     Main concerns of this Railway on Safety

1. Rail Failure
With the increase in axle load and the trailing load in addition to the enhanced
maximum permissible speed on the Indian Railways, it is essential to have
minimum standard of track with 60 kg rails and 68 or 71 kg rails for A and B
routes on Indian Railways.
Suitable modifications to the toilets (CDT) of passenger coaches to be carried
out at the earliest to prevent corrosion to the rail and rolling stock.
Allocation for track renewal and achieved track renewal.

    Main concerns of this Railway on Safety
2. Human Failure
 With the increase in speed, it is essential for the Loco Pilot to have advance
indication about the aspects of the signals ahead. Therefore, cab signalling
should be available for Loco Pilot for at least 5 kms. ahead to pre-warn the
aspects of the stop signals ahead. In the event of the train crew ignoring these
aspects of the pre-warned signals, it should be possible for the train to
accentuate the braking based on the aspects of the signals.
3. Coach/Wagon Detachment
 Stationary automatic temperature sensors may be installed at all important/
select locations to detect hot axles on both passenger and goods stock.

4. Fire in trains
 Fire resistant electrical cables may be used for wiring inside the coaches.
 Provision of fire retardant curtains and upholstery is to be extended to non-
   AC coaches also.
 At present, fire extinguishers of traditional type are being kept in AC coaches.
   They may be replaced with “fire extinguishing balls” which become operative
   automatically when they come in contact with fire. The cost benefit analysis
   may be studied.

 Ultrasonic flaw detection of rails and weld to identify internal defects
Ultrasonic flaw detection of rails and welds carried out is 7377 kms. against
the pro rata target of 6417 Track kms. upto Oct. 2011.

Protection of Alumino-Thermic welds with joggled fish plates in vulnerable
locations .
34,371 defective welds and old welds located in sharp curves, high banks
and major bridge approaches have been protected with joggled fish plates
and the fitting defects found in 5491 Nos. of joggled fish plates have been
rectified.

De-stressing of welded track
       Target for the year : 1200 km.
       Achieved upto Oct.11 : 474.53 km.

Renewal of old/corroded/defective rails
      Wheel burnt/corroded – Scope            : 34 km.
                       Done upto Oct.11       : 8.5 km.

Prompt repairs are taken up once RF/WF is detected after emergency
repairs and protection by Keymen/Mate.
Intensive training given.

2. Mechanical
Thermo hunters are provided at all major points to detect hot axles.
Speed gun is procured to detect overspeeding of trains.
4-wheeler oil tank wagons were withdrawn from 01.05.2011.
VCD provided in 182 Diesel locos and balance 79 locos will be
provided.                                                               12

3. S&T
 Total No. of block stations : 511
 BPAC provided at 196 stations as against the qualified 428 stations.
 Track circuiting completed at all BG stations.
Data loggers have been provided at 427 stations.
Colour light signalling provided at all stations except 13 stations (KMD,
VRQ, MMH, MY, LP, PGN, EL, MTNL, NNY, VLY, AAY, KAY & MTP) which are
also under progress.
 LED signals provided at 246 stations.

4. Electrical
 Fast Track Simulator courses were conducted and 493 LPs underwent
training.
Screened LP(Goods) to work coaching trains during emergency.
VCD has been provided in 36 locos (WAP4 – 19 & WAG7 – 17) and 250
VCDs are procured for providing in AC locos.
Fuel cell breathalyzers are under procurement.

5. Security
CCTV cameras have been installed at 8 stations on Southern Railway and
further installation of additional14 cameras are under progress.

       Assistance required from Railway Board

1. Sufficient and timely allocation of funds for meeting the expenses on
   maintenance and replacement of assets.
2. More No. of WILD (Wheel Impact Load Detector) may be installed on
   all important/select locations.
3. In view of heavier axle load freight trains overaged and arch bridges
   built to BGML, RBG & MBG may be reviewed and rebuilt to suit
   HMLS stock.
4. Centralized Traffic Control (CTC) may be introduced to ensure
   correct setting of points and route for the operation of the train to
   eliminate the errors caused by human elements.
5. Train Actuated Warning Device (TAWD) in all unmanned LCs may be
   installed in all electrified sections.
6. Dual cab to be provided in all the newly designed locos.
7. Cab signalling system to be introduced.

       Action Taken to avoid Yard Derailments

MAS Yard
• All the age old wooden sleeper layouts has been replaced with PSC fan
  shaped layouts in MAS yard thereby ensuring safety.
• Deep screening of track for a length of 4.5 km. completed from 01.04.2011
  upto 31.10.11.
• Bridge No.7R (distressed bridge) which was causing cross level variation
  due to holes in the trough resulting in derailments have been rebuilt and
  commissioned in Sep.2011.
• Deep screening has been planned for 20 PSC layouts. TDC : 31.03.2012.
• TRR done upto 31.10.2011 in platform line with 90 UTS rail for a length of
  800 m.
• Scattered PSC sleeper renewal from 01.04.11 upto 31.10.11 – 351 Nos.
  done to strengthen the track.

BBQ coaching yard
   • 25 Nos. of PSC layouts inserted in place of aged wooden layouts upto
     31.10.11.
   • Strengthening of pit line in NL 5 & 6, PL 3 & 5 to a length of 2.2 km.

   • Complete track renewal completed in the year 2011-12 in Down 7.
   • Strengthening of pit line to a length of 2 km. – tender called.
   • Elimination of aged wooden sleeper in pit line approaches – 581 Nos.

SO Yard
   • The overburden/spilling of cement on track is being cleared regularly.
   • Contract agencies have been advised to be careful while unloading and
     stocking of cement bags.

TNPM Yard
  • 5 km. Through Sleeper Renewal (PSC secondary) done to ensure
    gauge in yard upto 31.10.11.
  • Drainage network arrangement done in 2010-11 for a length of 1.2 km.
    to avoid derailment due to water stagnation and sinking.
  • Out of 195 Nos. of wooden layouts, 55 sets sanctioned for renewal and
    agency under finalization for 40 Nos. upto 31.10.11.
PTMS Yard
  • Periodical cleaning of ballast above rail level in ballast depot siding is
    being ensured.
ED Yard
  • Shunters and Shunting staff have been counselled to strictly adhere to
    standing instructions while performing shunting.
IPN Yard
  • 4-wheeler oil tanks which were causing majority of derailments have
    been grounded and thereby reducing derailments.

    • Most of the derailments were due to passing shunt disc and wrong
      movement.
    • Shunters and Shunting staff have been counselled to strictly adhere

    • FCI authorities have been advised to follow stipulated rules for
        shunting.
VRI
    • Contract loading staff have been advised to keep the track free of
       obstruction before clearing empties.

     • NLC authorities have been advised to clear the overburden coal after
