          Upper Tyrone Township Supervisors Regular Meeting
Meeting was called to order at 5:30 p.m. with the Pledge of Allegiance.

Roll Call: Mr. Edwards, present, Mr. Killinger, present, Mr. Cook, absent (work
related).

Persons Attending: Solicitor Cicconi, Auditor Nancy Killinger, Norma Murphy and
Secretary Lori Henry.

Mr. Killinger motioned to approve the September 14, 2010 Regular Meeting Minutes as
written. Mr. Edwards seconded the motion. Vote – Mr. Killinger, yes, Mr. Edwards, yes,
Mr. Cook, absent. Motion accepted.

Treasurers Report as of 11/09/2010:

Mr. Edwards motioned to approve the Treasures Report. Mr. Killinger seconded the
motion. Vote – Mr. Killinger, yes, Mr. Edwards, yes, Mr. Cook, absent. Motion
accepted.

Public Comment:

Norma Murphy voiced her feelings regarding her opposing mandatory garbage pickup in
the Township.

Approval of Bills:

Mr. Killinger motioned to approve the bills for the month of November 2010. Mr.
Edwards seconded the motion. Vote – Mr. Killinger, yes, Mr. Edwards, yes, Mr. Cook,
absent. Motion accepted.

Correspondence:

1st piece of correspondence was from the Scottdale Library requesting donations due to
cuts in state aid funding. AVAILABLE UPON REQUEST

2nd piece of correspondence read was from DCED regarding the preliminary
recommendation for funding in the amount of $20,000.00 for possible new construction
for offices or to update bathrooms in the Municipal Building. AVAILABLE UPON
REQUEST

Unfinished Business:

The following business was discussed:

                                    Alley between Parkway & Baltimore has been
                                     finished.
                                    Employee handbook tabled until next meeting
                                    Nuisance Ordinance changes were given to Solicitor
                                     for updating.



Mr. Killinger motion to introduce proposed Ordinance No. 2 of 2010:

     AN ORDINANCE OF UPPER TYRONE TOWNSHIP, FAYETTE COUNTY,
PENNSYLVANIA, REQUIRING ALL PERSONS TO OBTAIN PERMITS PRIOR TO
CONNECTING OR PAVING DRIVEWAYS TO PUBLIC ROADS OR PERFORMING
EXCAVATING OR OTHER WORK IN PUBLIC ROADS; REQUIRING THE
SUBMISSION OF PLANS IN COMPLIANCE WITH PENNDOT AND TOWNSHIP
DESIGN REQUIREMENTS PRIOR TO THE ISSUANCE OF PERMITS; PROVIDING
FOR THE DISAPPROVAL OF PLANS WHERE CONNECTION OR WORK WOULD
RESULT IN IMPROPER DRAINAGE OR NONCOMPLIANCE WITH PENNDOT AND
TOWNSHIP DESIGN AND CONSTRUCTION REQUIREMENTS; PROVIDING FOR
THE PAYMENT OF PERMIT FEES; AND PROVIDING PENALTIES FOR VIOLATIONS.

Mr. Edwards seconded the motion. Vote – Mr. Killinger, yes, Mr. Edwards, yes, Mr.
Cook, absent. Motion accepted.

                                    Flood Plain Ordinance and Stormwater
                                     Management Ordinance are still being worked on
                                     by the Solicitor.
                                    Two Cd’s were renewed with First Federal Bank of
                                     Green County
                                    DUN-Rite Paving finished salt shed project; paving
                                     and installing of pipe, also catch basin was installed
                                     all in the amount of $5,070.00

Reports: None

New Business:

Mr. Edwards spoke of the issue with man power at the present time with the resignation
of Michael McKitrick. Mr. Edwards tabled any decisions on what to do with current
employee’s hours until the next meeting.

Mr. Edwards motioned to accept the resignation of Michael McKitrick Skilled Laborer
for Upper Tyrone Township effective October 25, 2010. Mr. Killinger seconded the
motion. Vote – Mr. Killinger, yes, Mr. Edwards, yes, Mr. Cook, absent. Motion
accepted.

Mr. Edwards motioned to introduce proposed 2011 Upper Tyrone Township Budget with
no tax increase. Proposed Budget to be adopted at the December 14, 2010 Regular
Meeting. Mr. Killinger seconded the motion. Vote – Mr. Edwards, yes, Mr. Killinger,
yes, Mr. Cook, absent. Motion accepted.

Mr. Edwards commented on the proposed pipeline to be installed at various locations in
the Township by Mason Dixon Energy. Glenn Wolfe is looking over this along with the
Solicitor.

Mr. Edwards also stated that he is looking into possible contracting for snow plowing this
winter.

Mr. Killinger motioned to adjourn the November 9, 2010 Supervisors Regular Meeting.
Mr. Edwards seconded the motion. Vote – Mr. Edwards, yes, Mr. Killinger, yes, Mr.
Cook, absent. Motion accepted.

Meeting adjourned at 6:00 p.m.
