     FLIGHT OPERATIONS OFFICER/DISPATCHER LICENCE (FOO)

1.   AUTHORITY

     1.1.   This Air Navigation Order (ANO) is issued by the Director General
            Pakistan Civil Aviation Authority (DG PCAA) in exercise of powers
            vested in him under Rules 4, 45, 46, 47, 354 and 360 of Civil
            Aviation Rules 1994 (CARs’ 94).

2.   SCOPE

     2.1.   This ANO relates to the issue and renewal of Flight Operations
            Officer (FOO) Licences issued under Part V, CARs 94.

     2.2.   Unless contrary intentions appear, this ANO shall also be read in
            conjunction with the ANO 90.0001 (General Licensing
            Procedures), ANO 90.0002 (CAA Technical Examinations), ANO
            90.0004 (Licences & Ratings – Aircrew), Air Safety Circulars
            (Licensing) and Instructions issued by the CAA from time to time.

3.   EFFECTIVE DATE

     3.1.   This ANO shall come into force with immediate effect.

5.   DEFINITIONS

     5.1.   When the following terms are used, they have the following
            meaning:

            ‘Authority’ means Pakistan Civil Aviation Authority established
            under Section 3 of Civil Aviation Ordinance 1982.

            ‘Air Navigation Order’ means order issued by the Director
            General, Civil Aviation Authority under CARs 94.

            ‘Air Safety Circular’ means Circulars issued by the Director
            General, Civil Aviation Authority, or a person authorized under
            Rule 5 of the CARS 94.

            ‘AOC’ mean Air Operator Certificate issued by the CAA under
            Civil Aviation Rules 1994.

            ‘Approved by the Authority’ means approved by the Director
            General, Pakistan Civil Aviation Authority or his/her Delegated
            Representative.

            ‘Approved Person’ means a person approved in written by the
            authorized person as Designated Examiner / Instructor.

            ‘Aviation Training Centre’ means an Aviation Training Centre
            approved by the Licensing Authority; for the purpose of ground
            and/or flying training for issue, renewal and re-validation of a
            Personal Licences, Certificates, Ratings or an Endorsement under
            CARs 94.

            ‘Designated Examiner’ means an Approved Person.

            ‘ETOPS’ means Extended Twin Engine Operation.
            ‘Flight Plan’ means specified information provided to air traffic
            services units, relative to an intended flight or portion of flight of
            an aircraft.
            ‘Flight Operations Officer Licence’ means a Flight Dispatcher
            Licence.

            ‘Ground Training Organization (GTO)’ means a Ground Training
            Organization (GTO) imparting training for the issue of a Flight
            Operation Officer Licence with a valid Approval from CAA.

            ‘MNPS’ means Minimum Navigation Performance Specifications.

            ‘Operational flight plan’ means the operator’s plan for the safe
            conduct of the flight based on considerations of aircraft
            performance, other operating limitations and relevant expected
            conditions on the route to be followed and at the aerodromes
            concerned.
            ‘PCAA’ means Pakistan Civil Aviation Authority

            ‘Rating’ means an authorization entered on or associated with
            Licence or Certificate and forming part thereof, stating special
            conditions, privileges or limitations pertaining to such license or
            certificate.

            ‘Renewal’ means getting the Licence or Certificate renewed by
            meeting the Renewal requirements before the expiry of the validity
            period of Licence or Certificate.

            ‘Revalidation’ means getting the Licence or Certificate
            revalidated, after the Licence or Certificate validity period has
            expired, by meeting the revalidation requirements.

            ‘RVSM’ means Reduced Vertical Separation Minima.


6.   ELIGIBILITY

     6.1.   AGE

            6.1.1.   Applicant shall not be less than 21 years of age.

     6.2.   EDUCATION

            6.2.1.   Applicant shall hold at least Higher Secondary Certificate
                     or equivalent qualification.

     6.3.   LANGUAGE

            6.3.1.   An applicant shall have the ability of understanding,
                     speaking, reading and writing the English language.

7.   FOO LICENCE GENERAL REQUIREMENTS (Issue)

     7.1.   The applicant shall have:-

            7.1.1.   Met the eligibility criteria.
            7.1.2.   Undergone the approved FOO Ground Theoretical Course;
                     or Met the experience requirements
            7.1.3.   Passed in the FOO Theoretical Examinations.
            7.1.4.   Undergone a minimum 90 days of On-Job-Training.
            7.1.5.   Successfully passed the CAA Skill Test.
8.   GROUND TRAINING REQUIREMENT

     8.1.   THEORETICAL COURSE.

            8.1.1.   An applicant shall have successfully completed                an
                     Approved FOO Ground Theoretical Course with                   an
                     approved Ground Training Organization (GTO);

     8.2.   KNOWLEDGE

            8.2.1.   The applicant shall have demonstrated a level of
                     knowledge (Theoretical Written Examination) appropriate
                     to the privileges granted to the holder of a Flight
                     Operations Officer Licence in at least the following
                     subjects:

            8.2.2.   Aviation Law.

                     8.2.2.1.   Rules and Regulations relevant to the holder of a
                                Flight Operations Officer/Dispatcher Licence;
                                appropriate air traffic services practices and
                                procedures enforced in Pakistan;

                     8.2.2.2.   Contents of Operations Specifications; and

            8.2.3.   Aircraft General Knowledge
                     8.2.3.1.   Principles of operation of aeroplane powerplants,
                                systems and instruments;

                     8.2.3.2.   Operating    limitations     of    aeroplanes    and
                                powerplants;

                     8.2.3.3.   Minimum equipment list.

            8.2.4.   Flight  Performance             Calculation    and   Planning
                     Procedures

                     8.2.4.1.   Effects of loading and mass distribution on
                                aircraft performance and flight characteristics;
                                mass and balance calculation;

                8.2.4.2.   Operational flight planning; fuel consumption
                           and endurance calculations, alternate airport
                           selection procedures, en-reroute cruise control
                           and extended range operation;
                8.2.4.3.   Preparation and filing of air traffic services flight
                           plans;
                8.2.4.4.   Basic principles of computer-assisted planning
                           systems;
                8.2.4.5.   Consultation of aircraft Manual if required;
                8.2.4.6.   Consultation    of    Contents     of     Operations
                           Specifications.

       8.2.5.   Meteorology

                8.2.5.1.   Aeronautical meteorology; the movement of
                           pressure systems; the structure of fronts, and
                           the origin and characteristics of significant
                           weather phenomena which affect take-off, en-
                           route and landing conditions;

                8.2.5.2.   Interpretation and application of aeronautical
                           meteorological reports, charts and forecasts;
                           codes and abbreviations; use of, and procedures
                           for obtaining meteorological information;

       8.2.6.   Navigation

                8.2.6.1.   Principles of air navigation       with    particular
                           reference to instrument flight;

       8.2.7.   Operational procedures

                8.2.7.1.   Use of aeronautical documentation;

                8.2.7.2.   Operational procedures for the carriage of freight
                           and dangerous goods;

                8.2.7.3.   Procedures relating to aircraft accidents; and
                           incidents; emergency flight procedure;

                8.2.7.4.   Procedures relating to unlawful interference and
                           sabotage of aircraft;

       8.2.8.   Principles of flight

                8.2.8.1.   Principles of flight relating       to    appropriate
                           category of aircraft; and

       8.2.9.   Radio communication

                8.2.9.1.   Procedures for communicating with aircraft and
                           relevant ground stations.

8.3.   ICAO GUIDANCE MATERIAL

       8.3.1.   GTO may use ICAO Training Manual (Doc 7192-AN/857
                Part D-3 as guidance material for a course of training for
                the Flight Operation Officer Licence.

9.    THEORETICAL EXAMINATIONS

      9.1.    For issue of FOO Licence (Initial Issue) an applicant shall be
              required to pass FOO-1 and FOO-2 Examinations papers.

      9.2.    For re-validation of an expired FOO Licence (6 – 60 months
              period), an applicant shall pass FOO-R paper.

      9.3.    Syllabus of FOO-1

              9.3.1.    FOO-1 paper shall consist of :

                        9.3.1.1.    Aviation Law

                        9.3.1.2.    Flight Performance Calculation and Planning
                                    Procedures.

                        9.3.1.3.    Operational procedures

                        9.3.1.4.    Meteorology (Reports, Charts & symbols only)

      9.4.    Syllabus of FOO-2

              9.4.1.    FOO-2 paper shall consist of :

                        9.4.1.1.    Aircraft General Knowledge.

                        9.4.1.2.    Navigation.

                        9.4.1.3.    Principles of Flight.

                        9.4.1.4.    Radio Communication.

                        9.4.1.5.    Meteorology    (other   than   Reports,     Charts      &
                                    symbols).

      9.5.    Syllabus for FOO-R

              9.5.1.    FOO-R paper shall consist of:

                        9.5.1.1.    Aviation Law (Civil Aviation Rules 1994).

10.   ON JOB TRAINING (OJT)

      10.1.   The applicant for issue of FOO Licence shall have completed On
              Job training (OJT) under supervision of a Licensed Flight
              Operations Officer for at least 90 days within 06 months
              immediately preceding the date of application in an Approved
              Flight Dispatch Centre. A prior authorization is required from the
              Licensing Office to commence the OJT; and the details of the OJT
              shall be recorded on form CAAF-642-1.


      10.2.   During the OJT, an applicant shall have completed for:

              10.2.1.   Domestic Dispatch Operation

                        10.2.1.1.   Dispatched, under       supervision,   at    least    05
                                    domestic flights.

              10.2.2.   International Dispatch Operation

                        10.2.2.1.   Dispatched, under supervision,      at   least    05
                                    international flights.

11.   SKILL TEST

      11.1.   The applicant shall have demonstrated the ability to the CAA             in
              the following areas of knowledge and practical ability:

              11.1.1.   Knowledge
                        11.1.1.1.   Contents of AOC and Operations Specification.
                        11.1.1.2.   Content of Operations Manual.
                        11.1.1.3.   Knowledge & application of Jeppeson Manual.

              11.1.2.   Practical Ability

                        11.1.2.1.   Make an accurate and operationally acceptable
                                    weather analysis from a series of daily weather
                                    maps and weather reports; provide an
                                    operationally valid briefing on weather conditions
                                    prevailing in the general neighborhood of a
                                    specific air route; forecast weather trends
                                    pertinent to air transportation with particular
                                    reference to destination and alternates;

                        11.1.2.2.   Determine the optimum flight path for a given
                                    segment and create accurate manual and / or
                                    computer generated flight plans;

                        11.1.2.3.   Provide operating supervision and all other
                                    assistance to a flight in actual or simulated
                                    adverse weather conditions as appropriate to the
                                    duties of a holder of Flight Operation Officer
                                    Licence.

12.   PRIVILEGES OF FLIGHT OPERATION OFFICER LICENCE

      12.1.   The privileges of a FOO Licence are to:

              12.1.1.   Assist the Pilot-in-Command in flight preparation and
                        provide the relevant information required; and

              12.1.2.   Prepare Operational and ATS flight plans, sign the
                        document when applicable and file the ATS flight plan
                        with the appropriate ATS facility; and

              12.1.3.   Furnish the Pilot-in-Command while in flight,                  by
                        appropriate means, with information that may                   be
                        necessary for the safe conduct of flight; and

              12.1.4.   In the event of an emergency, initiate such procedures as
                        may be outlined in the Operations Manual.

13.   LIMITATIONS OF FLIGHT OPERATION OFFICER LICENCE

      13.1.   A Flight Operations Officer shall not take any action, except for
              the safety of the flight that conflicts with the procedures
              established by:

              13.1.1.   Operations Manual.

              13.1.2.   Operations Specifications attached to the AOC.

              13.1.3.   Air Traffic Control Services.

              13.1.4.   Meteorological Service.

              13.1.5.   Communications Services.

              13.1.6.   A Flight Operations Officer shall not:-

                        13.1.6.1.   Dispatch an aircraft of a type for which he has
                                    not received performance training.

                        13.1.6.2.   Shall not perform duty unless with the preceding
                                    24 months he has received recurrent training in
                                    accordance     with   an    approved     training
                                    programme conducted by the Operator.

                        13.1.6.3.   Shall not be assigned to any duty if he has been
                                    absent from such duty for 12 consecutive
                                    months unless he received re-current training by
                                    the Operator; and

      13.2.   A Flight Operations Officer shall not dispatch an MNPS flight
              unless he / she has successfully completed an approved MNPS
              Course with a GTO; and has dispatched a minimum of 01 MNPS
              flight under supervision; and
      13.3.   A Flight Operations Officer shall not dispatch an ETOPS flight
              unless he / she has successfully completed an approved ETOPS
              Course with a GTO; and has dispatched a minimum of 01 ETOPS
              flight under supervision.

14.   RECOMMENDATIONS

      14.1.   A Flight Operations Officer/Flight Dispatcher should not be
              assigned to duty unless that officer has:
              14.1.1.   Made within the proceeding 12 months, at least a one-way
                        familiarization flight on the flight deck of an aircraft over
                        any area in which that individual is authorized to dispatch
                        flights. The flight should include landings at as many
                        aerodromes as practicable;
              14.1.2.   A Flight Operation Officer/Flight Dispatcher assigned to
                        duty should maintain complete familiarization with all
                        features of the operation, which are pertinent to such
                        duties.

      14.2.   Physical and Mental Fitness

              14.2.1.   The holder of a FOO Licence shall be physically and
                        mentally fit. He/She shall be able to sit, walk and work in
                        humid/noisy environment. Specific vision abilities shall
                        include near vision, distance vision and color vision.

15.   VALIDITY OF FLIGHT OPERATION OFFICER LICENCE
      15.1.   The FOO Licence shall be valid for 24 months.

16.   EXEMPTIONS FOR ISSUE OF FOO LICENCE

      16.1.   Exemptions from Ground Training Course

              16.1.1.   The FOO Ground Training Course may be exempted
                        provided     the  applicant has following verifiable
                        qualification/experience:

                        16.1.1.1.   A flight crew member, holding a CPL-IR/ATPL; or
                        16.1.1.2.   An Air Traffic Controller holding an Air Traffic
                                    Controller Licence; or
                        16.1.1.3.   A total of two years service as:
                                    16.1.1.3.1. Technical supervisor of flight operation
                                              office; and/or
                                    16.1.1.3.2. Air transportation flight operations system.
                                                 Or
                        16.1.1.4.   At least two year as an assistant in the dispatching of
                                    Commercial Air Transport with a verifiable record.
      16.2.   Exemption from Theoretical Examinations
              16.2.1.   The holders of Pilot Licences may be given the under
                        mentioned exemptions in theoretical examinations:

                        16.2.1.1.   Holder of a current ATPL holder shall be required
                                    to pass FOO – 3 paper only.

                        16.2.1.2.   The Syllabus for FOO-3 paper comprises of
                                    ‘Operational Procedures’ only, i.e;

                                    16.2.1.2.1. Use of aeronautical documentation;

                                    16.2.1.2.2. Operational procedures for the carriage
                                               of freight and dangerous goods;

                                    16.2.1.2.3. Procedures    relating to  aircraft
                                               accidents; and incidents; emergency
                                               flight procedure;

                                    16.2.1.2.4. Procedures   relating   to    unlawful
                                               interference and sabotage of aircraft..

                        16.2.1.3.   Holder of a non-current ATPL shall be required to
                                    pass FOO – 3 and FOO – R only.

                        16.2.1.4.   Holder of a current CPL/IR shall be required to
                                    pass FOO -1 only.

      16.3.   Exemption from On Job Training (OJT)

              16.3.1.   There shall be no exemptions granted from the OJT.

17.   SECURITY CLEARANCE

      17.1.   It shall be the responsibility of the Operators to ensure that the
              FOO Licence holders employed with them have been security
              cleared in accordance with Government Regulations.

18.   FOO LICENCE RENEWAL REQUIREMENTS

      18.1.   A FOO Licence may be renewed provided the applicant has
              performed duties as a FOO / Flight Dispatcher for a minimum
              period of 90 days in the preceding 06 months with a recognized
              Flight Dispatch Centre; OR

      18.2.   Has completed minimum period of 05 days OJT with a recognized
              Flight Dispatch Centre. A prior authorization is required from the
              Licensing Office to commence the OJT; and the details of the OJT
              shall be recorded on form CAAF-642-1.

19.   FOO LICENCE RE-VALIDATION REQUIREMENTS

      19.1.   When an FOO Licence has been expired, the holder shall meet the
              following requirements:
              19.1.1.   Within 06 months of expiry of FOO Licence:

                        19.1.1.1.   Pass an Oral examination(CAAF-606); and
                        19.1.1.2.   Meet the renewal requirements.
              19.1.2.   Between 06 to 60 months from the date of expiry of
                        FOO Licence,

                        19.1.2.1.   Pass FOO-R; and
                        19.1.2.2.   Meet the renewal requirements.
              19.1.3.   After 60 months of expiry of FOO Licence,

                        19.1.3.1.   Pass FOO-1 and FOO 2;
                        19.1.3.2.   Pass CAA Skill Test; and
                        19.1.3.3.   Meet the renewal requirements.
      19.2.   Holder of an expired FOO Licence but with a verifiable
              record of continuous job in Flight Dispatch Centre of a
              recognized foreign Operator; and holding Certificate/
              Licence of the State, may be given a relaxation of re -
              validation requirements to one degree lower.
      19.3.   Holder of an expired FOO Licence for not more than 60
              months and holding valid CPL/IR or ATPL shall be required
              to meet the renewal requirements; and oral examination for
              re-validation of his FOO Licence.
      19.4.   Holder of an expired FOO Licence for more than 60 months
              and holding valid CPL/IR or ATPL shall be given relaxation
              of re-validation requirements to one degree lower.

20.   SUBMISSION OF DOCUMENTS

      20.1.   For Issue of FOO Licence

              20.1.1.   For issue of FOO Licence an applicant shall submit the
                        following documents:

                        20.1.1.1.    Application Form CAAF-600-4

                        20.1.1.2.    Photocopy of Secondary School Certificate or
                                     Equivalent Certificate. (For D.O.B/Name)

                        20.1.1.3.    Photocopies of Certificates of higher education,
                                     other Licences, Foreign qualifications and
                                     Courses may also be attached

                        20.1.1.4.    Photocopy of National Identity Card

                        20.1.1.5.    Photocopy of Passport (foreign nationals only)

                        20.1.1.6.    04 coloured photograph 1 X 1 Inch (Both ears
                                     visible, head uncovered)

                        20.1.1.7.    No Objection Certificate (NOC) from Concerned
                                     Armed     Force/Government    Department,   if
                                     applicable

                        20.1.1.8.    Ground Training Course Completion Certificate

                        20.1.1.9.    CAA Technical Examination Results

                        20.1.1.10.   OJT Certificate from Flight Dispatch Centre

                        20.1.1.11.   FOO OJT Record (CAAF- 642-1)

                        20.1.1.12.   Skill Test Report Form (CAAF-642)

                        20.1.1.13.   Copies of two Operational Flight Plans for the
                                     flights dispatched and signed by the applicant
                                     him self and supervised by a licensed Flight
                                     Operation Officer

                        20.1.1.14.   Fee Voucher/Authorization.

      20.2.   For Renewal /Revalidation of FOO Licence

              20.2.1.   For Renewal/Revalidation of FOO Licence an applicant
                        shall submit the following documents:

                        20.2.1.1.    Application Form CAAF-600-4

                        20.2.1.2.    Job Experience Certificate from an Employer or
                                     OJT Certificate from Flight Dispatch Centre

                        20.2.1.3.    OJT Record (CAAF- 642-1)

                        20.2.1.4.    Flight Operation Officer Licence (CAAF-665)

                                   as applicable

                       20.2.1.6.   Copies of two Operational Flight Plans for the
                                   flights dispatched and signed by the applicant

                       20.2.1.7.   Fee Voucher/Authorization

21.     FEE SCHEDULE FOR FOO LICENCE

        21.1.   As per the CAA Fee Schedule (Personnel Licensing).

22.     CANCELLATION OF FOO ANO 91.0015 (ISSUE THREE)

        22.1.   This ANO, when effective, cancels ANO 91. 00015, (Issue Three)
