PHASE II of TEQIP
The Govt. of India already decided to implement Second Phase of TEQIP as a sequel
to First Phase and as a Centrally Sponsored Scheme in which about 200
institutions from all over the country will be participating.
Preparation activities have already been initiated at Central as well as State level.
Project Implementation Plan for Second Phase has been finalized by the Govt. of
India in consultation with World Bank, Planning Commission and Higher Education
Departments of all Governments.
The State of West Bengal has already been selected along with 22 other States / UTs
by the National Selection Committee for participation in Second Phase.
For being eligible to apply for selection the Stat Govt. have to commit:
a) Provide Project Funds as Grant to Govt. Funded, Govt. Aided and Private unaided
Engineering Institutes.
b) Encourage participating institutions to obtain Autonomous Status as per UGC
norms. [WBUT already decided to establish autonomous engineering
institutions in this State]
c) Decentralize financial frame work in Project Institutions in the form of Block
Grant funding for Non-Pan, Non-Salary item, granting retention of tuition and
non-tuition revenues and establishment of four types of fund. [This has already
been implemented by this State in respect of all six Govt. Engineering
Colleges during TEQIP – I]
d) Filling up almost 100% faculty position in Project Institutes within the Project
Period a portion of which may be filled by eleven months or more Contractual
engagement.
e) Constitution of Board of Governors in Project Institutions as per UGC Norms.
f) Implement all Academic and non academic reforms as per Project Guidelines.
g) Conduct Pedagogical Training to all Faculty Members of Participating Institutions
and also to extend this benefits to the faculty of Non-TEQIP Institutions on Cost-
Sharing basis.

h) Comply all Financial Management and Procurement Management Guidelines of
the Project as per World Bank Norms.
i) Establishment of SPFU in Higher Education Department with adequate staff and
maintain the staffing with stability.
All eligible Engineering Institutes of the State have been invited through newspaper
advertisement, to submit Institutional Eligibility Proposal (IEP) under Sub
component 1.1(.) 25 institutions submitted IEP.
Out of that, 17 Institutional Development Proposals (3 Govt. Funded + 5 Govt.
Aided + 9 Pvt. Unaided) have been submitted from this State to National Project
Implementation Unit for consideration for participation under Sub Component 1.1
i.e. strengthening institutions to improve learning outcomes and employability
of graduates.
3 Universities (University College of Technology-Calcutta University, Jadavpur
University & Bengal Engg. & Science University) have already been selected for
participation in the project under Sub component 1.2 i.e. Scaling up Post
Graduate Education and Demand Driven R & D & I.
2 Govt. Engineeering Colleges (Govt. College of Engg. & Ceramic Technology &
Jalpaiguri Govt. Engg. College) may be selected on satisfaction of certain deficiencies
identified by National Evaluators.
JIS College of Engineering Kalyani, a Private Unaided Institution is also declared
eligible subject to fulfillment of all mandatory Eligibility Criteria including
Autonomous Status as per UGC norms within 30th June, 2011.
After selection process is over actual Project Outlay will be finalized.
Second Phase Funding will be by the Central and the State Govt. in the ratio of
75:25. However, Pvt. Unaided Institution participating in this Second Phase under
Subcomponent 1.1 will have to bear 20% of their Project Allocation.
In the current years State Budget (2011-12) Rs. 12.50 crores proposed for State
Share and Rs. 37.50 Crore for Central Share under Demand No. 13/Head of
Account: 2203-00-112-SP(AP+EP)-010-31-02 for State Share and 2203-00-112-CS-
001-31-02 for Central Share.
Implementation of TEQIP Phase II is expected to start from June 2011 after signing
of MOU between MHRD and State Govt. and between State Govt. and Participating
Institutions.
