Answer: As of the tour date the census was 48. The current census is 54.
Question: Is there a waiting list for Boland Hall? How many people are on the list?
Answer: There is a waiting list of approximately 35 people.

Answer: The current census at WVH-King is 707, distributed as follows:

Question: What is the anticipated completion date of the room conversion project?
Answer: The project, which is anticipated to start by the end of October, may take as long as 24
months if renovations are made one wing at a time. The number of wings that can be
renovated at a time is dependent on the building census.
Question: How will the Operational and Financial Assessment of Wisconsin Veterans Homes be
impacted by the room conversion projects in Fairchild and Shemanske Halls?
Answer: The post-completion room configurations and counts for Fairchild and Shemanske Halls will
serve as the baseline for completion of the technical requirements.

Question: Has a copy of the current staffing plan for Boland Hall been provided?
Answer: No. The contractor will have access to staffing plans.
Question: What is the communication system between staff at Boland Hall?
Answer: A portable telephone system is used by caregivers and nurses. The phones are part of the
nurse call system. When a member uses a call cord for assistance the portable phone rings
and indicate which room is requesting assistance. The phones also give staff the ability to
talk to the members to determine needs prior to going to the room and can be used by staff to
call other staff for assistance and questions.
Question: What is the format of medical records? Paper or Electronic?
Answer: At WVH-UG records are being transitioned from paper to electronic with approximately half
completed at this time. It is anticipated that all records will be electronic within the next
twelve months. At WVH-King all records are electronic.
Question: What software is used for medical records?
Answer: Electronic Chart System (ECS) from American Data is used by the Veterans Homes.
Question: What is the acuity (at Boland Hall)?
Answer: Based on ECS, the case mix index in Boland Hall is currently 1.09.
Question: Who is the Director of Nursing for Boland Hall?
Answer: The name of the Director of Nursing for Boland Hall is not necessary for preparation of a
response to the Request for Proposal. The contractor will have access to employees of the
Veterans Homes to the extent necessary to accomplish the technical requirements.
Question: Who is the MDS Coordinator for Boland Hall?
Answer: The name of the MDS Coordinator for Boland Hall is not necessary for preparation of a
response to the Request for Proposal. The contractor will have access to employees of the
Veterans Homes to the extent necessary to accomplish the technical requirements.
Question: Does WVH-UG contract for therapy services?
Answer: Yes, WVH-UG contracts for its therapy services.

Question: What types of therapy are provided?
Answer: Physical therapy, occupational therapy and speech therapy are provided.
Question: Does WVH-UG provide both inpatient and outpatient therapy?
Answer: WVH-UG provides inpatient therapy only. WVH-UG’s contract therapy service provides
outpatient therapy to members residing in the assisted living facilities.
Question: Who provides pharmacy services for Boland Hall?
Answer: WVH-UG contracts for pharmacy services with a local pharmacy.
Question: How much time is the Medical Director on-site at WVH-King?
Answer: WVH-King has a full-time on staff, on site Medical Director.

Question: How many employees are covered by collective bargaining agreements?
Answer: Veterans Homes’ employees other than those in supervisory or management positions or
administrative support positions whose jobs deal with information and/or transactions that is
the subject of labor/management relations or which can be grieved are covered by collective
bargaining agreements. There are 712 such employees at WVH-King and 163 at WVH-UG.
Question: Is the cook/chill method of food preparation used for the entire WVH-King campus?
Answer: Yes.
Question: How many meals are prepared daily at WVH-King?
Answer: Approximately 2,500 meals are prepared daily, including those sent in bulk to WVH-UG.
Question: Is there always an alternate meal choice?
Answer: Yes, an alternative is always available.
Question: Is all cooking for WVH-UG done at King?
Answer: Yes, with the exception of breakfast in the Assisted Living buildings at WVH-UG. Cooked-to-
order breakfast is prepared and provided in Gates Hall, Fairchild Hall and Shemanske Hall.
Question: How frequently are meals delivered to WVH-UG?
Answer: Meals are delivered to WVH-UG three times per week on Monday, Wednesday and Friday.
Question: At WVH-UG, does cook/chill food come from King?
Answer: Yes. It comes in bulk, is repackaged and re-thermed at WVH-UG.
Question: Do the Veterans Homes feed staff?
Answer: At WVH-UG, no. At WVH-King employees can purchase a tray and those held over for an
unanticipated shift get a free tray per the union contract.
Question: Do Assisted Living residents pay extra for cooked-to-order breakfast?
Answer: No, it is included in the daily rate.
Question: What are the rates for Assisted Living at WVH-UG?

Question: Can a copy of the most recent Medicaid Cost Report be provided?
Answer: The contractor will have access to the Medicaid Cost Report to the extent necessary to
accomplish the technical requirements.
Question: Are reports from PATs (Process Action Teams) available?
Answer: There are no Veterans Homes’ related PATs in progress at this time.
Question: Is the business plan done? If not, when is it expected to be completed?
Answer: The business plan is expected to be completed around the estimated contract start date for
the RFP.
Question: Is Virchow, Krause (& Company, LLP) preparing the business plan?
Answer: Virchow, Krause & Company, LLP (VK) is not preparing the business plan. The Department
of Veterans Affairs contracted with VK for: facilitation of the development of key assumptions;
consultation regarding the expected elements and format of the business plan; and post-
completion review of the Homes’ business plan to ensure the expected elements are
presented in the recommended format. Preparation of the content of the Veterans Homes
business plan, which is ongoing, rests solely with the Department.
Question: Is Virchow, Krause (& Company, LLP) expected to bid on the RFP? Wouldn’t Virchow
Krause (& Company, LLP) have a competitive advantage in this RFP because of its
work on the business plan?
Answer: The Department cannot say whether VK is expected to bid on the RFP as it has had no
contact with VK regarding the RFP. Further, while the Department believes that access to
the business plan would not provide a competitive advantage to a potential proposer, it has
not and will not submit the Veterans Homes’ business plan to VK for the post-completion
review until after the date proposals are due from vendors.
