Spot Speed Study - Conduct vehicular spot-speed studies in accordance with PennDOT Publication
212’s Appendix to determine the 85th percentile speeds along SR 0023 in advance of the study -
intersection and throughout the Village of Silver Spring in both directions
Sight Distance - Conduct corner sight distance surveys in accordance with PennDOT Publication
212’s Appendix to determine if there is adequate corner sight distance for vehicles turning onto SR -
0023 from Summit Drive based on the 85th percentile speed(s) along SR 0023
Intersection Turning Movement Study - Conduct intersection turning movement count studies
during daily peak periods to document the vehicular turning movements within the study intersection.
                                                                                                                 -
Also, consider conducting intersection turning movement count studies downstream where SR 0023
intersects with Silver Spring Plaza Drive and with Ivy Drive.
Gap Study - Consider completing a gap study to determine if there are adequate gaps in the SR 0023
                                                                                                                 -

SHORT-TERM SOLUTIONS
                                       BASIC TREATMENTS
Intersection Warning Signs - Consider installing SIDE ROAD (W2-2) warning signs along both SR
0023 approaches to the Summit Drive intersection to notify SR 0023 motorists of possible side street $325.00
and sudden stopping conflicts
Intersection Warning Signs - Consider supplementing the proposed SIDE ROAD (W2-2) warning
signs with one of following placards, using them consistently between the two Summit Drive -
approaches (listed in order of preference):
  1. SINGLE-LINE ADVANCE STREET NAME sign (W16-8) $125.00
  2. (__) FEET plaque (W16-2) $150.00
  3. ADVISORY SPEED (W13-1) plaque, if needed and based on the findings of the corner sight
                                                                                                              $125.00
