Requirements to Receive ARRA Funds

							MDOE Requirements for Receipt of ARRA Funds
State Fiscal Stabilization Funds
State Fiscal Stabilization Funds will be distributed to school administrative units on a
monthly basis. In order for the State Fiscal Stabilization funds to be disbursed to a school
administrative unit, the unit must:

1) have submitted a current, complete application, to include the unit’s DUNS number,
2) maintain compliance with:
   a) State General Fund reporting as listed at this link:

       http://www.maine.gov/education/forms/subsidy08impact.pdf

   b) cash management reporting
   c) annual audit submissions
   d) completion of MEDMS Financial Quarterly uploads of actual revenue, actual
      expenditure and actual balance sheet files
   e) completion of the monthly web based expenditure report

If a school administrative unit is not in compliance with cash management reporting or,
reports too much cash on hand in the State Fiscal Stabilization fund, these funds will be
held until these issues are resolved.

IDEA; NCLB: Title I-A, Title I School Improvement, Educational
Technology, and Education for the Homeless
In order for the disbursement of each of the Federal ARRA funding streams (not to
include State Fiscal Stabilization) to school administrative units, each unit must:

1) have submitted a current, complete application for the ARRA funds to include that
   unit’s DUNS number
2) maintain compliance with all federal reporting requirements as follows:
   a) completion and filing of the NCLB, IDEA and/or Education for the Homeless
       application
   b) completions and filing of the SAU Action Plan for Highly Qualified Teachers
   c) have no Federal monitoring citations
   d) cash management reporting
   e) completion of the monthly web based expenditure report

 The Federal ARRA funds will be distributed on a monthly basis. If a school
administrative unit is not in compliance with cash management reporting or, reports too
much cash on hand in an NCLB Title account or an IDEA account, these funds will be
held until these issues are resolved.
