                                    SUMMARY OF WORK

PART 1 – GENERAL

1.1        INTRODUCTION / BACKGROUND

As a prime contractor to the U.S. Department of Energy (DOE), CH2MHILL Plateau
Remediation Company (CHPRC) is focusing on the safe, environmental cleanup of the Central
Plateau of DOE’s Hanford Site. CHPRC’s scope of work includes treatment and disposal of
various radioactive waste streams and groundwater, management of spent nuclear fuel, disposal
or disposition of nuclear materials and non-reactor nuclear facilities, and environmental
remediation activities currently funded through DOE’s Office of Environmental Management.

This Statement of Work (SOW) identifies the Contractor’s scope as it relates to the construction
of the 105-KE Reactor Safe Storage Enclosure (SSE) and 162-K Utility Building associated with
the 105-KE Interim Safe Storage (ISS) Project at the 100K Area of the Hanford Site.


1.2        DESCRIPTION OF WORK - GENERAL

The Contractor shall construct the free-standing 105-KE Reactor SSE over the existing 105-KE
Reactor building, including associated lighting, handrailing, guardrailing; install temperature
monitoring and water detection systems in the 105-KE Reactor building; and construct the 162-K
Utility Building with electrical and control monitoring equipment.

The Contractor shall provide technically qualified person(s) to perform the tasks described in this
SOW. The Contractor will work as part of an integrated project team under the general
supervision of CHPRC. Unless otherwise approved, the Contractor shall work in accordance
with CHPRC contract requirements, operating policies and procedures and shall be responsible
for execution of the work in accordance with the quality standards and requirements specified for
assigned project and facility.

1.2.1      Work is in the 100K Area of the Hanford Site and is located approximately 40 road
           miles north of Richland, Washington.

1.2.2      Work consists of supplying, fabricating, erecting, constructing, and installing the 105-
           KE SSE, 162-K Utility Building, and associated systems.

1.3        DESCRIPTION OF WORK - SPECIFIC

The Contractor shall construct the 105-KE SSE, which will be a free-standing enclosure structure
over the existing 105-KE Reactor building. The SSE will consist of a structural steel framing
system with metal roofing and siding panels, and a reinforced concrete grade beam foundation
system. The SSE will be approximately 151 ft. x 158 ft. x 123 ft. tall (approx. 23,300 sq. ft.).

                                    SUMMARY OF WORK

The Contractor shall supply and install handrailing/guardrailing and a surveillance lighting
system and receptacles within the SSE. The Contractor shall also supply and install a
temperature monitoring system and a water leak detection system in the 105-KE Reactor
building with remote annunciation to the new 162-K Utility Building, which shall be constructed
by the Contractor as part of this work scope. The 162-K Utility Building will contain equipment
to transmit (wireless) the temperature monitoring and leak data to a centralized location within
the Hanford Site. 162-K will also house electrical equipement (e.g. breakers, switches, etc.)
supporting the SSE. The work scope also includes installation of an exhaust duct in the SSE for
future connection to a portable ventilation system that can evacuate stagnant air within the
reactor prior to performing surveillance and monitoring activities. The Contractor shall also
perform quality assurance inspection and testing.

The Contractor shall furnish all necessary labor, supervision, materials, tools, services,
equipment, consumables, and payment of any applicable taxes to perform the work as defined in
this SOW. Labor includes participation of Contractor’s employees in training and medical
examinations required by Contract. The Contractor shall procure/lease all equipment unless
identified as supplied by others. The Contractor shall verify and validate field conditions in
accordance with design drawings and technical specifications.

1.3.1      Included Work: The following identifies major work elements only.

a.         Provide and manage labor, equipment, material, and services required to complete
           work. Labor includes participation of Contractor’s employees in training and medical
           examinations required by Contract.

b.         Specific tasks to be performed under this work scope include the following:

            1.   Training and qualification of personnel

            2.   Preparation of required plans

            3.   Mobilization of equipment, tools, material, and temporary facilities

            4.   Earthwork including excavation of existing terrain; excavation, loading, and
                 hauling of borrow pit material; and backfill, and compaction to grade level,
                 including excavation, backfill, and compaction for building foundations.

            5.   Soil material excavated from existing terrain has the potential to be
                 contaminated. Consequently, the Contractor shall load all soil material
                 excavated from exisiting terrain into Environmental Restoration Disposal
                 Facility (ERDF) waste containers and move the loaded containers to a nearby
                 staging area, the Container Transfer Area (CTA), for transport by others. The
                 CTA is located approximately ¼ mile north of the 105-KE Reactor building.

        6.   Prior to start of excavation, the Contractor shall verify existing ground
             elevations to elevations as shown on existing site topography survey SK-11-
             0001 Rev. D, As-built of Well Locations Phase 2. Any discrepancies between
             the drawing and the existing conditions are to be reported to CHPRC.

        7.   Supply and construction of foundations for the SSE and 162-K Utility Building.

        8.   Installation of a fencing system around the construction site prior to
             construction of the superstructure to establish control of personnel accessing the
             site.

        9.   Preparation of construction drawings and calculations as required for temporary
             bracing of columns and other structural members during construction.

        10. Supply, fabrication and erection of the SSE structural steel.

        11. Supply and installation of the SSE ventilation exhaust duct.

        12. Supply and installation of handrailing and guardrailing in the 105-KE Reactor
            building.

        13. Supply and installation of the surveillance lighting system and receptacles in the
            105-KE Reactor building.

        14. Supply and construction of the separate 162-K Utility Building, 240/120V
            single phase distribution system, electrical power equipment, lighting, and
            monitoring station instruments and equipment.
        15. Supply and installation of the remote leak detection monitoring system for
            flooding and temperature monitoring system in the 105-KE Reactor building
            with readouts to control monitoring equipment in the 162-K Utility Building.
        16. Quality assurance inspection and testing, functional testing, and construction
            acceptance testing of work. Performance acceptance testing of leak and
            temperature monitoring system locally and at the remote monitoring location.
        17. Demobilization of equipment, tools, material, and temporary facilities

1.3.2   The Contractor is responsible for providing all equipment, tools, materials, supplies,
        and each and every item of expense. The following equipment and materials shall be
        provided at a minimum by the Contractor and shall not be considered an all-inclusive
        list:
         All industrial safety equipment for Contractor personnel (e.g., eye protection, hard
             hats, steel-toed footwear, welding hood, face shields, splash protection)

           All radiological protection and respiratory protection equipment (tyvek suits,
            booties, gloves, hoods, masks, cartridges), as required
           Appropriate hearing protection for all contractor personnel
           Signs, t-posts, ropes, fencing, and other approved barricades for posting zone.
            Traffic revision barriers and signing
           Fire extinguishers
           Cellular telephone or other communication device capable of initiating emergency
            notifications at remote work sites.
           Disposal containers for clean trash
           All permanent construction materials
           Wash water and drinking water
           Sanitary facilities
           Portable lighting/power for work

1.3.3   Excluded Work: The following are not part of this Contract.

        Work package preparation and daily work release

        Radiological protection and industrial health surveys

        Waste (including excavated soil) characterization, designation, profiling,
        transportation and disposal

        Items shown on the Drawings to be done by others:

        1) Construction of 105-KE Reactor Building at-grade, above-grade, and below-grade
           penetration pourbacks, curbs, coverings, and berms as depicted on Drawing H-1-
           97141, Sheet 1, 105KE Safe Storage Enclosure, Structural Pourback Plan and as
           detailed on Drawings H-1-97142, Sheets 1-5, 105KE Safe Storage Enclosure,
           Structural Pourback Sections & Details, and Drawing H-1-97150, Sheet 3,
           105KE Safe Storage Enclosure, Structural Standard Connection Details will be
           performed by others.

        2) Backfill and compaction of existing excavations to elevation – (minus) 20’-0”
           will be performed by others.

        3) Over-excavation of existing terrain on the north side of th 105-KE Reactor
           building to the Elev. – (minus) 20’ level as depicted on Section B on Drawing H-
           1-97132, Sheet 1, 105KE Safe Storage Enclosure,Civil Grading Sections will be
           performed by others.

1.2.5.4   If the Contractor elects to utilize available gravel and sand sites, the Contractor shall
          furnish equipment and labor to excavate, process, load, transport, and place material.

1.2.5.1   Confine removal of overburden and top soil to CHPRC-designated areas. After
          surface has been disturbed, stabilize blowing sand areas with ballast or other
          approved method to prevent wind erosion.

1.2.5.2   Excavate in accordance with DOE-0344 and the Excavation Permit.

1.2.5.3   Use roads designated by CHPRC to access gravel and sand sites and to travel
          between gravel and sand sites and worksite. If oversize loads are utilized, comply
          with Section 01500.

1.2.5.4   Upon completion of operations, remove debris, temporary structures, and equipment.

PART 1 – GENERAL

1.1     COMMUNICATIONS

1.1.1   Written communications between CHPRC and Contractor shall be sent to the
        representatives identified under “Notices” in the Contract Signature Document. The
        Contractor may interface with various CHPRC (and other) organizations through
        CHPRC Contract Specialist (or designee), as required.

1.1.2   Site Coordination and Interface Requirements include interface with CHPRC Field
        Work Supervisor (CHPRC FWS), Project Engineer, CHPRC’s Technical
        Representative (BTR), or designated representative on a daily basis.

1.1.3   Applicable interfaces that the Contractor may interact with, include the following:

            Radiological Control technicians

            Electrical Utilities representatives

            Waste Management representatives

            Safety and Industrial Health representatives

             D&D representatives

            Soil Remediation representatives

1.1.4   Daily construction activity shall be coordinated with CHPRC as identified in the
        General Provisions for Construction Services entitled “Technical Representative
        Responsibilities.”

1.1.5   The BTR designated for the Contract is Edward Jacobs, phone: 376-2859. The BTR
        is responsible for monitoring and providing technical guidance for this Contract and
        should be contacted regarding questions or problems of a technical nature. The BTR
        is also responsible for appropriate surveillance of the Contractors representative while
        on site. In no event, however, will an understanding or agreement, modification,
        change order, or any deviation from the terms of this Contract be effective or binding
        upon CHPRC unless formalized by proper Contract documents executed by the
        Contract Specialist prior to completion of this Contract. On all matters that pertain to
        Contract terms, the Contractor shall contact the Contract Specialist specified within
        this Contract. When in the opinion of the Contractor, the BTR requests or directs
        efforts outside the existing scope of the Contract; the Contractor shall promptly notify
        the Contract Specialist in writing. The BTR does not possess any explicit, apparent

1.1.6   The Contractor shall work with the CHPRC FWS to coordinate construction activities

1.2     PREPARATION ACTIVITIES

        The Contractor shall be responsible for the following functions, requirements, and
        preparatory activities:
1.2.1   Complete employee training requirements as specified in Section 01150.

1.2.2   Ensure equipment, materials, and personnel are ready for the execution of the
        applicable contract release.

1.2.3   The Contractor shall ensure that Suspect/Counterfeit items are not brought onto the
        Hanford Site, in accordance with Section 01400.

1.2.4   Ensure all Contractor-supplied tools and equipment are in good working order and
        free from obvious and known defects, malfunctions and disrepair (e.g., oil leaks,
        broken and/or missing parts) upon arrival at the job site.

1.2.5   Prior to Mobilization, submit all Material Safety Data Sheets (MSDS) sheets and
        Chemical Inventory sheets as required.

1.3     SECURITY, BADGES, AND DOSIMETERS

1.3.1   CHPRC will arrange for issuance of security badges and dosimeters required for on-
        site work subject to the requirements identified in SP-5.

1.3.2   As soon as practical after award, the Contractor shall submit a badge request for
        personnel required under the Contract so that they may be scheduled for training and
        medical evaluation to be eligible for work on-site. A badge is required in order to
        obtain an HID number, which is needed before training and medical evaluations can
        be coordinated and scheduled. A minimum of two working days advanced notice is
        required for a Site badge. Contractor personnel shall wear CHPRC-issued security
        indentification badges.

1.3.3   Contractor employees will be required to submit to vehicle searches and not
        personally carry or transport prohibited articles.

1.4       WORK HOURS

1.4.1     Work will be done on an 8-9's schedule. The standard workday shall consist of nine
          (9) hours of work from 7:00 AM to 4:30 PM, with one-half hour designated as an
          unpaid period for lunch. An eight (8)-hour workday is substituted on alternate
          working Fridays, and no work occurs on the alternate non-working Friday. No work
          occurs on Facility Closure Days. If schedule alternative is required, BTR will
          communicate to Contractor contact.

1.4.2     The Contractor will have access to the job site based on the terms of the Contract.

1.5       WORK MANAGEMENT REQUIREMENTS

1.5.1     Work shall be performed in accordance with CHPRC procedures, policies, and
          guidance documents. No work shall be performed that is out of scope to the contract.
          If work is determined to be out of scope or questionable, work shall be stopped,
          issue/concern defined and evaluated, and a revision to contract shall be prepared, as
          necessary, prior to resuming work.

1.5.2     Performance of Work on other than regular day shift, movement of equipment,
          electrical system tie-ins, and equipment tie-ins requires special coordination and prior
          approval.

1.5.3     Hazard Identification and Mitigation

1.5.3.1   The Contractor shall develop and maintain a work site Job Safety Analysis in
          accordance with PRC-PRO-SH-40078 - Contractor Safety Processes, Appendix F –
          Safety Program Specifications for Contractors, Section 2.2.

1.5.4     Work Control Requirements
1.5.4.1   The Contractor shall use CHPRC work control documents and procedures per PRC-
          PRO-WKM-12115, Work Management. Work Planning Requirements are required
          for work activities to be performed on site. Planning documentation will be provided
          to the Contractor for review and concurrence.

1.5.4.2   Work instructions provided by CHPRC are written specifically to control work scope
          and hazards, and to implement mitigating hazard controls described in this SOW and
          the corresponding Job Safety Analysis (JSA)/Job Hazards Analysis (JHA). The work
          instructions will be placed in a work package that will include the necessary permits
          and associated project documentation needed to safely complete the work scope.

1.5.4.4   Work performance requirements and limitations shall be clearly communicated to the
          work crew to ensure the individual worker does not place themselves or others into an
          unsafe configuration.

1.5.5     Work Planning

1.5.5.1   The Contractor and/or its lower-tier contractors (or representatives) shall provide
          competent person(s) to support the preparation of all required work documents and
          shall actively participate in the planning and preparation of the work instructions,
          Enhanced Work Planning (EWP) and Job Hazard Analysis (JHA) in accordance with
          PRC-PRO-WKM-079, Job Hazard Analysis.
1.5.5.2   In conjunction with CHPRC, the Contractor’s qualified competent person(s) shall be
          responsible for providing input that supports the writing and revising of work steps that
          describe the work to be conducted and to enumerate the safety hazards associated with
          conducting the work. In conjunction with the Job Safety Analysis, the Contractor shall
          provide input that supports the inclusion within the work instructions the mitigating
          procedures for avoiding inherent hazards.
1.5.5.3   Work scope described in this SOW shall be performed following the preparation and
          approval of a work package prepared by CHPRC D&D Project Work Control following
          the requirements of PRC-PRO-WKM-12115 including but not limited to earthwork,
          foundations, structural erection, electrical systems tie-ins, equipment installation, testing,
          etc.

1.5.6     Work Release Requirements

1.5.6.1   Daily release of work packages and approval to work shall be performed using the
          Work Release for Construction/Services Organization process.

1.5.6.2   A Work Release for Construction/Service Organizations Form (WRCSOF) (Form
          BC-6001-394) is provided in the work package. The Contractor shall complete the
          work release form and provide it to the CHPRC FWS , each day on the afternoon, for
          review and approval by the CHPRC FWS prior to performing the next day’s work.
          The project requires release each day prior to start of work, then again prior to the end
          of shift for signoff by the CHPRC FWS. Activities worked each day are limited to
          items listed on the work release unless additions are approved by the CHPRC FWS to
          facilitate unforeseen changes to work scope. The end-of-the-day meeting may be a
          conference call to plan the following day’s work activities at a time to be determined
          by the CHPRC FWS.
1.5.6.3   The WRCSOF shall provide a description of the work including a brief work scope
          statement, location, required permits, any support required from the Owner including
          inspections or hold points, special precautions about the planned work, and potential
          impacts such as contamination and service interruption. The form must describe all
          activities and deliveries at the jobsite.

        control, etc.) shall be established, implemented, and documented using a graded

1.2.2   Structural alignment, support location, and grades: For surveying Work, use of a land
        surveyor licensed in the state of Washington is required. Proof of professional license

1.2.4   Deliverable Documentation: Deliver field notes, records and documentation for

1.3.5   It is not anticipated that cultural materials or protected plants or animals will be
        encountered during project activities in previously disturbed areas. However, the
        Contractor shall watch for bones or possible historic artifacts, especially during
        excavation. If cultural materials are encountered, stop work within the immediate
        vicinity of the find and notify CHPRC.

1.3.6   Migratory birds may be present at this site and nesting activities shall not be
        disturbed. If field work is to be initiated during active nesting season (i.e., between
        mid-March through end of July), Contractor shall contact CHPRC to initiate a review
        of the area where the work is to be performed to make sure no nesting is occurring
        within the affected area). Workers are to be instructed to watch for active nests. If
        active nests and/or any nesting birds are encountered, or birds exhibit defensive
        behavior, the Contractor shall stop work in the immediate vicinity of the nest and
        shall contact CHPRC for additional review and required action.

        Ground-disturbing activities have the potential to spread and increase noxious plants.
        Vehicles should stay on existing roadways, graveled areas, and bare areas to the
        extent possible.

1.4     PERMITS

        CHPRC will coordinate and obtain the Hanford Site work permits as necessary for
        performance of the Work. The Contractor shall notify CHPRC fifteen (15) days in
        advance of work being performed and maintain a copy of all CHPRC-provided
        permits. The following permits may be applicable depending on the Contractor’s
        installation techniques. Once permits and requirements are obtained by CHPRC, the
        Contractor shall comply with all CHPRC-issued permits.
1.4.1   Confined Space Entry Permit (Form A-6004-724): Required prior to entry into any
        area determined to be classified as a Confined Space, and containing conditions
        detrimental to employee safety.

1.4.2   Construction/Demolition Permit: In accordance with MSC-RD-8589.

1.4.3   Critical Lift Plan: In accordance with DOE-RL- 92-36.

1.4.4   Electrical Installation Permit (Form BC-6001-777): In accordance with DOE-0336.
        One permit covers new electrical installation work governed by the National
        Electrical Code (NFPA 70). Electrical wiring/installations require NEC compliance
        inspection by qualified electrical inspector approved by the Hanford Electrical Codes
        Board.

         conventional fall protection is infeasible or creates a greater hazard. Permit to be
         accessible during performance of work.

1.4.9    Fall Protection Work Permit (Form A-6004-286): In accordance with DOE-0346.

1.4.10   Fire Marshall Permit: Notify CHPRC Fire Protection Engineer or Deputy Fire
         Marshal in accordance with SP-4. Required for work associated with fire hydrants
         taken out of service; for any new construction or demolition activity; when using
         combustible chemicals, compressed gas, explosives, and flammable/combustible
         liquids; when performing cutting/welding or outdoor burning; and for any activity
         falling under the scope of NFPA 1. Flammable/combustible liquids storage shall be
         per NFPA 30, and permitted in accordance with MSC-RD-8589.

1.4.11   Flammable/Combustible Liquids Storage: Shall be per NFPA 30, and permitted by a
         Fire Marshal Permit in accordance with MSC-RD-8589.

1.4.12   Hanford Site Oversize/Overweight Permit (Form A-6003-609): Required for each
         vehicle and/or non-reducible load that exceeds the dimensions or weights shown in
         SP-4. Verify route suitability and limitations before applying for the permit.

1.4.13   Hot Work Permit (Form A-6006-115): In accordance with PRC-PRO-FP-40421.
         Required prior to performing any work which may involve open flames or producing
         heat and/or sparks including brazing, cutting, grinding, soldering, arc or gas welding,
         plasma welding, or torch-applied roofing. Cutting and grinding classified as Hot
         Work is limited to operations that produce significant sources of heat or spraying
         sparks such that they are considered ignition sources to surrounding combustibles on
         the Hanford Site.

1.4.14   Nonemergency Hydrant Tie-In Permit (Form A-6005-120): In accordance with PRC-
         STD-FP-40404. Required for any water being obtained through an existing hydrant.

1.4.17     State Waste Discharge Permit: CHPRC has already obtained the required permit. No
           discharges of water are allowed or authorized within 300 horizontal feet of any
           known crib, catch basin, infiltration trench, or underground disposal area.

1.4.18     Utility/System Outage Permit (Form A-7600-672): Required prior to Lock/Tag
           isolation of facility equipment, systems, and utilities in accordance with SP-5. Utility
           outages also require a Fire Marshal Permit. Notify CHPRC 5 days prior to need.

1.3     SAFETY

1.3.1   All services under the management of the Contractor shall be performed in
        accordance with PRC-PRO-SH-40078, Contractor Safety Processes, Appendix F,
        Safety Program Specifications for Contractors, Section 3.3, which flows down the
        requirements of 10 CFR 851 and Hanford site requirements to the Contractor.

1.3.2   The Contractor shall comply with the on-site provisions identified in SP-5 of the
        Contract.

1.3.3   The Contractor shall perform work safely, in a manner that ensures adequate
        protection for employees, the public, and the environment, and shall be accountable
        for the safe performance of work. The Contractor shall comply with, and assist
        CHPRC in complying with all applicable laws, regulations and directives.

1.3.4   The Contractor and its lower-tier subcontractors shall take all reasonable precautions
        in the performance of the work to protect the safety and health of employees and of
        members of the public. Where there is a difference in regulations or requirements,
        the most stringent shall apply.

1.3.5   Contractor on-site fall protection shall be in accordance with DOE-0346, Hanford
        Site Fall Protection Program.

1.3.6   The Contractor shall prepare a detailed Task-Specific Job Safety Analysis for
        performing structural steel erection and roofing/siding installation at elevated heights,
        protection of personnel, equipment and hardware from falling materials, worker heat
        and cold stress, working in confined/limited work areas, large excavation work, and
        other hazards as identified.

1.3.7   The Contractor shall perform analysis of temporary construction configuration
        loading on the SSE as it is erected and design to provide temporary support as
        necessary to ensure structural stability of the SSE during erection. Calculations and
        drawings for shall be approved and stamped by a Registered Professional Engineer in
        the state of Washington.

1.3.8   While working within a facility or remote area, Contractor shall participate in
        emergency drills. Exemptions may be requested by Contractor; however exemptions
        might not be granted.

1.3.9      Contractor shall utilize gloves that are rated as cut/puncture-resistant for all activities
           that present the potential for a cut or puncture to the hand. Leather gloves are not
           rated as cut/puncture-resistant, and are not permitted. Contractors shall still use
           gloves (e.g., leather, canvas, cotton, etc. as appropriate for the work activity) to
           prevent and/or protect the hand from abrasions and contusions. Cut-resistant gloves
           come in different performance strengths; the Contractor needs to exercise the right
           amount of care to ensure they have selected the proper type of gloves for the hazard
           to be encountered. CHPRC does not specify or recommend any brand-name gloves;
           but does require these gloves to be rated as cut/puncture resistant.

1.3.10     Worker Exposure Monitoring for Hazardous Agents (i.e. Industrial Hygiene)

1.3.10.1   CHPRC will be responsible for providing industrial hygiene technical support. Daily
           industrial hygiene technician checks may be performed. Such support will include
           establishing exposure controls and limits, and conducting sampling and monitoring
           for hazardous agents associated with the activities and evolutions performed by the
           Contractor. These exposure controls and limits for hazardous agents (i.e. chemical;
           not radiological) will be specified in the Site-Specific Health and Safety Plan and/or
           the JSA. Results of all industrial hygiene surveys and monitoring will be provided to
           both the Contractor's Safety Representative and the Contractor's on-site Project
           Manager. CHPRC Industrial Hygienists will discuss exposure monitoring results
           with the respective Contractor Representatives and, as necessary, recommend or
           specify actions and controls to reduce or prohibit employee exposure to hazardous
           agents. The Contractor and CHPRC shall collaborate to implement these controls and
           ensure their effectiveness.

1.3.11     Hoisting and Rigging Requirements
1.3.11.1   Contractor on-site hoisting and rigging shall be performed in strict accordance with
           DOE-RL-92-36, Hanford Site Hoisting and Rigging Manual, Revision 1.
1.3.11.2   The following requirements are consistent with PRC-PRO-SH-40078, Contractor
           Safety Processes, Appendix F, which flows down the 10 CFR 851 and Hanford site
           requirements to the Contractor.
           A. For cranes and forklifts the requirements of the Hanford Site Hoisting and
           Rigging Manual (DOE/RL-92-36) are followed exclusively.
           B. The Contractor shall submit a Critical Lift Plan(s) (as required) that addresses the
           following requirements:
                  1. Structural calculations demonstrating the design factor of safety of all
                  below-the-hook lifting devices (e.g., ASME B30.20 certification, or
                  Professional Engineer certification of design load with a safety factor of three
                  based on yield strength of the material).

                  2. Proof of load test certification to 1.25 times the rated load.
                  3. Written designation of a responsible equipment custodian.
                  4. A written schedule of planned maintenance, lubrication, and inspection
                  program for forklift trucks (maintained by equipment Contractor or Contractor
                  as appropriate).
            C. In addition, the following shall be maintained and shall be available on the job
            site for review, but are not a part of the hoisting and rigging submittal:
                  1. A current periodic inspection and current monthly wire rope inspection shall
                  be made available upon request for all mobile cranes (in accordance with
                  ASME B30.5) and drill rigs (in accordance with manufacturer’s
                  recommendations) in use. Complete, documented inspections shall be
                  performed monthly to no less than annually, depending upon activity, severity
                  of service, and environment.
                   2. Maintaining required inspection documentation for all hoisting and rigging
                  hardware and equipment as indicated in the above referenced chapters.
            D. In addition, daily and periodic maintenance and inspections shall be performed as
            required and will include maintaining records and documentation current.
1.3.12      Electrical Safety Requirements
1.3.12.1    For the purpose of worker safety, electrical equipment shall be in accordance with
            PRC-PRO-SH-40435, CHPRC Electrical Safety Program.

1.3.12.2     All electrical control panels and electrical equipment (a general term including
            material, fittings, devices, appliances, luminaries [fixtures], apparatus, and the like
            used as a part of, or in connection with, an electrical installation) delivered or brought
            on to the site in performance of the contract shall be labeled by an organization
            currently recognized by OSHA as a Nationally Recognized Testing Laboratory
            (NRTL).

1.3.12.3     All electrical equipment installed as part of the contract shall comply with the
            National Electric Code (NEC) and, where applicable, IEEE C2 (NESC).

1.3.12.4.   The Contractor shall use the Hanford Site Electrical Service Request (ESR) and
            CHPRC’s NEC inspectors for all permanent and temporary electrical power
            connections. The Contractor shall perform all electrical work in accordance with
            NFPA 70. The ESR normally requires a 10-day lead time for onsite processing.
            CHPRC will complete the ESR using information supplied by the Contractor.
1.3.12.10 The Contractor shall coordinate with CHPRC for de-energizing activities prior to
          making electrical connections or working with other forms of hazardous energy.
          Lockout and tagout activities will be required.

1.3.12.11 The Contractor shall not perform any work within 10 feet of an energized feed line
          without the written concurrence of CHPRC.
1.3.13     Fire Protection Requirements

1.3.13.1   All work activities must comply with PRC-STD-40404, Fire Protection Program.
1.4        HAZARD IDENTIFICATION

1.4.1.1    Prior to performing any other activities, Contractor shall submit a JSA/JHA for the
           construction activities to be performed.

1.4.1.2    JSAs/JHAs are prepared by the Contractor to address specific work activities and
           hazards associated with the specific work and to identify the controls necessary to
           eliminate or control the hazards. The JSA/JHA shall be written in such a manner as
           to be understood and usable by Contractor personnel in order to aid them in the
           identification, control, and response of potential hazards; it is not just a compliance
           document. To achieve the level of coordination desired, approval of the JSA/JHA is
           required to ensure proper safety planning and communication prior to the start of
           work. The JSA/JHA shall be prepared in a format provided by CHPRC, and the
           Contractor shall submit a JSA/JHA for approval prior to work on each release.

1.5        MEDICAL EXAMINATIONS

1.5.1      Medical examinations and Employee Job Task Analysis (EJTA) evaluation forms
           may be required for Contractor personnel prior to starting work on the Hanford Site.
           See SP-5. EJTAs drafted by the Contractor (form available on the CHPRC web site)
           shall be submitted to CHPRC for approval by CHPRC Health and Safety. Approved
           EJTAs will be forwarded to the Hanford Site Occupational Medical Provider (CSC)
           for required medical examination(s) identification and scheduling.

1.5.2      The Contractor shall immediately notify the BTR and the Contract Specialist of any
           injuries or incidents; to include damage to Contractor-owned property or equipment.

1.5.3      Contractor shall take appropriate action, up to and including stopping work, and
           immediately notify CHPRC if an unplanned risk or hazard is discovered that is not
           covered by directions provided by CHPRC. This action includes notifying CHPRC if
           the work exposes their workers to hazards that require medical monitoring.

PART 3 – EXECUTION

3.1     Specific unique work environment/conditions/circumstances that may be encountered
        during execution of the work scope include working in radiological environments,
        performing work in tight and limited space conditions, working at elevated heights on
        scaffolds, elevated work platforms, performing steel erection, hoisting and rigging
        activities, walking and working surfaces that are uneven, sharp corners and general
        construction hazards associated with equipment, lighting, noise, etc.

3.2     CHPRC will provide Hanford Site Occupational Medical Provider medical facilities
        for emergency or life-threatening injury situations (those requiring immediate
        medical attention). All injuries, accidents, fires, and near misses shall be reported
        immediately to CHPRC, including fires that are extinguished without causing
        damage.

3.3     The Contractor shall use the Hanford Site Occupational Medical Provider, CSC for
        first aid treatment and return-to-work evaluations, and the Hanford Fire Department
        for ambulance service for urgent medical situations requiring care and transport.

3.4     If chemical contamination is encountered, work shall be stopped immediately and the
        BTR contacted; an appropriate chemical monitoring plan is prepared by CHPRC.

3.5     To ensure worker safety, work or portions of work may be temporarily and
        incrementally shut down due to high winds, lightning, or other inclement weather as
        determined by CHPRC. Contractor shall not be additionally compensated in terms of
        cost or schedule for weather-related shutdowns. CHPRC issues the following
        warnings via radio system, public announcement, or in person. The Contractor shall
        ensure that subcontractor personnel are apprised of the warnings and take the required
        actions as stated below.

            Sustained winds greater than 15 mph – the necessity for crane operations shall
             be closely scrutinized.

            Excavation of radioactive material shall cease if sustained winds exceed
             20 mph. Depending on dust hazard, personnel may be relocated or directed to
             shelter. If sustained winds of 20 mph are predicted during the work shift,
             excavation of radioactive material will not be allowed to start.

            Sustained winds greater than 25 mph and/or gusts greater than 40 mph – all
             crane operations shall cease and be secured. No breach of radioactive systems
             or vessels will be allowed. All loose outdoor material shall be secured. The
             subcontractor’s Health and Safety representative shall review work on roofs and
             elevated surfaces before continuing. All personnel working outdoors are

    Sustained winds greater than 30 mph and/or gusts greater than 45 mph – all
     outdoor work activities may be stopped. Personnel may be directed to shelter.
     Dust masks may be required.

    Sustained winds greater than 50 mph – outdoor work activities shall be curtailed
     and limited to those approved by CHPRC and subcontractor’s Health and Safety
     representative. Personnel will be directed to shelter. Site closure may be
     implemented and all work activities ceased.

    Thunderstorm/lightning advisory based on lightning activity within 30 mile
     vicinity of the Site. Subcontractor personnel shall not work on roofs or elevated
     surfaces. Personnel shall stay away from construction equipment such as
     drilling rigs, cranes, boom trucks, or elevated work platforms. These protective
     actions shall remain in place until CHPRC cancels the warning.

NOTE: Contractor shall provide personal protective equipment to meet the above
conditions.

In addition to these warnings, CHPRC also provides the following:

    Snow and ice removal is provided on Site roads. The Contractor shall provide
     snow removal and ensure safe walking and transfer conditions for walkways
     and access points around their offices and work areas and the job-site within the
     project boundaries.

    In response to winter storm conditions, CHPRC may close the Site or release
     Contractor's employees early. If so, CHPRC will make appropriate
     announcements and coordinate the closure or early dismissal.

    The Contractor shall be responsible for freeze protection in all areas turned over
     to the Contractor by CHPRC.

1.3.2.2   Inventory reduction: Minimize product inventory to reduce accumulation of partially

          Section 6002 of the Resource Conservation and Recovery Act and implementing
          regulations (40 CFR Part 247).

1.5       DISPOSAL OF INERT/DEMOLITION AND NONHAZARDOUS WASTE

1.5.1     Handle and dispose of waste in accordance with applicable federal, state, and local
          laws, regulations and requirements, SP-5 and this Section. Notify CHPRC prior to
          shipment of inert/demolition waste for radiological survey by others if removing from
          contaminated area.

1.5.2   Non-hazardous: Excavated soil and waste generated by the Contractor shall be
        packaged in accordance with waste packaging requirements provided by the CHPRC.
        CHPRC will provide waste containers, liners, absorbent socks/pads, tarps and tie-
        down cords, transportation, and waste treatment and disposal. Waste will be disposed
        of at the Environmental Restoration Disposal Facility (ERDF) or other approved
        disposal facility. CHPRC Waste Management will deliver roll-off waste containers to
        a central location for Contractor use. Hoppers or bins will be provided by 100K
        Facilities for lunchroom and office trash. Contractor shall be responsible to properly
        load and package waste containers according to CHPRC-provided direction included
        in work packages.

1.5.3   Soil excavated from existing terrain has the potential to be contaminated.
        Consequently, the Contractor shall load all soil material excavated from existing
        terrain into ERDF waste containers in accordance with PRC-PRO-WM-40223,
        Environmental Restoration Disposal Facility Waste Process and move the loaded
        containers to a nearby staging area, the Container Transfer Area (CTA), for transport
        by others. The CTA is located approximately ¼ mile north of the 105-KE Reactor
        building.

1.5.4   Any nonradioactive inert waste (i.e. broken asphalt, broken concrete, glass, brick,
        aluminum, stainless steel, wood, and overburden/spoils material such as rock and
        earth) may be disposed at no charge to Contractor at Pit 9 located in 200 West Area.
        Notify CHPRC at least 24 hours prior to need for entry.

1.5.5   Other waste generated on the Hanford Site such as demolition rubble, construction
        debris, trash, and solid waste not included in other waste categories specifically

1.6     HAZARDOUS WASTE

1.6.1   Hazardous materials shall be managed in accordance with SP-5. Promptly report all
        spills of hazardous waste.

1.6.2   Flammable/combustible liquid storage shall be in accordance with NFPA 30.

1.7     DISPOSAL OF ASBESTOS

1.7.1   Contractor shall not perform any work that would disturb asbestos-containing
        material nor remove any load-bearing structures of any building without first
        notifying the BTR.

1.8       DISPOSAL OF DANGEROUS AND MIXED WASTE

1.8.1     Handle and dispose of waste in accordance with applicable federal, state, and local
          laws, regulations and requirements and CHPRC procedures. Hanford-specific
          requirements also apply to dangerous and mixed waste generated on the Hanford Site.

1.8.1.1   Notify CHPRC at least five days before generation of waste and immediately after
          spill and other unforeseen waste generation. Notification shall identify waste stream
          and provide an estimated quantity of waste to be generated.

1.8.1.2   Upon notification by Contractor, CHPRC will establish waste accumulation
          containers within the building footprint area and/or ab approved CERCLA Waste
          Management Area. CHPRC will provide labeled containers affixed with tracking
          numbers. Contractor shall provide a digital fish scale or comparable weighing device
          area and shall ensure personnel responsible for the waste accumulation area are
          properly trained.

1.8.2     Separately accumulate waste from each waste stream in accordance with the
          substantive requirements of applicable federal, state, and local laws, regulations and
          requirements.

1.8.2.1   During spill cleanup and waste accumulation, cumulatively record waste inventory on
          Waste Container Log (A-6004-995).

1.8.2.2   Containers are set up and managed by CHPRC. Manage waste in accordance with
          SP-5.

1.8.3     CHPRC will coordinate pick up and disposal of properly sealed dangerous waste after
          notification by Contractor.

1.9       RADIOLOGICAL CONTROL

1.9.1     If work is deemed Radiological, the Contractor shall be subject to 10 CFR 835,
          CHPRC RADIOLOGICAL CONTROL Manual, CHPRC-00073, and this Section.

1.9.2     Contractor shall not utilize vacuum trucks or HEPA-filtered vacuums, or set up
          enclosures with exhausters or similar emission units at any radioactively
          contaminated location on the Hanford Site without the express written approval of
          CHPRC.

1.9.3     The Contractor shall obtain written approval from CHPRC prior to bringing a
          radioactive source on-site. This includes any source or equipment that contains
          sources (e.g. soil densitometers) that are governed under a U.S. Nuclear Regulatory
          Commission (NRC) license or a license by an NRC-agreement state.

1.9.4   Contractor’s equipment utilized to perform radiological work shall be subject to an
        initial radiological baseline survey prior to use on-site. This survey is expected to
        take approximately one hour (per piece of equipment) to complete. The survey will
        be conducted by CHPRC-provided Radiological Control Technicians (RCTs) and/or
        Health Physics Technicians (HPTs). Contact CHPRC to schedule the required survey
        upon arrival of the equipment on-site.

1.9.5   Contractor’s equipment utilized to perform radiological work shall be subject to
        intermittent radiological surveys approximately 2 to 3 times per work day.
        Radiological surveys are expected to take between 30 – 45 minutes each. Contractor
        shall make equipment available for intermittent radiological surveys at the request of
        CHPRC-provided RCT/HPT.

1.9.6   Removal of the following requires a contamination release survey for each removal.
        Contractor will not be charged for survey. CHPRC will arrange for survey upon
        request by Contractor. Allow two (2) working days for processing request and four
        (4) hours for survey.

        a.   Material from radiological contamination areas and radiological buffer areas

        b.   Foreign materials and discolored soil discovered during excavation

        c.   Equipment from radiological contamination areas and radiological buffer areas

1.9.7   During any work disturbing the existing ground surface, a CHPRC-provided
        RCT/HPT will be present to conduct intermittent radiological surveys of the
        excavated or disturbed material, if deemed necessary by CHPRC. The radiological
        surveys will be conducted on the spoils removed during any soil excavation as well as
        on the equipment being utilized for this excavation. These radiological surveys are
        not expected to significantly disrupt the Contractor’s ability to perform the required
        work. Contractor shall provide three (3) work days prior notice to CHPRC of need
        for RCT/HPT coverage of any excavation or work activity that will significantly
        disturb the existing ground surface.

1.9.8   If at any point, radioactive materials above specified action levels are encountered,
        work shall be stopped immediately. A Radiological Work Permit will be prepared by
        CHPRC to cover working with radiological contaminated soils and materials.

1.9.9   If radiological contamination is encountered during excavation or other work
        activities, Contractor shall place equipment in a safe condition and remove all
        personnel from area as directed by the RCT/HPT. Radiological controls shall be
        evaluated by the RCT/HPT organization to the encountered conditions and modified

         as may be required. Contractor shall seek direction from CHPRC prior to resuming
         work activities.

1.9.10   A release survey is required to be conducted by CHPRC provided RCTs/HPTs of all
         equipment utilized in excavation. Release survey shall be conducted prior to
         equipment being removed from the project site. The release survey is expected to
         take approximately one hour per piece of equipment. Contractor shall provide two
         (2) work days prior Notice to CHPRC of need for RCT/HPT coverage to conduct
         required release surveys.

1.9.11   Contractor may additionally request a contamination release survey for each removal
         of equipment or material from if a radiological buffer area is declared. Contractor
         will not be charged for survey.

1.9.12   If survey reveals that equipment or material is not radiologically contaminated,
         dispose of material as planned.

1.9.13   If survey reveals that equipment or material is radiologically contaminated, dispose in
         accordance with direction from CHPRC. CHPRC will determine if release back to
         the Contractor is possible. If not possible, the Contractor will be compensated for
         items taken.

1.10     Soil excavated from existing terrain has the potential to be contaminated.
         Consequently, the Contractor shall load all soil material excavated from existing
         terrain into ERDF waste containers in accordance with PRC-PRO-WM-40223,
         Environmental Restoration Disposal Facility Waste Process and move the loaded
         containers to theCTA for transport by others (per to 1.5.3).

1.11     NUCLEAR AND CRITICALITY SAFETY

1.11.1   This work is deemed nuclear-related; the Contractor shall be subject to
         10 CFR 830.122, and the enforcement actions under 10 CFR 820.

1.12     LIQUID EFFLUENTS

1.12.1   In accordance with SP-4, SP-5, and PRC-PRO-SH-40078, Contractor Safety
         Processes, when the Contractor brings chemicals on site, the activity is subject to
         CHPRC’s Chemical Management System Program. The Contractor shall complete
         Form A-6004-750, Chemical Inventory Worksheet and submit to CHPRC for
         approval prior to mobilization. The Contractor shall keep Chemical Inventory
         Worksheets current and manintain copies on-site.

1.12.2   Material Safety Data Sheets (MSDS) for hazardous chemicals (as defined by
         29 CFR 1910.1200) that will be used during the work activity shall be kept current.
         The Contractor shall provide the list to the assigned BTR when list has been updated.

1.12.3   The Contractor shall submit detailed information relative to any anticipated process
         involving the application of volatile chemicals (e.g., use of a volatile cleaning agent,
         application of polyurethane coating, etc.).

1.12.4   Concrete rinsate discharge locations require approval by CHPRC. Concrete rinsate
         discharge authorization forms shall be completed and approved prior to discharge.

1.12.5   Liquid discharge for hydrotesting, flushing, or other construction operation other than
         dust control, requires pre-approval by CHPRC and shall be performed in accordance
         with the State Waste Discharge Permit.

             No water shall be discharged within 300 horizontal feet of any known crib,
              catch basin, infiltration trench, or underground disposal area.

             No discharge shall be allowed within a surface contaminated area (areas with
              dangerous waste and/or radioactive contaminants), unless discharge is an
              approved incidental release.

             Other restrictions identified in the State Waste Discharge Permit and the
              accompanying conditions include the need to reuse/recycle and the need to
              discharge to the Treated Effluent Disposal Facility; discharge rate, volume,
              additives, source water, contaminants, and logging are also covered in permit
              conditions (Pollution Prevention and Best Management Practices section).

1.13     AIR EMISSIONS

1.13.1   The following emissions are regulated and shall comply with applicable federal, state,
         and local laws, regulations and requirements:

         a.   Fugitive emissions and dust
         b.   Abrasive blasting
         c.   Ozone-depleting substances
         d.   Non-routine (unplanned) emissions
         e.   Radioactive airborne emissions (from disturbing contaminated soil)

1.13.2   Contractor shall take reasonable precautions to minimize fugitive dust during
         performance of this work.

1.13.2.1   A dust control plan prepared in accordance with Benton Clean Air Authority
           guidelines shall be submitted by the Contractor and shall be approved by
           CHPRCprior to commencement of work activities.
1.13.3     Contractor shall not conduct open burning without the express written approval of
           BTR or CM.
1.13.4     Air emission sources also include non-road internal combustion engines for power
           generator or air compressor, loader, backhoe, welder, chain saw, etc. Licensed motor
           vehicles, pursuant to RCW 46.16 are exempt from the inventory. However, mounted
           internal combustion engines not used to propel the vehicle (e.g.; mounted generator)
           shall be inventoried.

1.13.5     The Contractor shall comply with PRC-PRO-SH-40078 - Contractor Safety
           Processes, Appendix F, Section 3.15, for controlling exposures to airborne hexavelent
           chromium. These requirements are specifically applicable to welding, grinding,
           torch-cutting, metal buffing and metal polishing, and spray painting activities.

1.14       CONTINGENCIES

1.14.1     Isolate and secure spill area in a manner that protects human health and the
           environment. Take direct action if nature of spilled or unforeseen waste material is
           known and if material can be immediately and safely absorbed, neutralized, or
           otherwise controlled. Report spills immediately to CHPRC.

1.14.2     Notify CHPRC upon occurrence or discovery of hazardous substances and
           non-hazardous material spills and of unforeseen dangerous waste generation.
           Notification shall identify waste stream if known and include identification and
           quantity of waste. Clean up areas contaminated by spilled material and manage spill
           residues in accordance with this Section.

1.3.1.2   Contractor shall provide appropriately trained and qualified staff to perform the type
          of work associated with their trade at the Hanford Site.

1.3.1.3   Task- and facility-specific training is required in this Statement of Work, the Contract
          Provisions, and other documents referenced herein. The training listed may not be
          all-inclusive of training required.

1.3.1.4   CHPRC will provide task- or facility-specific training required for the Hanford Site,
          which includes the class, instructor, and required training material. Contractor is
          responsible for cost of labor to complete all required training.

1.3.1.5   When offsite equivalent training is available, the Contractor is responsible for all
          training costs.

1.3.1.6   Contractor personnel shall be trained and qualified to CHPRC requirements for
          performing services. Personnel assigned to enter radiation zones within CHPRC
          areas of responsibility shall be fully qualified to perform work in such zones.
          Additional task specific or unique training or qualifications required for a specific
          task as delineated below. Personnel will be individually identified for specific
          training. Activities defined below are a composite of all training activities. The BTR,
          Contractor and 100K Training will determine training requirements for specific
          personnel/job classification.

1.3.1.7   The following types of training/qualifications are required and will be communicated
          by the BTR in work instructions driven by Employee Job Task Analysis (EJTA):
          a. CHPRC General Employee Training (CGET) or Hanford Site Orientation
          b. Special hazard training as applicable (i.e., GERT, Radiological Worker I/II
             Training, Hazardous Material Transportation)
          c. Facility-specific training
          d. Any special certifications (i.e., welding, engineering, NDE, CDL)
          e. Job-specific training (i.e., journey electrician, journeyman pipefitter, heavy duty

          completion of the training requirements of any applicable activities covered in DOE-
          RL-92-36 Rev 1, and certification that all training is current. Training to include:
          hoisting and rigging operations, hoisting and rigging equipment inspection, fork truck
          operations, critical lifts, and mobile cranes, as required.

          Specifically, for Hanford Site Hoisting and Rigging Manual qualifications for rigging
          operations, the Contractor may submit employee record of equivalency (i.e.,
          experience and union affiliation), but must pass a written or oral examination.

PART 1 – GENERAL

1.1     SUMMARY

1.1.1   General purposes of conferences and meetings addressed in this Section are
        coordination, control, and direction of the Work. In addition to meetings addressed
        by this Section, Contractor may be required by other Sections and other Contract
        documents to conduct special-purpose meetings and various safety meetings and
        briefings.

1.1.2   CHPRC will issue meeting notices and prepare an agenda and minutes for each
        conference and meeting addressed in this Section. When applicable, minutes will
        identify action items, assigned actionees, and due dates.

1.2     SITE LABOR CONFERENCE

1.2.1   Before start of Work, the Contractor shall conduct a site labor conference in
        accordance with the Site Stabilization Agreement (Article X, Section 6) at a time and
        Hanford Site location agreed upon by the Contractor and the Labor Organization
        representatives.

1.2.2   Invited attendees shall include CHPRC, Contractor, subcontractors, Labor
        Organizations representing utilized crafts, and others having an interest in Hanford
        Site labor requirements.

1.2.3   Purpose of the conference is familiarization of project participants with Hanford Site
        labor requirements. The conference shall last approximately one hour and shall
        include a presentation by the Contractor of the proposed craft utilization and work
        plan.

1.3     PRECONSTRUCTION CONFERENCE

1.3.1   After contract award, the Contractor shall participate in a Project Kickoff Meeting to
        be held at CHPRC’s Site. The time, date, and location of the meeting will be provided
        to the Contractor by CHPRC.

1.3.2   Invited attendees will include CHPRC, Contractor, subcontractors and others having
        an interest in the Work

                                       SUBMITTALS

PART 1 – GENERAL

1.1     SUMMARY

        This Section provides the general procedures and requirements for preparing and
        processing submittals. Required submittals are identified in other Specification
        sections, other Contract sections, and CHPRC OS/IH Manual. Required submittals
        are also summarized by CHPRC on the Master Submittal Register. The submittal
        register may not be all-inclusive, and identifies documents required with proposal
        submittal, post-award / prior to Notice-To-Proceed (NTP), and post NTP.

1.1.1    Submittals will be considered valid for all contract releases unless a contract release
        specifically stipulates otherwise, or until changes occur that would invalidate the
        submittal.

1.1.2   Requests for substitutions are prepared in accordance with Section 01630 and
        processed in accordance with this Section. Deliverable documents differ from
        submittals and are processed in accordance with Section 01720. Deliverable
        documents are Quality Assurance documents and are required by technical sections of
        the Specification.

1.2     CLARIFICATIONS

1.2.1   Contract documents take precedence if a conflict exists between Contract documents
        and the submittal register. Immediately notify CHPRC of discrepancies in the
        submittal register.

1.2.2   Approval of a specific item does not constitute approval of a system or assembly of
        which an item is a component.

1.2.3   Materials and equipment that differ from approved submittals are subject to rejection
        and replacement at Contractor’s expense.

1.2.4   Delays arising from failure to provide required submittals in a timely manner will not
        constitute excusable delays for extension.

1.2.5   Standard processing time of submittals by CHPRC is under 2 weeks and is measured
        from date of submittal’s receipt by CHPRC to date of return mailing.

1.3     SUBMITTAL BY CONTRACTOR

1.3.1   The Contractor submittals identified herein on the submittal register shall be
        submitted to CHPRC EPC Document Control by the Contractor using the Contractor
        Document Submittal (A-6004-757) (available at

           completion of the submittal are included with the form.

1.3.2      The quantity, frequency, and type of submittal shall agree with the requirements set
           forth on the submittal register. The submittal number shall be entered on the
           submittal form by the Contractor in accordance with the submittal register. This
           number is used to identify each submittal.

1.3.3      When any submittal is returned to the Contractor with a request to resubmit (i.e.,
           marked as: “B-yes” “Minor Comments – Approved With Exceptions as Corrected
           Re-submittal Required”; or “C” “Not Approved Revise and Resubmit”) the
           Contractor shall resubmit all corrected documents within the time specified on the
           returned submittal form, or if no time is specified, within 5 working days from the
           disposition date.

1.3.4      Contact the Contract Specialist if additional submittal numbers are required.

1.3.5      Changes to a Contractor’s deliverables that have not been accepted by CHPRC as
           complete shall be re-submitted using the submittal form and in accordance with the
           Contractor’s CHPRC-approved Quality Assurance Program.

1.4        MASTER SUBMITTAL REGISTER

1.4.1      Required submittals are listed in the Master Submittal Register in Section 1300A.

PART 1 – GENERAL

1.1       SCHEDULES

1.1.1     Schedule Preparation

1.1.1.1   Prepare schedules using commercial project planning software. Preferred software
          (used by CHPRC) is Primavera Project Planner (P6). Other project planning software
          may be used if Contractor provides software translation capability to and from
          Primavera.

1.1.1.2   The Contractor shall propose a specific level within the Work Breakdown Structure
          (WBS) to be used for monthly reporting purposes. A sample P6 Activity Code
          Structure and WBS will be provided to the Contractor in order to assist in the
          preparation of the Construction Schedule, which will enable communication and
          downloading of the Contractor’s schedule with CHPRC schedule system.

1.1.1.3   Identify initial project schedule as Revision 0. This schedule, when approved, is the
          baseline project schedule.

1.2       SUBMITTALS

1.2.1     See Section 01300 for submittal procedures.

1.2.2     Approval Required

1.2.2.1   Start-Up Project Schedule: 10 days after Notice of Award, submit a schedule
          covering activities for the first 60 days of Contract, starting with receipt of Notice to
          Proceed, as specified in 1.3.

1.2.2.2   Project Schedule: 30 days after Notice of Award, submit a resource-loaded schedule
          covering activities and budget for duration of Contract. Schedule shall show cost of
          each major element such that earned value can be determined.

1.2.2.3   The Contractor shall provide a Cost Baseline by WBS showing planned expenditures
          by month through the contract period. The baseline shall provide costs by cost
          element (labor, materials, other direct costs, etc.).

1.2.2.4   The Contractor shall provide a critical path schedule to be used as the Schedule
          Baseline showing logic interfaces and all contract milestones and deliverables by
          WBS element.

          1.4.

1.2.2.7   Downtime/delay reports: On a daily basis or on the working day of an occurrence,
          submit downtime/delay reports.

1.2.3     Approval Not Required

1.2.3.1   Weekly Status Report: A weekly status report of major activities, accomplishments,
          safety, issues, and items of concern shall be submitted by the close of business
          Wednesday of each work week.

1.2.3.2   Monthly Progress Reports: Submit monthly as specified in 1.6.

1.2.3.3   Weekly labor cost reports: No later than the second day of the following week,
          submit weekly labor cost reports. Cost reports shall be budget- and quantity-based,
          and reflect each work element in the WBS. The cost reports shall be updated each
          week with the progress and variances for each work element. The weekly cost
          reports shall indicate names and hours for all people charging their time to the
          project.

1.3       SCHEDULE PREPARATION

1.3.1     The schedule submittal shall include a time-phased performance measurement
          baseline schedule (PMBS) for completing the individual construction work activities.

1.3.2     The schedule shall be in the form of a progress chart of suitable scale to indicate
          appropriately the percentage of work scheduled for completion by any given date
          during the contract period of performance. Identify critical path activities, including
          logical sequence and relationship of activities for engineering, design, submittals,
          procurement, fabrication, delivery, erection, installation, and testing for work covered
          by Contract.

1.3.3     See submittal register for quantity of copies to be submitted and approval code.

1.4       SCHEDULE REVISIONS

1.4.1     Whenever CHPRC determines that there are significant variances between actual and
          scheduled progress, endangering completion of the Contract Work within the

1.4.2     Make schedule revisions in accordance with the following:

1.4.2.1   Show progress to date of submittal and projected completion dates for each activity.

1.4.2.2   Identify activities modified since the previous submittal, major changes in scope, and
          other identifiable changes.

1.4.2.3   Provide a narrative report defining the problem areas, anticipated delays, and
          schedule impacts.

1.4.2.4   Describe corrective action taken, or proposed, and its effect, including changes in
          schedules of subcontractors.

1.4.3     Send copies of revised schedules to CHPRC. Notify subcontractors, suppliers, and
          other concerned entities, instructing them to promptly report, in writing, problems
          anticipated due to revisions.

1.4.4     Upon approval, a revised schedule becomes the new baseline.

1.5       WEEKLY WORK SCHEDULE PREPARATION

1.5.1     Each week, prepare a detailed schedule of next 2-week’s work. Base weekly work
          schedules on the activity schedule. Electronic generation of these schedules is not
          required. Include the following:

          a. Work Description
          b. Location of the Work.
          c. Work involving outages, overtime, weekends, etc.

1.6       PROGRESS REPORT PREPARATION

1.6.1     A summary progress report with cost and schedule status reported by WBS shall be
          submitted monthly with actual progress and cost performance indicated against the
          cost and schedule baseline.

1.6.2     A variance analysis shall be prepared on the current month and cumulative to-date.
          Deviations of more than +/- 5% per WBS reporting element shall require a narrative
          variance analysis with explanations to adequately address cause, impact, planned
          corrective action, and expected outcome. If schedule impacts occur as the result of

           versus cumulative scheduled progress. Progress shown shall be consistent with that
           indicated by the reports.

1.6.4      Update project schedule each reporting period, or more frequently if requested by
           CHPRC, when progress report is prepared. Include an updated data disk and a hard
           copy of updated schedule with the progress report.

1.6.5      Progress of scheduled activities will be used to determine monthly progress payments
           made to the Contractor. Requests for progress payments shall be directly related to
           progress shown in relation to the approved baseline project schedule.

1.6        MILESTONES

1.6.1      The specific Milestones the Contractor must meet for this contract are as follows.

1.2        SUBMITTALS

1.3       QUALITY ASSURANCE PROGRAM REQUIREMENTS

1.3.1     The Quality Assurance Program (QAP) requirements imposed by this Specification
          are under the authority of the Price Anderson Amendments Act (PAAA) of 1988.
          Quality assurance provisions are developed from U.S. Department of Energy Nuclear
          Safety Management Regulation 10 CFR 830.120. QAPs developed from other
          national standards (e.g., ASME NQA-1, 10 CFR 50, 10 CFR 72, ISO 9000, ASQ E4)
          may be used as a basis for satisfying the criteria specified, and should be
          supplemented and submitted as necessary to satisfy the requirements.

1.3.2     When subcontracting any portion of this Contract, the Contractor is required to
          invoke all of the above quality assurance program requirements on its subcontractor.

1.3.3     The Contractor shall be responsible for performing quality workmanship and shall
          conduct the quality control measures necessary to ensure work conforms to
          requirements included in this SOW.

1.3.3.1   Applicable plans, procedures, and documentation shall be prepared, reviewed,
          approved, and controlled in accordance with the approved QAP. Applicable quality
          requirements from NQA-1 (including 2009 Addenda) include:

1.3.3.2   Contractor shall be responsible for the performance of all inspection and testing
          activities as specified in the Contractor’s Quality Assurance Inspection Plan, (QAIP)
          submittal to CHPRC for approval. The QAIP will detail the inspection requirements
          that are identified in the specifications and drawings. CHPRC will use this submittal
          to identify key activities/witness points for the BTR or designee and establish
          notification requirements prior to performance of those inspections, such as NEC
          inspections prior to backfill, compaction records, concrete placement, high hazard
          activities, etc.

1.3.3.3   At the conclusion of construction activities, the Construction Manager/ BTR will
          conduct a Final Acceptance Walkdown, during which time work will be inspected for
          compliance with contract requirements and the Construction Completion Document
          (CCD).

1.3.4     The QAP shall apply to all activities, including subcontracted activities and for work
          performed off the Hanford Site. The QAP shall include provisions for the following
          activities, which shall be documented on the Supplier Quality Assurance Program
          Requirements Data Sheet provided by CHPRC:

1.3.4.1   Management: Program, training/qualification, discrepancy identification,
          document/records.

          a.   Quality documents shall describe the organizational structure, functional
               responsibilities, levels of authority and interfaces for those managing and
               performing the Work.

          b.   Personnel shall be trained and qualified to ensure they are capable of
               performing their assigned work. Plans shall address specific training,
               qualification, and certification requirements.

          c.   Items and processes that do not meet the requirements shall be identified,
               controlled, and corrected. Identify items or materials that do not meet specified
               requirements and control them to prevent inadvertent use, shipment, or
               intermingling with acceptable materials or items.

          d.   Documents shall be prepared, reviewed, approved, issued, revised and
               maintained. Approved and current issues of design documents, applicable
               submittals, procedures, procurement documents and instructions shall be used.
               Records shall be legible, identifiable, and retrievable.

1.3.4.2   Performance: Work Processes, Procurement, Inspection, and Testing

          a.   Items shall be identified and controlled to ensure proper use. Items shall be
               maintained to prevent their damage, loss or deterioration.

          b.   Purchased items and services shall meet established requirements and perform
               as specified. Procurement controls shall include actions to prevent the use of
               suspect or counterfeit products (1.4). The Contractor shall ensure inspections
               are performed to identify, control, and disposition suspect counterfeit items.
               Minimum inspection criteria shall be per CHPRC procurement quality clauses
               B73 and B76. Copies of these clauses will be provided by CHPRC.

c.   The Contractor shall be responsible for the performance of all inspection and
     testing activities as specified in Quality Assurance Inspection Plan. The
     Contractor shall retain the services of an independent, certified inspection and
     testing agency to perform inspections and testing as specified in the Quality
     Assurance Inspection Plan and the “Technical Specifications for CH2M HILL
     Plateau 105 KE ISS Associated Penetration Sealing and Safe Storage Enclosure
     (SSE) Design.” Inspection and testing of specified items and processes shall be
     conducted using established acceptance and performance criteria.

     1.   Perform and document inspections and testing required by the Quality
          Assurance Inspection Plan and the technical specifications. Documented
          inspections shall report the true and physical/functional condition of the
          inspection activity. As a minimum prepare daily reports when inspections
          and testing are performed. Reports shall provide sufficient detail to
          describe inspections and testing performed, with applicable requirements
          referenced, and results and determinations of inspections and tests shown.

     2.   Test procedures, when required, shall include the reference test objectives,
          prerequisites, and acceptance criteria. Test procedures shall also identify
          test configuration, safety instructions, instrumentation requirements,
          required monitoring, and environmental conditions. Test procedures from
          standards, codes, supplier manuals and equipment maintenance
          instructions may be used in lieu of specially prepared test procedures.

     3.   Complete required inspections and tests and have documentation available
          for review, before requesting overview inspection by CHPRC.

     4.   Measuring and Test Equipment (M&TE) shall be properly calibrated
          maintained, accounted for and used when required. Calibration shall be
          traceable to National Institutes of Standards and Technology Calibration
          (NIST) Standards. Perform calibration at specified intervals based on the
          type of equipment, required accuracy, and frequency of use, stability
          characteristics, and other conditions affecting performance. Maintain
          records and mark equipment to show calibration status.

     5.   When M&TE is found to be out of calibration, specify means to identify
          its use since the last calibration and methods to re-verify acceptability of
          items previously tested.

     6.   Calibration shall have accuracy traceable to national standards (where they
          exist), and calibration standards shall have the accuracy to ensure that the
          M&TE has the required tolerances.

1.3.5     Welding/Non-Destructive Examination

1.3.5.1   The Contractor shall conform with American Welding Society requirements and as
          defined in design and specifications. The Contractor shall submit all welding
          documentation to CHPRC for approval prior to the start of work. The Contractor shall
          coordinate with CHPRC should any welding/non-destructive examination need to be
          performed on the Hanford Site. All hot work activities shall be conducted in
          compliance with MSC-RD-9900.

1.3.6     Electrical/Electronic Product Acceptability

1.3.6.1   Electrical control panels and electrical equipment (a general term to include material,
          fittings, devices, appliances, luminaries [fixtures], apparatus, and the like used as part
          of or in connection with an electrical installation) delivered or brought onto the
          Hanford Site in performance of this Contract shall be listed or labeled by an
          organization currently recognized by OSHA as a nationally recognized testing
          laboratory (NRTL).

1.3.6.2   Electrical equipment installed as part of this contract shall comply with the NEC and,
          where applicable, the NESC. CHPRC reserves the right to inspect electrical
          equipment and installations. Contractor shall notify CHPRC when installations are
          available for NEC inspection.

1.3.6.3   Electric motors shall be manufactured and testing in accordance with NEMA MG-1
          as applicable, or listed by an organization currently recognized by OSHA as an
          NRTL. Documentation of NEMA MG-1 compliance shall be made available to
          CHPRC on request.

1.3.6.4   Electrical equipment and devices for which there is a UL category code identifying
          product categories shall be listed or labeled by an OSHA-recognized NRTL.

1.3.6.5   The Canadian Standard Association (CSA) marking is currently recognized by OSHA
          as an NRTL when the label includes “US” or “NRTL” subscript.

1.3.6.6   The Council of the European Communities “CE” marking, Directive 93/68EEC, is
          not currently recognized by OSHA as an NRTL marking.

1.3.6.7   The International Electrotechnical Commission (IEC) Standard 60529 for enclosures
          (IPxx) is not currently recognized by OSHA as an NRTL label.

1.3.6.8   Electrical equipment for which there is no listing category shall be evaluated or tested
          using a method submitted to and approved by CHPRC prior to delivery of the

           preferred method.

1.3.6.9    Electrical equipment is subject to the “Counterfeit Suspect Item Program.”

1.3.6.10   Each product shall be listed for intended use in one of the following and shall bear
           listing organization’s label (label shall be attached to the product for verification).

           a.   FM Approval Guide
           b.   UL Electrical Appliance and Utilization Equipment Directory.
           c.   UL Electrical Construction Materials Directory.
           d.   ETL Testing Laboratories, Section 1 (ITSNA).

1.3.6.11   If the product is not listed in the above directories or guide, provide the product which
           has been tested and certified by a Nationally Recognized Testing Laboratory (NRTL)
           in accordance with 29 CFR 1910.7. Provide the following:

           a.   OSHA documentation that demonstrates recognition.

           b.   Laboratory documentation that verifies testing in accordance with national code
                or standard.

1.3.6.12   If the product is not listed by UL, FM, or ETL, and if an NRTL is not available,
           submit descriptive literature to CHPRC. Literature shall include the product
           specification and description of the intended application.

1.4        EXCLUDING SUSPECT AND MISREPRESENTED PRODUCTS

1.4.1      Contractor warrants that items provided to CHPRC are genuine, new, and unused
           unless otherwise specified in writing by CHPRC. Contractor further warrants that
           items used during the performance of the Work include genuine, original, and new
           components, or are otherwise suitable for the intended purpose. The Contractor
           indemnifies CHPRC, its agents, and third parties for any financial loss, injury, or
           property damage resulting directly or indirectly from material, components, or parts
           that are not genuine, original, and unused, or otherwise suitable for the intended
           purpose. This includes materials that are defective, suspect, or counterfeit; materials
           that have been provided under false pretenses; and materials or items that are
           materially altered, damaged, deteriorated, degraded, or result in product failure.

1.4.2      Types of material, parts, and components known to have been misrepresented include
           fasteners; hoisting, shackles, turnbuckles, cable clamps, wire rope, rigging, and lifting
           equipment; cranes; hoists; valves; pipe and fittings; electrical equipment and devices;
           plate, bar, shapes, channel members, and other heat-treated materials and structural
           items; welding rod and electrodes; and computer memory modules. The Contractor’s

          warranty shall also extend to labels and trademarks or logos affixed, or designed to be
          affixed, to items supplied or delivered to CHPRC. In addition, because falsification
          of information or documentation may constitute criminal conduct, CHPRC may reject
          and retain such information or items, at no cost; and identify, segregate, and report
          such information or activities to the DOE.

1.4.3     Fasteners

1.4.3.1   The provisions stated below are the minimum DOE requirements for high-strength
          graded fasteners produced in compliance with national consensus standards (e.g.,
          ASTM, ASME, IEEE).

1.4.3.2   Fasteners shall exhibit grade marks and manufacturer’s identification symbols
          (headmarks).

1.4.3.3   Fasteners supplied with headmarks matching those displayed on the Suspect Fastener
          Headmark List (see Part 2 below) shall be unacceptable under the terms of this SOW.

1.4.3.4   Fasteners shall be inspected to verify compliance with the Contract requirements.
          Additionally, fasteners may also be subjected to destructive testing.

1.4.3.5   When requested by the CHPRC, the Contractor and sub-Contractors shall provide a
          Certificate of Conformance, which must certify conformance and traceability of
          supplied materials to the subject Contract Order. The document must be legible and
          reproducible. This Certification of Conformance shall meet the following
          requirements:

1.4.3.6   Identify the appropriate Purchase Order/Contract Order number under which the
          material, equipment, item, or service is being supplied.

1.4.3.7   The Supplier/Manufacturer shall warrant that all items furnished meet the
          requirements of the Purchase Order/Contract Order.

1.4.3.8   The certificate shall include a statement ensuring no suspect/counterfeit fasteners,
          electrical components, or other items were used in this fabrication and that all items
          are genuine (i.e., not counterfeit) and match the quality, test reports, markings, and
          fitness for use required by the Contract. The statement shall be on Contractor
          letterhead and signed by an authorized agent of Contractor.

1.4.4     Any materials furnished as part of this Contract that have been previously found to be
          suspect/counterfeit by the DOE will not be accepted.

1.5     INSPECTION AND TESTING

1.5.1   Inspection and testing shall be performed in accordance with this Statement of Work.

1.5.2   CHPRC may perform oversight and inspections to verify compliance to requirements.

1.5.3   CHPRC reserves the right to verify the quality of work at the Contractor’s facility,
        including any subcontractor’s facility. Access to a subcontractor’s facility shall be
        requested through the Contractor and verification may be performed jointly with the
        Contractor.

1.5.4   Verifications shall be performed for specific verification points as scheduled in the
        Inspection Plan.

1.5.5   Prerequisites to verification points: Ensure that personnel have completed inspections
        of, and approved portions of, work in accordance with the Specification requirements
        before notifying CHPRC.

1.5.6   Specific verification points are defined as follows:

            QA Hold Point: A type of signature step in a technical work document that
             satisfies established criteria for designation of Hold Points at which specific
             personnel are required to sign for the specified action. Hold Points consist of an
             action; acceptance criteria for Hold Point completion; and blocks for signature
             of performer, printed name of performer, and date.

             QA Hold points are placed at those steps where omission or incorrect
             accomplishment of the step could result in a significant problem or hazard. The
             completion and documentation of a Hold Point shall occur prior to proceeding
             to the next working step.

            Verification Point: A step in an inspection plan, procedure, or other work
             document that requires inspection personnel to review, inspect, test, check, or
             otherwise determine and document whether or not items, processes, services, or
             documents conform to specified requirements.

            Witness Point: A step in an inspection plan, procedure, or other work document
             that requires inspection personnel to observe an activity (e.g., examination or
             test).

        NOTE:      "Verification" may be performed after the fact; "witness" is performed
                   during the work process.

              Radiological Control Hold Point: A hold point that is used when the potential
               exists in which incorrect implementation of radiological controls could exceed
               one or more of the following criteria:

               -     Radiation exposures in excess of Administrative Control Levels
               -     High airborne radioactivity concentrations without protection or controls
               -     The uncontrolled release of radioactive contamination

1.6       NONCONFORMANCE REPORTING

1.6.1     The Contractor shall utilize a nonconformance reporting system to document
          deviations from requirements. Nonconformance reports (NCR) shall be prepared with
          a recommended disposition and shall be formally submitted to CHPRC within
          48 hours of discovery.

1.6.2     Dispositions of NCRs shall be documented in one of the following categories:
          Accept -As-Is; Repair; Rework; or Reject.

             Accept-As-Is: A final disposition for a nonconforming item that is satisfactory
              for its intended use

             Repair: A disposition requiring the correction of a nonconforming item so that it
              can function reliably and safely

             Rework: A disposion requiring the correction of a nonconforming item to
              conform to original requirements

             Reject: A final disposition that the nonconforming is not acceptable for its
              intended use

1.6.2.1   All nonconformances identified with a proposed disposition of "Accept-As-Is" or
          "Repair" shall be approved by CHPRC before any corrective action is taken by the
          Contractor on the nonconformance. Reject and Rework deficiencies shall be
          submitted for information. After the recommended disposition has been evaluated by
          CHPRC, the form will be returned to the Contractor with a disposition of “Approved”
          or “Rejected.” The Contractor shall take corrective action on the nonconformance
          only after the disposition is approved. The completed NCR shall be shipped with the
          affected item.

1.6.2.2   Nonconforming items described by the report shall be physically tagged with a
          nonconformance tag or segregated, when feasible.

          structures. Relocatable structures shall not be places closer than 50 feet to a fire

1.3.4     Operation and Storage Areas: Worksite operations, including storage of materials,
          will be designated by CHPRC during the preconstruction conference.

1.3.5     The worksites shall be set up in accordance with the Contractor’s Job Safety Analysis
          as specified in PRC-PRO-SH-40078 – Contractor Safety Processes, Appendix F,
          Safety Program Specifications for Contractors, Section 2.1, and requires concurrence
          from CHPRC.

1.3.5.1   Contractor’s proposed operational work area layout shall define trailer locations,
          laydown yard, parking area, location of cranes, etc.

1.3.5.2   Post a visible sign at the project site that identifies the work zone, to include points of
          contact to allow entrance.

1.3.5.3   Post/enclose the work area as a construction area so visitors or unauthorized
          personnel do not enter into the construction work zone without proper notification.

1.3.5.4   Post appropriate signs (e.g., hard hat, safety glasses, hearing protection, and footwear)
          for the jobsite.

1.3.5.5   Comply with all radiological postings established by CHPRC.

1.3.5.6   Control access to the worksite.

1.3.5.7   Coordinate site setup with BTR to ensure compliance with traffic area restrictions
          around the sites.

1.3.5.8   The work area shall be maintained in a clean and orderly fashion during all
          Contractor work activities. This includes all site areas within the Contractors control
          including the SSE structure. Accumulation of trash, debris or water in work areas is
          not acceptable and shall be removed by the Contractor for waste minimization and
          cross contamination purposes.

1.3.6.1   For property control purposes, the Contractor shall provide CHPRCwith a listing of
          equipment to be brought on site. The Contractor shall update the equipment listing as
          additional equipment is brought on or removed from site.

1.3.6.2   The Contractor shall submit certification to CHPRC that equipment delivered to the
          site is OSHA compliant and uncontaminated. Equipment brought to the site shall be
          in good working condition, free of any residual dirt, oil, and grease. Equipment glass
          shall be free of cracks.

1.3.6.3   The Contractor shall provide a list to CHPRC of all equipment to be utilized in
          radiological areas for an initial radiological survey (performed by CHPRC) prior to
          entry.

1.4       FIELD OFFICE

          Re-locatable structures shall be NFPA 101 compliant and approved by the
          responsible Fire Protection Engineer in addition to being permitted for location and
          occupancy through the Hanford Fire Marshal.
          Portable fire extinguishers shall be mounted on hangers or stored in cabinets (except
          wheeled types) and are to be positioned within all occupied work areas.
          Portable heaters shall be listed or approved by a Nationally Recognized Testing
          Laboratory (such as UL or FM) or American Gas Association (AGA) certified for
          their intended use, and shall not be modified for other applications. The use of electric
          heaters over 1500 watts and fuel-fired heaters shall be approved by the Hanford Fire
          Marshal. A Fire Marshal Permit shall be obtained from the Project Fire Protection
          Engineer prior to utilizing fuel-fired and liquid petroleum gas-fired heaters. Fuel fire
          heaters shall not be placed in an enclosure. The heater and fuel supply shall be located
          outside the heated air duct into the enclosure.
          The Contractor shall designate break and smoking areas. Smoking areas will not be
          allowed within 50 feet of any facility or combustible source. Designated smoking
          areas shall be approved by the Fire Protection Engineer and provided with the
          appropriate signage.
1.4.1     Sufficiently anchor or tie down portable and re-locatable structures, including field
          offices and storage, to prevent overturning and lateral movement in 70-mph winds.
          Enclose or skirt under the floor area with non-combustible material to prevent the
          accumulation of wind-blown debris. Complete the anchoring and enclosure within
          14 days after its arrival at the worksite.

1.5     TEMPORARY UTILITIES

1.5.1   Electric Power: Not available. The Contractor shall provide approved mobile
        temporary power systems (e.g. generators) for construction power, as needed.

1.5.2   All generator operations shall be approved by the responsible Fire Protection
        Engineer and permitted through the Hanford Fire Marshal, as applicable.

1.5.3   Telephone: Utilities for telephone service are not available. Contractor shall provide
        cellular phone for emergencies and communication with CHPRC.

1.5.4   Water: Drinking water is not available. Provide employees with adequate drinking
        water that meets health and safety requirements.

1.5.5   All nonemergency fire hydrant tie-ins shall be approved and permitted through the
        100K Area Water Purveyor, the Fire Protection Engineer, and the Hanford Fire
        Department.

1.6     TEMPORARY CONTROLS

1.6.1   Dust Control: Maintain work areas to prevent hazard or nuisance to others.
        Accomplish dust control by sprinkling or other methods approved by CHPRC.
        Repeat sprinkling at necessary intervals to keep disturbed area damp at all times.
        Keep sufficient equipment on worksite to accomplish dust control as work proceeds
        and whenever dust nuisance or hazard occurs. No separate or direct payment will be
        made for dust control and cost shall be considered incidental to and included in the
        Contract price.

1.6.2   Temporary Enclosures: Plastic sheeting materials used to form enclosures shall be
        6 mils minimum thickness, and have fire retardant properties in accordance with
        NFPA 701. Framing lumber shall have been treated with fire retardant or of
        noncombustible construction.

1.6.3   Vehicle and equipment movement

        a.   Slow moving vehicles and equipment shall not travel on the Hanford Site roads
             during heavy traffic periods between 6:30 and 8:00 a.m., and 3:30 and 5:30 p.m.

        b.   Do not block existing roads.

        c.   Do not park on roadway shoulders.

        d.   Vehicles that require a portable fire extinguisher in accordance with PRC-PRO-
             SH-40078, Appendix F, shall have the extinguisher secured in an approved

1.6.4      Traffic Control: Temporary traffic control and barricades shall be in accordance with
           WSDOT M 41-10, Section 1-07.23(3).

1.6.5      Oversized vehicles and loads:

           a.   Obtain a Special Motor Vehicle Permit from CHPRC before movement of
                oversize loads. See Section 01065. Verify route suitability and limitations
                before applying for the permit.

           b.   Display oversize load sign on the front of the towing vehicle and on the rear of
                the trailing unit. Attach red flags to each corner.

           c.   Travel between 8:30 a.m. and 2:30 p.m. unless special arrangements are made.
                Comply with escort vehicle requirements in the permit during travel.

           d.   Electrical escort requirements: CHPRC will provide qualified electrical escorts
                when loads reach a height of 14 feet or more from the road surface, or when a
                clearance of at least 6 feet cannot be maintained from overhead electrical or
                signal lines. Notify CHPRC at least three (3) working days before need.
                Contractor will not be charged for electrical escorts.

1.6.6      Fuels and Lubricants:

           a.   Flammable/combustible liquids storage shall be per NFPA 30, and permitted in
                accordance with MSC-RD-8589. Oils, greases and similar materials shall be
                stored in non-combustible metal lidded containers or bins in a fenced compound
                remote from other combustible materials as approved by the CHPRC Fire
                Protection Engineer and Chemical Mangement.

           b.   "No smoking" signs shall be provided by Contractor and prominently displayed
                in areas where flammable or combustible materials are stored. Additionally,
                Contractor shall provide and maintain suitable fire extinguisher in such areas.

           c.   Contractor shall provide all fuel for heating, ventilation and air conditioning of
                Temporary Facilities (unless these are run using free issue power).

PART 1 – SUMMARY

1.1     SUMMARY

        This section contains requirements for delivery, inspection, marking, storage, and
        handling. Product-unique requirements are contained in other sections. Chemicals
        shall be handled, stored, and tracked in accordance with Section 01130;
        flammable/combustible liquid storage shall be in accordance with Section 01130.

1.2     DELIVERY

1.2.1   The Contractor shall provide equipment and labor required for unloading,
        transporting, and handling delivered material and products.

1.2.2   Regarding deliveries of materials and supplies, and the coordination of
        Subcontractors while on CHPRC Site, the Contractor shall:

           Coordinate work or delivery with CHPRC in advance.
           Arrange for badging through the Contract Specialist.
           Communicate any special hazards associated with the delivery or the work (e.g.,
            safety).
           The individual designated to meet the Contractor is called the DPOC or POC
            (Delivery Point of Contact, or Point of Contact). The DPOC for this Work will be
            defined by the BTR. Meet the DPOC at the designated rendezvous point.
           Comply with DPOC direction to the specified work location.
           Conduct a joint pre-delivery walkdown of the work location with the DPOC prior
            to commencing delivery or work.

        The DPOC must be physically present during the delivery to ensure that it is
        performed safely and in accordance with Contract requirements. Alternate
        arrangements may only be made with the approval and concurrence of CHPRC BTR.

        At completion of the delivery or work, the delivery driver shall exit the Site in a
        timely manner as directed by the DPOC.

1.2.3   The Contractor shall be responsible for providing adequate weather protection during
        delivery to prevent damage or degradation to materials due to environmental
        conditions.

1.2.4   Material Safety Data Sheets (MSDSs) shall be kept accessible at each jobsite where
        material is stored. See Section 01130.

        intended for similar use, procured to different specifications, or from different
        manufacturers.

1.4.2   As applicable, include following information on tags: Manufacturer's name; product
        brand name; specification number; product type, grade and class; and other

1.4.3   Segregate tagged or marked products and provide separate storage for each product.

1.4.4   Preserve identity of bulk and lot products during storage and in-process work.

1.4.5   Control identification and storage of welding materials shall be performed in
        accordance with a written filler metal control procedure which shall be submitted to
        CHPRC. Maintain procedure at jobsite. Procedure shall specify methods for control
        by heat or lot number during storage and in-process work and for disposal of

1.4.7   On pipe and tube, use permanent marking methods such as indelible ink, crayon,
        paint, and paint stick. Vibratory etching equipment may be used with approval of
        CHPRC. Marking with steel stamps is not acceptable.

1.5     STORAGE

1.5.1   The Contractor shall use all means necessary to protect construction materials before
        and during installation. All materials shall be secured so not to become a hazard
        during high winds, damage from heat, cold or other abnormal condition.The
        Contractor shall properly store and stage materials and equipment to maintain
        cleanliness and to prevent foreign material inclusion or damage.

1.5.2   Follow manufacturer's storage recommendations.

1.5.3   Store packaged products in original, unbroken packages and containers. Leave seals
        and labels intact.

1.5.4   Store rolled products in upright position.

1.5.5   Store products with finished surfaces in manner that prevents surface damage.

1.5.6   If contact between products could result in damage or reduction of utility, store
        products far enough apart to prevent contact. If close proximity storage is necessary,
        provide a barrier between products. Care shall be taken to preclude carbon and halide
        contamination of stainless steel products.

1.5.7   Keep ports, nozzles, ends, and other openings on equipment, tanks, pipe, and tube
        capped or plugged during storage.

1.5.8   Remove, dispose of, and replace products with expired shelf-life dates. Dispose of
        hazardous products in accordance with Section 01130.

1.6     INDOOR STORAGE

1.6.1   Provide indoor storage for products that can be damaged by, or can deteriorate from,
        changes in temperature and relative humidity.

1.6.2   When required by this Specification, or when recommended by product manufacturer,
        provide environmentally controlled storage. Maintain temperature 60 to 70F,
        relative humidity below 55%, and provide ventilation.

1.3.1      This Section covers preparation and performance of a Construction Acceptance Test
           (CAT) and performance of an Acceptance Test Procedure (ATP).

1.3.2      The objective of the CAT is to ensure equipment is constructed and installed as
           designed and that individual components operate as expected in order to enable
           performance of the ATP. The Contractor shall write CAT procedures and provide them
           to CHPRC for approval prior to performance. The Contractor shall perform the CAT
           procedures, document test discrepancies, and correct deficiencies. All documentation
           shall be provided to CHPRC.

1.3.3      The ojective of the ATP is to demonstrate full system compliance with the Functional
           Design Critieria and that final constructed/installed sytems/sub-systems can operate
           successfully. It includes provisions for recording test results (test reporting). It does
           not cover final adjustments for operation.

1.3.4      CHPRC will prepare an ATP and deliver it to the Contractor for execution. An example

4       CHANGE CONTROL

        Required changes to this ATP shall be processed on DCNs in accordance with CHPRC
        procedures. If a need for change is discovered in course of running test, test shall be
        stopped until DCN is approved. However, this does not prevent running of another
        portion of test unaffected by change.

5       EXECUTION

5.1     OCCUPATIONAL SAFETY AND HEALTH

        Individuals shall carry out their assigned work in a safe manner to protect themselves and
        others from undue hazards and to prevent damage to property and environment. Facility
        line managers shall assure safety of activities within their areas to prevent injury,
        property damage, or interruption of operation. Performance of test activities shall always
        include safety and health aspects.

5.2     PERFORMANCE

5.2.1   Use CHPRC-concurred copy of this ATP.

5.2.2   Conduct test meeting responsibility requirements of Section 3 of this ATP.

5.2.3   Perform test in accordance with steps in Section(s) 8 (9, etc) of ATP.

5.2.4   When test has been completed, obtain signatures of test executioners and witnesses.

5.2.5   Submit test report to CHPRC for approval.

        NOTE 1:       At this point, "procedure" becomes a "report."

        NOTE 2:       There may be exceptions outstanding.

5.2.6   Clear exceptions and submit to CHPRC for approval.

        NOTE:         Ideally, cleared exceptions would be submitted with report. Coordinate
                      with CHPRC as to allowable delay between test completion and submittals.

6       EXCEPTIONS

6.1     GENERAL

        Exceptions to required test results are sequentially numbered and recorded on individual
        Exception forms. This enables case-by-case resolution and approval of each exception.

                            PROJECT RECORD DOCUMENTS

PART 1 – GENERAL

1.1       SUMMARY

1.1.1     Hanford Site work requires that certain documents, defined herein, be used to record
          construction process and administration of the Contract. CHPRC will assemble
          pertinent data for final disposition.

1.1.2     Some data required for project records shall be delivered to CHPRC during the course
          of construction and contract administration, while other data shall be assembled after
          completion of construction for delivery to CHPRC.

1.1.3     Certain information for project records shall be recorded on CHPRC-provided forms.
          These forms are identified in Specifications sections where required. Copies will be
          supplied during the Preconstruction Conference (see Section 01200).

1.1.4     Project Record Documents, required by Contract, shall be prepared, preserved and
          delivered to CHPRC. These deliverable documents are in addition to submittals
          required by Section 01300.

1.2       PROCEDURE

1.2.1     Identification and Marking: Mark documents that will become project records before
          use for construction. Upon completion, identify documents by title or number.

1.2.1.1   Notes or markings added by hand shall be legible, utilizing permanent non-smearing
          marking media, such as ink or felt tip markers, in contrasting color.

1.2.1.2   Mark items to record actual construction, including changes to dimensions and
          details, manufacturer’s name, catalog number and substitute products.

1.2.2     Availability: Keep copies of Project Record Documents at the Project site, and make
          available to CHPRC during the progress of the Work.

1.2.3     Storage: Store one (1) set at the Project site, apart from documents used in
          construction and maintain in a clean dry and legible condition.

1.2.4     Delivery: Record delivery of documents by retaining copies of letters of transmittal
          itemizing delivered items and reports delivered during the course of the Work. Retain
          until construction completion. An alternate means, acceptable to CHPRC, may be
          used.

1.3       ACTIVITY AND ADMINISTRATIVE DOCUMENTS

1.3.1     Deliver or retain in accordance with the following:

1.3.1.1   Certified Payrolls: Each week deliver certified payrolls as required by the Contract
          Provisions to CHPRC. Progress payments will not be processed unless certified
          payrolls for work periods have been received by CHPRC.

1.3.1.2   Construction Daily Activity Report (A-6004-822): Before 8:00 am each day, deliver
          to CHPRC one copy of an activity report, covering labor and supervision of
          Contractor and subcontractors for the previous day. The report shall include a general
          description of the Work performed, and a list of major items of equipment that are on-
          site.

1.3.1.3   Weekly Manpower Reports: Prepare weekly manpower reports and deliver to
          CHPRC before 10 a.m. on Monday, for the previous week, during the performance of
          the Contract.

1.3.1.4   Subcontracting Plan Reports: Deliver reports to CHPRC documenting conformance
          with the approved Subcontracting Plan, as required by SP-11.

1.3.1.5   Pre-Job Briefing Checklist: Prepare checklist during each pre-job briefing and post-
          job review. Deliver checklists to CHPRC within 5 days after briefing.

1.3.1.6   Pour Slips: After obtaining CHPRC approval of Concrete Pour Slips, deliver copies
          to CHPRC and retain Contractor copies until Contract closeout. After closeout,
          deliver to CHPRC.

1.3.1.7   Trip Tickets: Deliver copies to CHPRC with each truck load of concrete and retain
          Contractor copies until Contract closeout. After closeout, deliver to CHPRC.

1.4       CONSTRUCTION, QUALITY ASSURANCE AND SUPPORTING DOCUMENTS

1.4.1     Deliver in accordance with the following, when called for in the Specification
          Sections:

1.4.1.1   Significant Discharge Log: Log water discharged each work day and deliver
          discharge log (A-6002-294) to CHPRC.

1.4.1.2   Flushing Records: Deliver to CHPRC one copy of records verifying acceptable
          completion of flushing, before testing.

1.4.1.3   Leak/Pressure Testing Records: Deliver to CHPRC one copy of records verifying
          acceptable completion of leak and pressure testing, within five days after completion.

1.4.1.4    Calibration Records: Deliver to CHPRC one copy of instrument calibration records
           five days after Contract completion.

1.5        PRODUCT SAMPLES AND MANUFACTURER’S INSTRUCTIONS

1.5.1      In addition to the submittals required in Section 01300, and the requirements of this
           Section, information received by Contractor (from suppliers) that document products
           used and how they were installed shall be delivered to CHPRC as Project Records.
