031.2010 APOLOGIES

032.2010 TO RECEIVE DECLARATIONS OF INTEREST IN ITEMS ON THE
AGENDA
Agenda item 13 Classroom at Mowbray School – Councillors Coates, Dunning and Lowe
BEM declared a personal interest.
Agenda item 13 10/00741/LBC – Councillors Coates, Pocklington and Young declared a
personal interest.

033.2010 TO APPROVE MINUTES OF THE PREVIOUS MEETING
Having been circulated, the Minutes of the Meeting held on the 8th March were approved
subject to the addition of the word ‘not’ in line 2 of minute 028.2010 (d) to read ‘not be
in use soon’.

034.2010 POLICE MATTERS
   a) Report from Police representative
       Sergeant Richard O’Neill presented the police report a copy of which is held on
       file.

Reference was made to an incident in the Market Place which Councillor Metcalfe had
attempted to report via the non emergency number but without success. Sergeant O’Neil
advised he would look into the circumstances at that time and date.

A request was made for the North Yorkshire Police to respond to the illegal parking
along Sussex Street and in particular outside the fish and chip shop.

It was confirmed the police patrols would be reminded to monitor the area around the
public toilets to the rear of Bedale Hall following an incident in the toilets necessitating
one cubicle to be deep cleaned by a specialist company.

035.2010 PUBLIC REALM SCHEMES
Councillors were provided with a document describing the current position of all schemes
a copy of which is held on file. With regard to the electrical supply to the Market Place,
Councillors noted the problem related to the location of a bollard on the western side of
the Market Place had been overcome.

036.2010 ANNUAL PARISH MEETING
The format for the Annual Parish Meeting notice was circulated for information. It was
agreed that tea, coffee etc. would be provided. Partition boards will be made available to
display photographs of Town Council and partnership events etc. It was noted the
Hambleton District Council Delivery Manager is likely to be able to provide a computer
based display of all the public realm schemes.

037.2010 CHURCH CLOCK
It was reported to a previous meeting of the Council that investigative work would be
carried out to establish what repairs were required to restore its operation. ‘Smiths of
Derby’ personnel subsequently attended the site and reported that access to the clock face
was required to remove the hands and clear a build up of grease and debris. The
estimated cost for completing the work on site was £542 (exclusive of the costs of
providing a hydraulic lift to reach the clock face). The latter cost was expected to be in
the order of £350 per day.

It was understood the overall condition of the clock was sound apart from the current
difficulty.

Council agreed to fund the repair costs estimated at £892 from general reserves. The
Clerk was asked to write to the Parish Church Council indicating there would be no need
for any further inspection/maintenance during the 2010/11 financial year.

Council agreed to defer consideration of an additional budgetary provision for 2011/12
until later in the year.

It was agreed to defer establishing a reserve for an auto winding system pending
identification of estimated costs. The Clerk was also asked to establish whether grants
could be available for this type of undertaking.

038.2010 BEDALE PARK
   a) Fair
       Councillors were advised the Clerk had agreed to the attendance of the fair on the
       6 – 8th May on the usual terms.
   b) Car boot sale bin storage
       It was reported the Bedale Hall Management Committee had decided the current
       storage location of the car boot sale waste bins was unsuitable and had asked the
       Council to provide an alternative. The Town Council representatives agreed to

       take this matter up with the Bedale Hall Management Committee at its meeting on
       the 27th April.

039.2010 PLANTERS
Council approved the summer planting of the planters at a cost of £180.

040.2010 STATEMENT OF PARTICULARS AND JOB DESCRIPTION
Councillors had been provided with a proposed ‘Statement of Particulars’ and ‘Job
Description’ for the post of Town Clerk and approved the use of the documents for
future appointments.

041.2010 REPORTS OF PREVIOUS MONTHS MEETINGS
a) YLCA Hambleton Branch Meeting
   There was no report from this meeting.
b) A1 Liaison Group Meeting
   Councillor Reynolds provided a report, a copy of which is held on file.
c) Carillion Morgan Est
   Councillor Reynolds provided a report, a copy of which is held on file.
d) Charity Ball
   Councillor Coates advised the Ball would take place on the 9th October. The catering
   and bar arrangements had been completed and tickets would be available in 2 weeks.
   The benefitting charities would be the Great North Air Ambulance and the Friarage
   Hospital (specific area of hospital to be defined).
e) Development Planning Committee
   Councillor Reynolds provided a report, a copy of which is held on file.
f) Hambleton District Council Forum (Bedale)
   Councillor Reynolds provided a report, a copy of which is held on file.

It was reported that Councillor Huxtable had been appointed as Leader of the Hambleton
District Council.

042.2010 CORRESPONDENCE
Item 13 The Clerk was asked to write to the Skipton East Lancashire Rail Action
Partnership indicating the Council support for the reinstatement of the Colne to Skipton
missing rail link.
Item 15 The Clerk was asked to write to the North Yorkshire County Council stating the
Town Council would not wish to see any further reduction in grass cutting standards.
Additional correspondence item 2 It was noted the Clerk had been asked whether it
would be possible for the mechanical sweeper to clean the public footpath between
Bridge Street and the Harbour. Should this not be possible Council agreed to the manual
cleaning of the path as soon as possible and for the Clerk to report back on the cost of
providing regular maintenance.

044.2010 FINANCIAL MATTERS:
a) Receipts & payments
   Receipts totalled £8,322.60. Cheque payments totalling £45,520.02 were approved.
b) Analysis of 2009/10 budget, income & expenditure
   Copies of the budget outturn for the year 2010/11 were distributed along with audit
   documents including ‘Summary of Receipts and Payments’, Accounting Statement’
   and ‘Annual Governance Statement’. Council was advised that ‘grant’ income for the
   public realm schemes would be banked in 2010/11 whereas the payments for the
   majority of schemes were made in 2009/10. It was also noted that certain works
   included in the 2009/10 budget e.g. tree works, had been completed in the 2010/11
   financial year.

   Council approved the ‘Summary of Receipts and Payments’, ‘Accounting Statement’
   and ‘Annual Governance Statement’ all of which were duly signed.
c) Salaries Review
   This matter was dealt with as a private item.

Bearing in mind the improvements made during 2009/10 the Council approved the
continuation of the contract arrangement with SCR Landscapes for various horticultural
works in Bedale Park, Southfields, Beck side, Burrill Road etc. at an aggregated cost of
approximately £4,000
