Board of Directors’ Meeting
April 16, 2011
Grand View Lodge Convention Center
Present: Robert Eliason, Mark Engstrand, Rosemary Goff, Ike Halliwill, Rob Johnson,
Mary Kay Larson, Charles McQuinn, Marv Meyer, Ken Stover, John Taylor,
Bob Toborg

The meeting was called to order by Taylor at 8:30 a.m.
On Motion by Stover, seconded by Johnson the minutes of the February 19, 2011,
meeting were approved as presented.
Treasurer’s Report: As of April 15, 2011, there is $78,328.70 in the treasury. Deposits
from February 19, 2011 to April 15, 2011 totaled $14,106 and expenditures totaled
$1,907.82. The treasurer’s report was set aside subject to audit.

Motion by Meyer, seconded by Johnson that the Crow Wing County Lakes and
Rivers Alliance 2011 dues of $100 be paid.
Motion adopted
Motion by Meyer, seconded by Stover that Goff be authorized to attend the
Minnesota Waters conference on April 28.
Motion adopted
Water testing: Motion by Stover, seconded by Halliwill that the Lake
Association contract with A.W. Research for $200 for testing Roy Lake for phosphorous
and Chlorophyll ‘a’ from May through September.
Motion adopted
Summer tour: Toborg explained the Land and Water Summer Tour to be held July 11
which is an effort to bring farmers in the water shed and lake residents to learn about best
practices to keep the lakes and watershed healthy. He requested financial assistance from
the lake association to offset some of the costs.
Motion by Stover, seconded by Eliason that up to $1,500 be approved for the
Summer tour.
Motion adopted
Boat washing: Taylor presented information on a decontamination pressure washer
system manufactured by Hydro Tek Systems and estimated costs to staff a washing
station at one public landing. The cost of the machine is $25,000.
Motion by Eliason, seconded by McQuinn that the Gull Chain of Lakes Assn.
purchase one Hydro Tek pressure washing systems for testing during the 2011
summer.
Motion adopted with one nay
The following were appointed to a subcommittee to work out details of the boat washing
project: Eliason, Meyer, Stover, Taylor.
Zebra Mussel Research Project: McQuinn reported he has formed McMac LLC to
fund the project. He has received a second proposal from the university of Iowa with
more information about the test process that will be used at four sites with different signal
arrays. He is working with dock installers to determine where to test and has submitted a
request to the DNR for a permit.
Boat Safety Classes: Boat safety classes for teens will be held June 8 and June 22 at
Ernie’s on Gull, with Ernies donating the lunch.
Business Support: Johnson suggested that the upcoming newsletter have a special
thanks for the businesses that support the lake association. He will prepare an article.
Fundraising: Discussion was held on the need for fundraising and public relations.
Motion by Johnson, seconded by Stover that we authorize expenditure of up to
$500 to find a public relations person.
Motion adopted.
Johnson and McQuinn will work on finding a public relations person to help with
fundraising.
Annual Meeting: The annual meeting is scheduled for July 7 at the Yacht Club.
Johnson suggested it be changed to a Friday evening so more people who are here just
weekends can attend. Goff will check into the possibility of changing the date. The
program will be about the zebra mussel research project, the boat washing project and
fundraising.
Goff and Meyer were appointed to the Nominating Committee for board member
elections.
Goff, Meyer and Stover were appointed to the annual meeting committee to plan the
event.
Appointed to the Audit Committee were Halliwill, McQuinn and Meyer.
Corps of Engineers: Larson reported that the lake level is high (1194.05) and she will be
drawing down to 1194.
Shoreline Restoration Projects: Faust submitted a written report which discussed:
The $15,000 grant from the DNR
A shoreline restoration tour in August
Fritz Loven Park restoration project.
Buoys: Taylor reported that Teen Challenge will again be assisting with the
installation of the buoy system, which should bring down the cost.
Trees: Halliwill reported that he has ordered 200 trees to be given away at the annual
meeting. He will donate the plastic bags for the trees.
Carrie Ruud from Pelican Lake discussed the AIS Prevention Bill introduced by Rep.
John Ward and the bonding request to rebuild the Coon Rapids dam, which may be
the last hope to keep Asian carp out of our lakes.
The meeting adjourned at 10:15 a.m.
