WELCOME/INTRODUCTIONS                   President Bowen welcomed attendees
and invited guests to be introduced.

CITIZENS TO ADDRESS THE LEPC               None present.

GUEST SPEAKER           President Bowen introduced Steve Mason with EPA
Region 6.

APPROVAL OF MINUTES            Meeting minutes of January 14, 2008 were available
as a handout to attendees. Motion made by Trace Kielman, seconded by Dave
Theiler to approve minutes as printed. Motion carried.

APPROVAL OF FINANCIAL STATEMENTS                 Financial Statement for
February 2008 was available as handouts to attendees. Motion made by Robert
Hemminger to approve Financial Statement as submitted. Motion seconded by
Jim McCrone. Motion carried.

FACILITY REPORTS          Greg McIntyre with Pasadena Refining System
reported on February 27 flare event due to power outage at main substation.


Compliance      Chairman Mac Smith was not present. President Bowen reported
Apache Oil had an incident late 2007 and has not responded to Lepc as to why
notifications were not made.

Emergency Response & Security     Chairman Roy Turner was not present.
President Bowen reported Roy has been working with EHCMA to finalize a
boundary map for Lepcs.

Emergency Warning System        Dave Theiler reported still working on project
to have a Safety & Health Fair in October.

Public Education & Community Awareness               Mike Nall reported there
are sign-up sheets to volunteer with setting up and operating the booth
at Strawberry Festival. Advised we will also be participating in the Parade.
Also have a sign-up sheet for any facility interested in participating and being
on calendar. Have started with schools for video contest on shelter-in-place.

OLD BUSINESS            None.

NEW BUSINESS            None.

GOOD OF THE ORDER               David Wade with Harris County Fire Marshall
reported on hurricane re-entry credentials. Last year County was considering
re-vamping credentials, but will not being doing that at this time and 2007
credentials will still be good. County will meet this week to re-vamp the
application process and will give notice when available to go on-line and apply
for new credentials.
Also reported there will be a statewide hurricane exercise the week of April
28th and there will be two days of an active exercise on the hurricane status
reporting system, which is a system for facilities to report their status during
a storm. If not familiar with that system, need to get in touch with your Plant
Manager. If have any questions or need help with the process, can contact
Dave or Joshua Glover and there is a link on the EHCMA website to get to the
hurricane reporting system.

Greg McIntyre spoke on the need to get information from the cities on what
their evacuation status will be, as it really affects what a facility plan will be.
Dave Wade responded that as soon as the state and OEM’s make decisions
on evacuations, it will be populated on the hurricane reporting system and
shared with Industry.

Robert Hemminger with Pasadena OEM reported, with a tentative date of
May 28th, there will be an Industrial Hurricane Workshop at the Pasadena
Convention Center, which will focus on how the city and county plans affect
the Industrial complexes and the information they need.

David Wade reported on agreement with Humble to use underground theater
parking lot to take emergency equipment out of this area during a storm.

Sarah Moore with Harris County Precinct 2 reported tunnel will be closed to
two axle vehicles on April 14th for safety reasons. Discussion.

Stephanie Orozco reported there will be a fundraiser for the American Red Cross
at the Pasadena Convention Center on April 12th. Chevron will be cooking
all the food.

Motion made by Robert Hemminger, seconded by Tim Lancelin to adjourn
meeting. Motion carried. Meeting adjourned at 12:17 P.M.   Lunch served.
