RURAL FINANCE INTERMEDITION FOR GROWTH AND WEALTH
CREATION IN AFRICA

First and Foremost, let me say how pleased I am to be in this beautiful country of
Ghana to attend and participate in this very important workshop with the theme
Rural Finance Intermediation for Growth and Wealth Creation in Africa.


In most of the Sub Sahara Africa Agriculture is a vital development tool for
achieving the Millennium Development Goal that calls for halving by the year
2015 the share of people suffering from extreme poverty and hunger. In much of
Sub Sahara African agriculture is a strong option for spurning growth, over coming
poverty and enhancing food security. Agricultural productivity growth is vital for
stimulating growth in other parts of the economy. But accelerated growth requires
a sharp productivity increase in small holder farming combined with more
effective support to the millions copying as subsistence farmers, many of them in
remote areas.
As long as there are poor people in Africa there is an urgent need for Banks and
Microfinance Institutions to intervene to increase economic activities in
Agriculture.   In Tanzania we have a theme called KILIMO KWANZA or
AGRICULTURE FIRST. This effectively means everything else can wait but
Agriculture must be given top PRIORITY.            Agriculture for Africa is too
IMPORTANT to be left to the Ministries of Agriculture alone.            Banks and
Bankers must join together to make Agriculture receive the priority it deserves.
This is important for Africa as a whole as our Economies are similar.


This is why this workshop of financing options for agricultural and Rural
Development in Sub Saharan Africa is so important and all of us sitting here have a
role to play in advising our Governments of what new steps they should take. To
advise our Boards what new policies should be put in place to transform
Agriculture in our countries to forge ahead. It is our duty to do so. We owe it to
ourselves, to our shareholders, to our Governments and indeed to God.


Finally, let me take this opportunity to pay tribute to the organizers of this
conference, and all those who have participated in one way or the other to make
this conference a success and hope and trust we shall all have an enjoyable and
pleasant stay with fruitful deliberations.
