                 MINUTES OF THE MADISON CITY COUNCIL
                          REGULAR MEETING
                             APRIL 11, 2011

Pursuant to due call and notice thereof, a regular meeting of the Madison City Council was
called to order by Mayor Thole on Monday, April 11, 2011, at 5:00 p.m. in Council Chambers at
City Hall. Councilmembers present were: Tim Volk, Mayor Greg Thole, Maynard Meyer, Paul
Zahrbock, and Rick Gail. Also present were: City Manager Jon Radermacher, City Attorney
Rick Stulz, and City Clerk Kathleen Weber.

AGENDA

Upon motion by Volk, seconded by Gail and carried, the Agenda was approved as amended.
Agenda items 6B and 6C were removed. Additions to the agenda include Lac qui Parle Players
Fiscal Agent. All agenda items are hereby placed on the table for discussion.

MINUTES

Upon motion by Meyer, seconded by Zahrbock and carried, minutes of the March 28th, 2011,
meeting were approved as presented.

PUBLIC PETITIONS, REQUESTS, HEARINGS AND COMMUNICATIONS

None.

CONSENT AGENDA

Upon motion by Zahrbock, seconded by Gail and carried, the Consent Agenda was approved as
presented. Council was informed that the EDA is following up on delinquent loans from the
MEDA Revolving Loan Fund.

FORD BUILDING DEMOLITION

City Manager Radermacher informed Council that good progress has been made on demolition
of the above-ground structure. Wollschlager Excavating has been able to haul debris to the Lac
qui Parle County Demolition Landfill, and the entire project should be completed within the next
week and a half. Council authorized City Manager Radermacher to approve a partial payment to
Wollschlager Excavating upon concurrence with City Engineer Dean Helstrom.

EMPLOYEE PERFORMANCE EVALUATIONS

City Manager Radermacher informed Council that he has completed performance evaluations for
Don Fernholz, Allan Thompson, Dean Broin, and Cole Weick. He reported that all these
employees have done a good job in their interim appointments as department supervisors.
Radermacher noted that the City has not yet received the results of Dennis Vonderharr’s B
license test for operation of the City’s Wastewater Treatment Plant. Once this license is
obtained, the contractual services of Jim Nelson would no longer be needed.

WATER TREATMENT PLANT SUPERVISOR

Upon motion by Zahrbock, seconded by Meyer and carried, RESOLUTION 11-17 titled
“Resolution for the job title for Water Treatment Plant Supervisor” was adopted. This resolution
would provide for the appointment of Dean Broin to fill the position of Water Treatment Plant
Supervisor. A complete copy of Resolution 11-17 is contained in City Clerk’s Book #6.

STREETS/PARKS SUPERVISOR

Upon motion by Gail, seconded by Volk and carried, RESOLUTION 11-18 titled “Resolution
for the job title for Streets/Parks Supervisor” was adopted. This resolution would provide for the
appointment of Allan Thompson to fill the position of Streets/Parks Supervisor. A complete
copy of Resolution 11-18 is contained in City Clerk’s Book #6.

ELECTRIC LINE SUPERVISOR

Upon motion by Gail, seconded by Zahrbock and carried, RESOLUTION 11-19 titled
“Resolution for the wages/benefits for Electric Line Supervisor” was adopted. This resolution
would provide for the appointment of Don Fernholz to fill the position of Electric Line
Supervisor. A complete copy of Resolution 11-19 is contained in City Clerk’s Book #6.

INTERIM POLICE CHIEF

Upon motion by Meyer, seconded by Thole and carried, RESOLUTION 11-20 titled
“Resolution for the wage/benefits for the Interim Police Chief” was adopted. This resolution
would continue the appointment of Cole Weick to fill the position of Interim Police Chief and
provide for an hourly wage increase by $2.50. A complete copy of Resolution 11-20 is
contained in City Clerk’s Book #6.

MAAC, INC.

Council acknowledged receipt of an invoice in the amount of $15,345.00 from MAAC, Inc. for
the inspection, analysis, and removal of asbestos and non-asbestos hazardous materials from the
Ford Building prior to demolition. City Manager Radermacher noted that this bill is included on
the disbursement report for payment.

2010 CENSUS COUNT QUESTION RESOLUTION

Council was provided with information regarding the process for challenging the 2010 Census
counts. City Manager Radermacher stated that should the Council wish to challenge the Census
results, they can instruct him to pursue this process.

2011 TREE PROGRAM

City Manager Radermacher informed Council that May 14th, 2011, has been tentatively set as the
tree pickup day for the City’s 2011 Tree Program. Council noted that the same sign-up process
will be followed as in 2010.

Councilmember Gail stated his opinion that the City should be replanting additional trees in city
parks while promoting residents to plant trees.

Councilmember Volk requested City Manager Radermacher to check with Duane Hastad on the
cost of additional trees and noted that the Park Board is scheduled to meet Wednesday night.
They will discuss this matter at that time.

CITY WIDE CLEAN UP

City Manager Radermacher informed Council that May 18th, 2011, has been tentatively set as the
date for the City-Wide Cleanup. Council noted that the City needs to clean up its debris by the
Municipal Liquor Store, city garage near the Post Office, the Wastewater Treatment Plant, and
the organic landfill.

LINE DEPARTMENT RECLOSERS PURCHASE

Council ratified the purchase of four reclosers from Resco of Moorhead, Minnesota, at a cost of
$13,645 each to be installed by the Line Department on the two substations. City Manager
Radermacher noted that it had originally been estimated that the reclosers would cost $20,000
each and only two were budgeted for purchase in 2011. Given the lower price, it was decided
that all four should be ordered at this time.

LAC QUI PARLE PLAYERS FISCAL AGENT

Upon motion by Volk, seconded by Gail and carried, Council approved a request received from
the Lac qui Parle Players that the City of Madison act as Fiscal Agent for a grant being applied
for through the Madison Community Foundation.

Council discussed the fact that a sump pump in the basement of the Prairie Arts Center had quit
causing flooding in the sub-basement where the furnaces are located. The pump has since been
replaced. Council noted that a Public Works employee should check on this building on a
regular basis.

CITY MANAGER’S REPORT

City Manager Radermacher informed Council that he had planned and budgeted to attend two
conferences; but would like to attend three, including the Minnesota City Managers Association
Conference, the League of MN Cities Conference, and the International City Manager
Association Conference. Radermacher noted that he will cover some of the conference expenses
in order to stay within budget.

Regarding shared police services, City Manager Radermacher presented Council with a packet of
information he compiled to include the projected total expenditures of a Police Department fully
staffed by the City and a Joint Force. Hours of police coverage and a list of pros and cons were
also included. City Manager Radermacher also informed Council that he had approached by
Todd Patzer of the Lac qui Parle County Board of Commissioners to discuss the possibility of
Lac qui Parle County providing police services to the City of Madison on a contractual basis. It
was noted that the County would not provide “administrative” services like unlocking car doors
and following up on animal complaints. This entire issue will continue to be studied.

Council was informed that the City has not yet been awarded the Small Cities Grant Application
that had been submitted by Development Services, Inc. on its behalf. Hopefully, a response will
be received within a month.

MAYOR/COUNCIL REPORTS

Council requested City Manager Radermacher to contact Chad Kranz of Happy Hour Sports Bar
in regard to cleaning up his property around and behind Happy Hour.

City Manager Radermacher informed Council that he has requested Olson Sanitation to pick up
any dumpsters that have been left at residences for a long period of time. Residents will not be
allowed to keep a dumpster at their property for an undetermined length of time.

Council discussed a “punchlist” of projects they would like the Public Works Department to
work on to include street sweeping, picking up garbage in city parks, getting the nets up at the
tennis courts, and painting the city garage by the Post Office. Regarding the need for street
patching, City Manager Radermacher noted that the City Engineer’s office is compiling a list of
areas in need of patching that are not Infrastructure Project related. A quote will be obtained for
patching these areas. Councilmember Meyer noted that the National Honor Society and 4-H
Groups are always looking for community projects and could maybe assist with some items on
the list.

City Manager Radermacher informed Council that he has discussed the plumbing needs at the
Madison Swimming Pool with David Pillatzki and requested that the work be completed by mid-
May. Council does not want the swimming pool opening to be delayed this Spring.

Mayor Thole informed Council that he has received numerous complaints of city employees
sitting around while “Sentenced to Serve” workers are performing tasks. It was noted that the
employee should be working as well.

DISBURSEMENTS

Upon motion by Meyer, seconded by Volk and carried, Council approved disbursements for bills
submitted between March 29th and April 11th, 2011. These disbursements include United Prairie
Check Nos. 48222-48292. Mayor Thole abstained from the vote on payments to Thole Electric
in the amount of $127.28, and Councilmember Gail abstained from the vote on payments to The
Western Guard in the amount of $227.00.

There being no further business, upon motion by Volk, seconded by Zahrbock and carried,
meeting adjourned at 6:20 p.m.
