Jim O’Connell is Executive Consultant, Ceridian Corporation. With over thirty years experience
in federal legislative and regulatory affairs, Jim focuses on HR, employee benefits and payroll
policy issues, keeping customers informed about fast-changing and complex compliance
regulations and workforce trends.
As head of the Control Data Corporation Washington DC office in the 1990s, Dr. O’Connell was
a founder of the US-Russia Business Council, building on his earlier work in improving US-
USSR cooperation in high technology that culminated in the visit to CDC’s Minnesota
headquarters by Soviet President Mikhail Gorbachev.
Jim played a leading role in strengthening US high technology trade with South Africa, China,
the former Soviet Union and India. He served on the President’s Export Council Subcommittee
on Export Administration and later on the Board of Directors of British Telecom’s US
subsidiary, BT Federal.
Jim is a frequent participant in HR and payroll industry meetings, including the American Payroll
Association and the Society for Human Resources Management (SHRM). At the 2007 Annual
APA Congress in Las Vegas Jim gave a presentation on Health Savings Account compliance
issues and received the “Special Friend” of APA award.
His publications include Health Savings Accounts: American Idol? in the November 2007 issue
of Benefits & Compensation Digest’s Web Exclusives and The 21st Century World of Work: Five
Megatrends Shaping the Future, in the April-May 2007 issue of IHRIM.link, the magazine of the
International Association of Human Resources Information Management
Jim served as an advisor to the 21st Century Workforce Commission, created by Congress in
1998 to study America’s information technology workforce and make recommendations to the
President and Congress. The Commission report, A Nation of Opportunity: Building America’s
21st Century Workforce, was issued June, 2000.
Jim is an Adjunct Professor at Georgetown University in Washington DC, specializing in
International Business-Government Relations. He is a member of the American Payroll
Association and the Society for Human Resource Management.
Before coming to Ceridian, Jim served in the U.S. Senate as chief legislative assistant to New
York Senator Jacob K. Javits, who was a senior member of the Committee on Labor & Human
Resources, and later with Connecticut Senator Lowell P. Weicker. Jim holds a Ph.D. in
economics from New York’s Fordham University.
