Franklinton Board of Commissioners
Regular Monthly Meeting
July 15, 2008
Mayor Senter called the regular monthly meeting of the Franklinton Board of Commissioners to
order at 7:00 p.m. Commissioner Cutchins gave the invocation. Mr. David Deal led the Pledge
of Allegiance.
Those present were Mayor Elic A. Senter, Commissioners Al Barbour, Joseph Cutchins, Jr., Anita
Fuller, James Worley, Art Wright, Town Manager Larry Carver, Town Attorney Mitch Styers and
Town Clerk Kim Worley. Other staff members present were Public Works Director Raymond
Bragg, Police Chief Ray Gilliam, and Zoning and Planning Administrator Tammy Ray.
Water Plant Superintendent Richard Hinkle was absent.
CONSIDERATION OF MINUTES
Commissioner Cutchins made a motion to accept the minutes of the June 17, 2008 meeting.
The motion was seconded by Commissioner Wright and accepted unanimously.
CITIZENS CONCERNS
There were none brought forth.
PUBLIC HEARING
Mayor Senter recessed the regular meeting. Commissioner Worley made a motion to open the
Public Hearing. The motion was seconded by Commissioner Cutchins and accepted
unanimously.
Rolling Thunder Special Use Permit Request
Mrs. Ray stated the permit is a request by Rolling Thunder, a civic organization, to allow them
to hold meetings of their membership at 26 S. Main Street.
Mrs. Ray told the board that the Planning Board recommended approval of this request.
Commissioner Cutchins asked if the group could possible do something to help with the looks of
the front of the building. Mr. Deal stated their board has been addressing this issue and would
like to do some landscaping to help with the looks.
Attorney Styers asked if the town sets the times for usage of the building.
Mrs. Ray stated no, but she has been advised by Mr. Deal that there normally have only two
meetings a month.
There being no other comments the public hearing was closed.
Commissioner Wright made the motion to approve the special use permit. The motion was
seconded by Commissioner Cutchins and accepted unanimously.
Commissioner Fuller made the motion to close the Public Hearing. The motion was seconded
by Commissioner Worley and accepted unanimously.
BOARD OF ADJUSTMENT
Commissioner Worley made the motion to open the Board of Adjustment. The motion was
seconded by Commissioner Cutchins and accepted unanimously.
Webb Conditional Use Permit Request to Conduct a Home Occupation
Mrs. Ray stated that this request is for a permit to operate a home occupation at 204 Taylor
Street. She stated Mr. Webb is a vending machine operator and would like to have his office
located in his house. She stated only the office work would be done at the home.
She stated the Planning Board recommended approval of this item.
Commissioner Cutchins made the motion to approve the conditional use permit. The motion
was seconded by Commissioner Fuller and accepted unanimously.
Commissioner Fuller made the motion to close the Board of Adjustment. The motion was
seconded by Commissioner Worley and accepted unanimously.
At this time Mayor Senter reconvened the regular meeting.

Public Works
Report from Raymond Bragg, Public Works Director
There is a copy of this report on file.
Mr. Bragg stated they replaced a motor at the Oakridge Road pump station.
Police Department
Report from Chief Ray Gilliam
There is a copy of this report on file.
Chief Gilliam stated there were no problems at the 4th of July celebration. He stated that the
department is also working on the National Night Out celebration which will be August 5th at
the Franklinton Park.

Planning and Zoning
Report from Tammy Ray, Planning, Code Enforcement & Zoning Administrator

Mrs. Ray stated she, along with Mayor Senter, attended the Franklinton Township Chamber of
Commerce meeting on July 7, 2008. She stated that the future of the Chamber was discussed.
She stated that the membership wanted to try to revive the chamber and encouraged any one
interested to join.
Tree Committee

Uptown Revitalization Committee
Pier Williamson, Chairman
Mrs. Ray stated the URC committee did not meet this month. She stated the URC had a booth
at the Stand Up for America celebration and made around one hundred dollars.
Franklinton Senior Center
Patrick Woods, Director
Roxanna Bragg-Cash thanked the Mayor for inviting them here to speak. She stated that the
Franklinton Senior Center was started in 1976 as the Franklinton Aging program run by the
town and that our senior program was one of the first ones to open in the State. She stated she
started working with the program for the town in 1982. She stated Franklin County supported
our program but did not have their own program until 1989. She stated Patrick Woods was
hired in 2001 as Franklinton Senior Center Supervisor.
Mr. Woods stated the program is a good program and it serves a lot of citizens. He reported
that approximately 53 people come to the center every day, and 43 meals on wheels are served
every day. He said there are a lot of different things going on and invited everyone to stop by.
Mr. Woods stated on Saturday July 26, 2008 there will be a community breakfast at the senior
center. He told the board that the center has one every month and different groups sponsor
them and invited everyone to attend.
Commissioner Cutchins asked if residents and non residents attend the center. Mr. Woods
responded that the center serve everyone on this side of the county.
Commissioner Cutchins asked if they saw a need for a bigger facility. Mr. Woods stated with
the senior community growing so fast and a bigger place will soon be needed.
Mr. Woods invited everyone to come and see the programs which are available for mature
adults.

Town Manager Larry Carver

OLD BUSINESS
Action Item Updates
Building Up-fit
Town Manager Carver stated he is having specs drawn up for bids and will be having a wall
through for the contractors the first part of August.
Noxious Weeds
Town Manager Carver stated he has not been notified by that we have been added to the
legislation.
Second Street
Town Manager Larry Carver stated that Mr. Bragg has found all the property stakes on Second
Street.
ETJ Expansion
Town Manager Larry Carver stated that Mrs. Ray has sent the information to the County to
expand the ETJ and it will be on Franklin County Board of Commissioners August agenda.
Sewer Rehabilitation
Town Manager Carver stated the Town received additional funding for our sewer project. He
stated we are now waiting for all of the contracts so we can begin bidding this out.
Weatherly Phase II – Sewer Extension Permit
Town Manager Carver stated that the County has approved the sewer permits for Weatherly
Phase II.
CD Quotes
Town Manager Larry Carver stated he put the CD out for quotes as the board had asked.
Mayor Senter stated the board needs to discuss moving forward with its street project and to
discuss its water and sewer capital improvement plans. He stated the board needs to decide
where they want to go next.
The board set a workshop Thursday August 21 at 7:00 p.m. to discuss these projects.
The board set a workshop for Tues August 26, at 7:00 p.m. to work on the junk car ordinance.
NEW BUSINESS
New Life Outreach Ministries Special Event Permit Request
Mr. Muldrow of the New Life Outreach Ministries would like to hold an outdoor community
event at the corner of Hawkins Street and Savage Street. The event will be Saturday July 19,
2008 from 4:00 p.m. to 9:00 p.m.
Commissioner Fuller made the motion to approve the Special Event Permit. The motion was
seconded by Commissioner Worley with Commissioners Cutchins and Wright voting for and
Commissioner Barbour abstaining.
Grace Haven Baptist Fellowship Special Event Permit Request
Mr. Jim Moss stated that Grace Haven Baptist Fellowship would like t hold a 5K Rock N Run on
November 1, 2008. He stated the event would start on Vine Street thru town to the church on
Hicks Road.
Mayor Senter told Mr. Moss he would need to get with the Police Department to help them
with safety issues.
Commissioner Cutchins made the motion to approve the Special Event Permit. The motion was
seconded by Commissioner Wright and accepted unanimously.
Resolution for Phase I and Phase II Sewer System Improvements
Mayor Senter read the resolution for Phase I and Phase II Sewer System Improvements.
Town Manager Carver stated the every Capital Project needs to have an adopted budget.
Commissioner Worley made the motion to adopt the Resolution for Phase I and Phase II Sewer
System Improvements. The motion was seconded by Commissioner Wright and accepted
unanimously.
MAYOR’S ANNOUNCEMENTS
Mayor Senter read a letter he received for Ms. Laura Fisher regarding the good job that Mr.
Raymond Bragg and his crew do for the town. Mayor Senter thanked Mr. Bragg and his crew
for the good job they are doing.
Mayor Senter stated the EDC had their first meeting and appointed Dr. Stephanie Brown as
Chairman. He stated the committee will meet on the Third Tuesday of each month at 1:30 p.m.
He stated at the next meeting the committee will be working on their guidelines.
Mayor Senter stated he received the information for the League’s annual conference and would
like to find out from the board if anyone is going to be attending.
Mayor Senter stated that the League has created a green challenge for all of the Cities and
Town and he stated he would like for us to work on this project also.
CLOSED SESSION
Commissioner Fuller made a motion to go into closed session in accordance with NCGS
143.318.11(8) for personnel matters. The motion was seconded by Commissioner Wright and
accepted unanimously.
Commissioner Worley made the motion to come out of closed session. The motion was
seconded by Commissioner Cutchins and accepted unanimously.
ADJOURNMENT
Commissioner Worley made the motion to adjourn. The motion was seconded by
Commissioner Cutchins and accepted unanimously.
