2008 DANE COUNTY
HOME APPLICATION INFORMATION
Background
Dane County became eligible to receive additional U.S. Department of Housing and Urban
Development (HUD) entitlement funding under the HOME Investment Partnerships Program
(HOME) in 2002, an affordable housing program with the goal of assisting low and moderate
income persons. We expect to receive $580,000 in 2008.
Application Process
Dane County is currently soliciting HOME applications in 2008. An estimated total of $580,000
is available. Of this amount, a minimum of $87,000 should be allocated to Community Housing
Development Organizations (CHDO's) that are certified by Dane County pursuant to HUD
regulations, and the remainder to either for-profit or non-profit entities. Any 501 (c) (3) non-
profit agency that is considering future CHDO designation should contact Ann McCartney at
608.261.9782 or McCartney@co.dane.wi.us for additional information.
Eligible projects under the HOME Program for either rental or owner housing include:
New construction, reconstruction, or rehabilitation of non-luxury affordable housing
Real property acquisition
Site improvements
Conversion of an existing structure to affordable housing
Demolition of an existing structure for development of affordable housing
Development financing costs, including soft costs
Relocation of any displaced persons as a result of affordable housing development
Homebuyer assistance
Housing rehabilitation
Please note that all projects should be located in the Urban County Consortium area,
consisting of:
Towns: Albion, Berry, Black Earth, Blooming Grove, Blue Mounds, Bristol, Burke, Christiana,
Cottage Grove, Cross Plains, Dane, Deerfield, Dunkirk, Dunn, Madison, Mazomanie, Medina,
Middleton, Montrose, Oregon, Pleasant Springs, Perry, Primrose, Roxbury, Rutland, Springdale,
Springfield, Sun Prairie, Vermont, Verona, Vienna, Westport, Windsor, York.
Villages: Belleville, Black Earth, Blue Mounds, Brooklyn, Cambridge, Cross Plains, Deerfield,
DeForest, McFarland, Marshall, Mount Horeb, Oregon, Shorewood Hills, Waunakee.
Cities: Fitchburg, Middleton, Monona, Stoughton, Sun Prairie, Verona
Applications are due to the Dane County CDBG Office by Friday, June 1, 2007 at 4:30 p.m.
Please note a 25% match is required for each funded HOME project. Eligible sources of
match include:
Cash contributions from nonfederal sources
Forbearance of state and local taxes, charges or fees
Donated real property
Donated site-preparation and construction materials
Voluntary labor
Sweat equity
Priorities for funding
Priority will be given to the following types of applications:
Infill housing identified in a County BUILD Plan (Better Urban Infill Development). Infill
development is the economic use of vacant land, or restoration or rehabilitation of existing
structure, in already urbanized areas where water, sewer, and other public services are in
place, that maintains the continuity of the original community fabric.
Other infill housing.
Traditional Neighborhood Development principles (as defined by item 25 of attached
application).
Projects that leverage additional sources of funding.
New projects that meet the above priorities.

1. Submit two (2) copies of the application with appropriate attachments
by June 1, 2007 at 4:30 p.m. to:

2. Complete as much of the application as possible. Staff is aware that all information may
not be known initially.
3. Applications selected for funding will be given conditional approval up to one year (with a
possible extension) to obtain funding commitments and provide all the information
requested in the application. Staff will work with applicants with conditional approval
during this period.
