NOTICE FOR EXPRESSION OF INTEREST (EOI) FOR MANUFACTURING OF CATTLE
                          FEED AND SUPPLY
       The Orissa State Cooperative Milk Producers Federation Ltd. (OMFED)
invites EOI from interested parties having cattle feed mixing plant preferably
located in a place in and around Sambalpur & Koraput of Odisha state with sound
financial background for manufacturing/mixing of minimum 10 M.T. per day
cattle feed and supply of cattle feed to specified districts with manufacturing
formulae/specification/standard prescribed by OMFED.
       Interested PARTIES are requested to submit their application in accordance
with EOI on or before 15.00 Hrs. on 28.09.2011(Wednesday) along with
refundable deposit of Rs.10, 000/ (Rupees ten thousand only) in shape of a/c
payee D.D. drawn on any nationalize bank payable at Bhubaneswar favoring
OMFED, the EOI deadline by downloading from OMFED website. For details

1.    This EOI Documents are not transferable.
2.    Though adequate care has been taken while preparing the EOI Documents,
      the party shall satisfy himself that the EOI Documents are complete in all
      respects. Intimation of any discrepancy shall be given to this office
      immediately. If no intimation is received from any party at least 7 days prior
      to the EOI deadline, it shall be considered that the EOI Documents are

OMFED intends to select, through expression of interest (EOI), successful
manufacturer having cattle feed mixing plant preferably located in the district of
Sambalpur, Bolangir, Kalahandi, Koraput and Nabarangpur of Odisha state with
sound financial background for mixing/manufacturing of minimum 10 M.T. per
day cattle feed of cattle feed and supply to different designated locations of Milk
Unions.
To carry out the following works:
      1. To manufacture/mix cattle feed in OMFED specification/formulae and
         arrange supply/transport cattle feed to designated locations of following
         Milk Unions.
               a) The Greater Ganjam Gajapati Co-oprative Milk Producers’
                  Union Ltd, covering entire Ganjam & Gajapati districts.
               b) The Samaleswari Regional Co-operative Milk Producers’ Union
                  Ltd, covering entire Sambalpur,Baragarh,Jharsuguda,Sonepur
                  & Deogarh districts.
               c) The Bolangir Kalahandi Nuapada Regional Co-operative Milk
                  Producers’        Union        Ltd,       covering         entire
                  Bolangir,Kalahandi,Nuapada districts.
               d) The Koraput Malkanagiri Nawarangpur Raygada Regional Co-
                  operative Milk Producers’ Union Ltd, covering entire
                  Koraput,Malkanagiri,Nawarangpur & Raygada districts.
      2.    To procure raw material as per OMFED specification/formulae.
      3.    To supply cattle feed in OMFED Brand to Milk Unions named at sl no
            1 as per their indent only. No sale/supply to outside party/parties can
            be made in OMFED Brand.
      4.    To sale/supply is confined to named Milk Unions and if required
            OMFED may delete/add the name of other Milk Union as the case
            may be.
The Qualification criteria are mentioned in the EOI which can be downloaded
from the OMFED Website: - www.omfed.com , from 27/08/2011. Interested
entrepreneurs should note that the Draft EOI document posted at the OMFED

website is only for information purposes, and the Draft EOI documents should be
downloaded by the interested parties.

1.0   PROFILE OF OMFED:
      1.1   The Orissa State Cooperative Milk Producers’ Federation Limited
            (OMFED) is an autonomous Cooperative Organization established in
            the year 1980 under Operation Flood –II programme implemented by
            Government of India through National Dairy Development Board.
      1.2   The Operational area of OMFED is entire State of Orissa.
      1.3   OMFED owns 9(nine) Dairy Plants having capacity to process 4.5 lac
            litres per day located at different parts of Orissa.
      1.4   OMFED owns a Cattle Feed Plant located at Radhadamodarpur near
            Khuntuni having production capacity of 200 MTs per day.
      1.5   13 Milk Unions are affiliated to OMFED.
      1.6   OMFED sales two types of Milk and 21 Milk Products.
      1.7   OMFED markets Horticultural products and Organic Turmeric.
      1.8   OMFED has three Training and Demonstration Centers which cater to
            the training needs of Omfed, affiliated Milk Unions and other
            agencies.
      2.0   OBJECTIVE:
      2.1   To explore the possibility of using local raw material for
            manufacture/mix cattle feed with the help of private party and make
            available to the farmers at competitive price.
      2.2   To attract existing entrepreneurs to utilize their installed plant
            capacity to optimal extent.

3.0 OBLIGATION OF PARTY:
    3.1    Adequate infrastructure facilities like plant & machineries, power supply
           with backup and other basic requirement for normal functioning of
           cattle feed manufacturing/mixing plant.
    3.2    The entrepreneur has to procure raw & packing material to
           produce/manufacture/mix cattle   feed as    per   OMFED
           specification/formulae.
    3.2 The entrepreneur has to produce & supply the cattle feed to
        OMFED/named Milk Unions at accepted rate after getting quality
        report. The payment shall be made once in a month confirming to terms
        and conditions.
    3.3    Produce cattle feed and sale to OMFED/Milk Unions at agreed price.
    3.4    Permit the authorized designated employees of OMFED for conducting
           quality test, inspection of raw material, production process, and
           dispatch of finished products, records & registers and use the
           Laboratory as & when required.
    3.5    Shall bear all the expenses required to keep the plant in operational
           conditions.
    3.6    Sale/supply cattle feed to the OMFED/Milk Unions only.
    3.7    Maintain discipline inside the campus and shall be responsible for its
           employee’s behavior and movement.
    3.8    Shall obey the rules and regulation as agreed upon with OMFED.
    3.9    Shall undertake necessary repair & maintenance of the plant, land &
           building etc, at his cost.
    3.10      To use quality raw material in compliance with the formulae of
              OMFED to produce balanced cattle feed.
    3.11      Arrange to procure raw material/packing material and produce
              balanced cattle feed, store properly and transport the same against
              the indents.
    3.12 Follow scientific manufacturing practice.

     3.13 Shall follow and pay standard minimum wages to the employees
          engaged and comply with all statutory requirements under different
          rules and regulation in force.
     3.14 Should comply with the Factories & Boiler Act, Pollution control norms
          as the case may be.
     3.15 Should have permanent registration number as SSI unit or as applicable.
     3.16 Shall agree to supply cattle feed in “OMFED BRAND NAME”.




    4.0 OBLIGATION OF OMFED:
       4.1   Shall provide required formulae to produce balanced cattle feed.
       4.2   Shall provide drawing & design, specification for packing material.
       4.4   Shall purchase cattle feed at agreed rate from time to time.
       4.5   Shall place indent for supply of cattle feed.
       4.6   Shall depute required qualified employee/employees to carry out
             quality tests of raw material and finished products as & when felt
             necessary.

5.0    TERM OF AGREEMENT
              The term of Agreement shall be initially for 1(one) year from the date
       of execution of agreement, unless otherwise terminated as per clause 6.0,
       prior to the expiry date. The term can be further extended for another
       2(two) years at any time on satisfactory performance and if mutually
       agreed upon.
6.0    TERMINATION OF AGREEMENT:
             The agreement can be terminated with show cause notice in the
       event of violation of the obligations set out as per clause 3.0 with a clear
       notice of 3 months. In such case the party has to clear all the dues payable
       to OMFED if any.
7.0    QUALIFYING CRITERIA:
       A.        The party having 3(three) years experience in manufacturing cattle
                 feed will be given Priority.
       B.        The bidder is required to meet the following technical experience
                 and financial capability as provided bellow:
            i.     The plant capacity shall not be below 10 M.T. (metric ton) per day.
ii.             The Party must have annual turnover of Rs. 16 lacs and above.
       Copies of Audited Balance Sheet/ Accounts for the last 3 years should be
       furnished along with the EOI Document.
iii.            The Entrepreneur must have required experienced manpower to
       engage exclusively for the identified Job and is willing to open an office in
       the campus till completion of the agreement period. OMFED shall not
       provide any manpower to undertake the job of producing cattle feed etc.

8.0   DOCUMENTS REQUIRED:
      8.1   Proof of having ownership of functional                  cattle   feed
            manufacturing/mixing plant at least for 3 years.
      8.2   Xerox and attested copies of Registration Certificate if the
            entrepreneur is coming under a small scale industry.
      8.3   Xerox and attested copies of sanction letter from the bank if loan is
            availed from a bank to set up cattle feed plant.
      8.5   Present production and marketing.
      8.6   List of machineries installed for manufacturing/mixing of cattle feed.
      8.7   Proof of documents relating to compliance of other statutory
            requirement under different Act & rules in force.
      9.0   EARNEST MONEY DEPOSIT:
            The entrepreneur shall have to submit, along with Bid proposal an
            Earnest Money Deposit (Refundable/Adjustable) in form of a
            Demand Draft favoring OMFED payable on Nationalized Bank at
            Bhubaneswar for Rs.1,00,000/- (Rupees one lac only). The process of
            Bidding will be only after preliminary meeting with the parties
            expressing interest by submitting EOI application. EMD is required to
            be deposited at the time of bidding only. However for participating in
            EOI the Party is required to deposit Rs.10, 000/-(Rupees Ten
            thousand only) along with EOI application in the shape of a/c payee
            D.D. favoring OMFED payable at Bhubaneswar on any nationalized
            bank. This amount of Rs.10, 000/- will be refunded within 45days
            from the date of opening the EOI document.
10.0 SECURITY DEPOSIT:
      Successful entrepreneur shall have to deposit an interest free refundable
      Security deposit of Rs. 5, 00,000/- (Rupees Five lac only) in the form of a/c
      payee D.D. drawn on any nationalized bank payable at Bhubaneswar in
      favour of OMFED. The security deposit will be refunded on completion of
      agreement period on surrender of original money receipt after adjustment
      of dues payable to OMFED/Milk Unions if any.

11.0 EOI PROCESS:
     11.1 Single stage EOI process shall be followed for selection of the
          preferred party. Parties are required to submit their proposals with
          the following two sets of documents:
              I. Documents relating to establishing the qualification of the
                 party in terms of the qualifying criteria set out in this EOI at
                 Clause No.7.0.
              II. Price related Proposal (Commercial Proposal) shall be invited
                  from eligible parties separately after preliminary selection
                  meeting & site visit by OMFED officials.
12.0 APPLICATION:
                 Parties fulfilling the qualification criteria as at clause no-7 may
                 submit the proposal in following prescribed form along with
                 supporting documents and ensure their presence on
                 28.09.2011 at 15.30 hours at OMFED CONFERENCE HALL for
                 discussion for selection according to eligibility criteria.
