CENTRAL ZONE OF ALBERTA SCHOOL ATHLETIC ASSOCIATION
BY-LAWS
ARTICLE I NAME
The name of the association shall be the " Central Alberta Schools' Athletic Association", hereinafter written
in the abbreviated form CASAA.
ARTICLE II OBJECTIVES
2.01 To direct and control athletics of the CASAA so that the Department of Education. School
Boards and Facilities will regard them as education resources to be encouraged and fostered.
2.02 To maintain good sportsmanship, honesty, courtesy, and good will within our schools and in
every branch of interschool and inter league competition.
2.03 To plan athletic competition in such a way as to cause no great interference with school
attendance.
2.04 To promote in team members and all other students an awareness that:
A.The primary aim of the school is education
B.Athletics provide physical, social and emotional values of great significance.
2.05 To establish acceptable standards of:
C. Coaching practices
D.Traveling of team members and spectators.
E.Conduct of team members and spectators.
ARTICLE III MEMBERSHIP
3.01 Membership in the Senior High School section of the CASAA shall be open to any Alberta
Senior High School within our boundary which is accredited by Alberta Education and has
paid its annual fee according to the following scale: 2009-2011
1 – 99 ASAA $190.00 plus $ 130.00
100-299 ASAA $265.00 plus $ 165.00
300-799 ASAA $350.00 plus $ 205.00
800 + ASAA $510.00 plus $ 240.00
3.02 Registration of schools for CASAA and ASAA membership shall be made the responsibility
of the Zone Secretary. A single fee per school shall cover both memberships and include
one (1) yearbook per school provided by the ASAA.
3.03 Applications for membership in ASAA & CASAA shall be made to the Zone Secretary on or
before Oct. 10 of the current school year.
3.04 Late school registrations will not be accepted. Follow ASAA appeal procedures for late
registration (page 54 2008-09 ASAA handbook).
3.05 CASAA will not provide any rulebooks or scorepads. They may be ordered from the Zone
Secretary at the expense of individual schools.
3.06 In order to advance to a higher level of competition (Zone Championship) all individuals and
teams must qualify through a league or area competition. In specific activities where there
is no league or area qualifying competition, all individuals and teams are eligible to
participate in the Zone Championship.

3.07 The A.S.A.A. reimburses CASAA 50% of all late registration fees collected from schools
within our Zone. CASAA will remit the 50% fee back to each school who submitted the
penalty fee.
3.08 Outreach schools are eligible to become members of the Association. The CASAA
membership fee will be waived and only the ASAA fee will be levied.
ARTICLE IV ORGANIZATION
4.01 CASAA shall operate through and under the jurisdiction auspices of the Alberta Schools
Athletic Association's By-Laws and Policies.
ARTICLE V ADMINISTRATION
5.01 The Governing body of the CASAA shall be the Board of Governors consisting of the
following:
5.02 Executive Committee - President, Vice President, Zone Secretary/Treasurer, Director of
a. Athletics (male & female) and Historian
b.One (1) representative from each member school
c.Sport commissioners - 1 per CASAA sport
5.03 The term of office for each Executive position shall be one (1) year, except for contract Zone
Secretary (Shawna Pearman). When Shawna resigns an individual shall be elected.
5.04 The Board of Governors shall elect from the members of the Association a President, Vice
President, Director of Athletics (male & female), Zone Secretary/Treasurer and Historian
and other officers as required.
5.05 Candidates for the offices of President, Vice President, Director of Athletics (male &
female), Zone Secretary/Treasurer and Historian shall be nominated from the floor at the
Spring Annual Meeting and shall be voted upon at that meeting.
Only members of the Board of Governors in attendance shall be entitled to vote.
5.06 On all matters of policy at a general meeting, each school shall have one vote. In addition,
each attending superintendent shall have one vote.
5.07 At times, other than an executive meeting, an e mail vote or conference call may be taken
on matters of general administration. Ballots must be kept until the following Spring or Fall
meeting.
5.08 A quorum shall consist of one executive member other than the Zone Secretary and one
third of the member schools.
5.09 The contract Zone Secretary/treasurer will be given a term honorarium of four thousand
dollars ( $4000.00).
5.010 The President will be given a term honorarium of fifty dollars ( $50.00).

5.11 Mileage at a rate of $ 0.45 per kilometre (one way) will be paid to executive traveling to:
A. any duly called Executive meeting
B. any Zone tournament in an official capacity
C. any duly called meeting of the Provincial ASAA Board of Governors in
D. an official capacity.
ARTICLE VI DUTIES OF OFFICERS OF THE EXECUTIVE COMMITTEE AND COMMISSIONERS
6.01 To have charge of the association and the supervision of all committees.
a. To adhere to the constitution and pursue the policies laid down by the constitution; and to
pursue the policies laid down by the resolutions passed at general meetings of the
association.
6.02 To rule on questions of eligibility
6.03 To rule on situations not specifically covered by the constitution.
Duties of the Officers and Commissioners:
The President shall:
preside at the General and Executive meetings of the association
represent the association in contacting the Boards of Education, the Press and the Public.
have the authority to enquire into any matter pertaining to the affairs of the association and
may ask any representative to attend any meeting.
be an ex-officio member of each committee authorized by the CASAA.
attend the Fall and Spring meetings of the ASAA in the year in which he/she holds office.
The Secretary/Treasurer shall:
_ make the necessary arrangements for, and send out notices of all executive and general
meetings
record the minutes of all meetings and send copies to all members.
advise any member of his appointment to any committee.
prepare and send out annually, to all athletic directors of all member schools, a directory of
the association.
advise the president of all communication received before action is taken.
be the official custodian of all trophies and records of the association.
prepare an agenda for all general and executive meetings after conferring with the president
send the notices of motion and any correspondence to the Zone members, two weeks prior
to the semi-annual or annual meeting.
assume any duties not specifically assigned.
maintain a registry for all players of basketball, volleyball and any other sports under the
ASAA..
file all player registrations for sports requiring ASAA registration.
report any discrepancies in certificates or score cards to the executive committee
update the constitution annually and mail to each member school, with the minutes of the
fall meeting, a copy of the updated constitution.
have charge of all finances of the association.
submit a financial statement to the annual meeting.
order rule books, medallions and ribbons annually for all individual athletes and coaches of
all champions of all CASAA Zone playoffs.
attend the Fall and Spring meetings of the ASAA in the year in which he/she holds office.
co-ordinate Provincial entries for CASAA

The Vice-President shall:
act as an advisor to the present president and coordinate activities of the Zone Sport
Commissioners.
attend the general and executive meetings of the association and assume the
responsibilities of the president when that officer is unable to act or is not present; and
shall assist with the overall administration of CASAA.
assume the position of president the following year.
The Executive Assistant (Historian) shall:
be responsible for collecting and filing information from the year's activities
be a liaison person for publicity for ASAA
keep track of results throughout the year
The Director of Girls Athletics shall:
be female and elected for a one year term
assist with the overall administration of the association
serve as a major spokesperson for the girls athletic program
assume the position of the Sec/Treasurer or Historian the following year
submit to the Historian a review of all girls activities
be a liaison person for publicity for ASAA
The Director of Boys Athletics shall:
be male and elected for a one year term.
assist with the overall administration of the association
serve as a major spokesperson for the boys athletic program
assume the position of Sec/Treasurer or Historian the following year.
submit to the Historian a review of all boys activities
be a liaison person for publicity for ASAA
The Commissioner shall:
be responsible for organization and administration of specific activity final Zone competition.
coordinate conferences including the appointment of conference coordinators
be familiar with new developments in rules, equipment, coaching techniques and distribute
new information to all member schools.
present recommendations to CASAA, Executive and member schools
further their sport through the use of bulletins, conferences, and other forms of publicity and
promotion.
attend Zone tournament
ensure that records are kept for the sport
prepare and assist in annually updating sport policies
be a liaison person for publicity for ASAA
ARTICLE VII MEETINGS
7.01 The CASAA Fall Meeting shall be held on the second Monday of September at 10:30 am in
Ponoka. The Spring Meeting shall be held on the third Monday in April in Ponoka at 10:30

am with the exception of a conflict with Easter holidays, in which case the meeting will be
held on the second Monday.
7.02 Other meetings may be called at the discretion of the Executive Committee or a policy
referendum may be executed by e mail.
7.03 No meetings shall be held on a Sunday.
ARTICLE VIII ORDER OF BUSINESS
8.01 The order of business shall be as follows:
A. Reading of minutes
B Business arising from minutes
C Reading of communications
D Financial reports
E Notice(s) of motion
F Reports of committees
G Unfinished business
H New business
I Discussion of topics
J Appointment of Officers (Spring meeting)

ARTICLE IX ACTIVITIES
9.01 All athletic activities over which the CASAA assumes control shall
be governed by a code of policies appended to the by-laws.
9.02 Each activity will be governed by it's own code of policies.
9.03 Unless otherwise stated, the National Sport Governing Body rules for each activity shall be
accepted without revision.
9.04 The activities of the CASAA shall consist of volleyball, basketball, cross country, golf,
cheerleading, wrestling, curling, badminton, track and field, football, and tennis.
9.05 Zone tournament coordinators shall submit financial statements and tournament summary to
the appropriate Sports Commissioners, and Zone Secretary, as well as a historical
summary to the Historian ( names of players and coaches and school to be included for the
team sports; and names of players and school for individual sports).
9.06 Zone tournament entry fees are to cover the costs of major and minor officials, medals and
other additional costs.
9.07 Teams failing to fulfill commitments to Zone playoffs shall notify the host school by
Monday noon prior to the Zone Tournament. If failing to do this, the school will be
fined the Zone tournament entry fee and pay the host school.
9.08 Tie Breakers - No team may be eliminated on the basis of points scored for and against from
a playoff position. A game or match must be played to determine who makes the playoffs.
ARTICLE X AMENDMENTS
Amendments to the By-Laws may be made by a 75% majority vote of the members in
attendance at a duly constituted meeting. Notice of Motion to amend the By-Laws must be sent to

the Zone Secretary at least three weeks in advance of the date of the general meeting. The Zone
Secretary must advise all member schools at least one week before the meeting of any proposed
amendment.
10.01 Notice of Motion to amend the By-Laws may be waived where such an amendment is clearly
of a housekeeping nature and does not change the intent of the By-Laws.
10.02 Amendments must be submitted by schools or the Executive Committee

POLICIES OF THE CENTRAL ALBERTA SCHOOLS ATHLETIC ASSOCIATION
Section I CODE OF ETHICS
CASAA will follow the Code of Ethics adopted by the ASAA and found in Section I of the
ASAA Handbook.
Section II ELIGIBILITY
2.01 All questions of eligibility of players except as herein provided, must be referred to the
Executive Committee.
2.02 CASAA will follow the Eligibility requirements adopted by the ASAA and found in Section III
of the ASAA Handbook.
2.03 Any player or coach who receives a flagrant foul (basketball) or match misconduct
(volleyball) may not participate in the next game or match. This includes league games and
Zone playoffs.
2.04 Any team using ineligible participants after being notified by the association, disqualifies its
team from the right of participating in CASAA tournaments.
Section III TEAM COMPETITION AND PLAYER PARTICIPATION / REGISTRATION
3.01 To be eligible for Zone competition, a high school student shall not be permitted to play for
both an outside team and a school team in the same sport, in basketball or volleyball during
the same season.
3.02 Players guilty of misconduct either before, during or after a match, must be reported to the
tournament chairman, who will report on the incident to the Executive Committee if he/she
deems it necessary.
3.03 The executive committee shall have the power to suspend a player guilty of misconduct.
3.04 Each team participating in a CASAA Zone competition shall be under the supervision of a
teacher-coach or teacher-supervisor of the school board which it represents. Where overnight
accommodation is required, women shall supervise girls teams, men shall supervise boys
teams, and composite school teams in individual and dual sports which are co-educational
shall have supervisors of both sexes. It is the responsibility of the tournament coordinator to
enforce this rule. Teams or individuals unaccompanied by a teacher-coach or teacher-
supervisor of the board are ineligible for Zone competition.
3.05 ASAA Team eligibility registration forms must completed on-line by the ASAA deadlines (refer
to Section IV, item D pg 54 ASAA Handbook)
3.06 Teams that register with the intention of participating in Provincials are responsible to
compete in the area and zone tournaments (once qualified). Failure to do so will result
in a fine equal to the entry fee administered by the sport commissioner. If the fine is
not paid, the school will not be able to participate in any CASAA & ASAA sanctioned
event.
A team may drop out of areas or zones as long as they declare this by the “deadline to
add students” dates in the ASAA policy
A team that does not participate because for extenuating circumstances shall contact
the Central Zone executive in writing, where a decision will be made based on the
CASAA Constitution Page 11

circumstances. This is the only way a team can be excused from the fine and
sanctions.
Section IV APPEAL PROCEDURE
4.01 No verbal appeals will be accepted.
4.02 The Zone Secretary shall be the first level to consult for interpretation and ruling, if necessary,
of CASAA policies.
4.03 Where a school is dissatisfied with the ruling by the Zone Secretary an appeal may be
submitted to the Zone Executive within 24 hours of the Zone Secretary's ruling. This appeal
shall be in writing and signed by the school principal. A ruling will be rendered by the
Executive within 24 hours of receipt of the appeal.
4.04 The decision of the Executive shall be reported by phone to the appealing group and shall be
documented by letter to the individual and principal.
4.05 All issues of eligibility shall be dealt with by the Executive Committee.
4.06 If dissatisfaction still exists the school may appeal to the A.S.A.A.
Section V TOURNAMENT GUIDELINES AND FINANCING
5.01 All tournaments shall be conducted subject to the approval of the president and Zone
Secretary.
5.02 The general responsibilities of the host school shall be:
A. Prepare the draw and notify the competing teams.
B. Publicize the tournament.
C. Arrange for officials.
D. Arrange for necessary supervision of the school
E. Submit a report to the Zone Secretary and Sport Commissioner following the
tournament.
5.03 Travel arrangements and costs will be left to the individual schools involved.
5.03 CASAA will pay entry fees for Provincial competitions for the following sports:
Cross Country Badminton Track and Field
The schools will be invoiced following the competition. Schools are responsible for the entry
fee of students who register but do not attend.
5.04 A written tournament report and financial statement must be submitted to the Commissioner
and Zone Secretary.
Section VI AWARDS
6.01 Gold and Silver medallions shall be presented to Zone winners in all competitions sponsored
by CASAA at no cost to the host school

6.02 Bronze medals may be presented by the host school with the understanding that costs
will be absorbed by entry fees and with a consensus of the participating schools
6.03 The following medals will be presented by CASAA:
A. Badminton
Gold & silver medals - 24 (first & second place in: junior, intermediate, senior singles, doubles and
mixed)
B. Basketball
Senior Varsity
Gold & silver medals - 15 players for each ("A", "2A", "3A" boys & girls)
Junior Varsity
Gold medals - 15 players for JV (girls & boys)
C. Cheerleading
Gold & silver medals - 16 Large squad, 9 Small squad & 4-16 Co-Ed squad
D. Cross Country
Gold, Silver & Bronze medals - 18 (1st, 2nd & 3rd in: junior, intermediate, senior)
Gold team Champions - 24

Gold & silver medals - 16 (boys, girls, mixed teams

Section VII AMENDMENTS
7.01 All items under Policy may be amended by a majority vote of the members in attendance at a
duly constituted meeting. Proposed amendments must be submitted in writing to the Zone
Secretary at least three weeks prior to the date of the Fall or Spring Meeting. The Zone
Secretary must advise all members schools at least one week before the meeting of any
Notices of Motion.
7.02 Notice of motion to amend the Policies may be waived where such an amendment is clearly of
a housekeeping nature and does not change the intent of the Policy.
7.03 Amendments may be submitted by schools or the Executive Committee.

Section VII BADMINTON
8.01 The rules governing badminton games will be the laws of badminton adopted by the
International Badminton Federation and the Canadian Badminton Association. All games are
rally point up to 21. You must win by 2 points. If the score is tied 29-29, next point wins.
8.02 The Zone Championships host will be determined on a rotational basis.

8.03 The Zone Championship will be held on the Saturday prior the ASAA Provincial
Championship.
8.04 Each of the four AREAS are eligible to send two representatives in each event. These players
must be identified as first or second seed.
8.05 Each AREA team shall consist of 24 boys and 24 girls to play in the following categories:
6 Girls Singles 6 Boys Singles
6 Girls Doubles Teams 6 Boys Doubles Teams
6 Mixed Doubles Teams
All competitors will be categorized as follows:
Junior: under 16 as of September 1 of that school year
Intermediate: under 17 as of Sept. 1 of that school year
Senior: under 19 as of September 1 of that school year
8.06 An athlete may opt to play at an older age level but may play in only one event.
8.07 The CASAA championship will consist of eight player/teams per event. These player/teams
will be divided into two pools of four according to the seeded area registrations. Each
player/team will play a match against the other competitors in their pool. the top two place
finishers in each pool will advance to a playoff round. First place in pool 'A' will play second
place in pool "B" and second place in pool "A" will play first place in pool "B". The winners of
the semi-final matches will then play off for first and second place. The losers of the semi-
final match will play off for third and fourth place.
8.08 In the event two players/teams tie for first place in the round robin, first place will be
determined by the result of the match between the two tied players/teams. In the event of a
three-way tie, first place will be determined by total games won minus total games lost. If the
tie still exists, total points won minus total points lost will determine the final placing. Once
first place has been determined the remaining two tied teams will play one game to twenty
one points to determine second place.
8.09 First place finishers in each event will advance to the Provincial competition except in singles
play where the top two finishers advance to the Provincials where they will be seeded for
opening round matches.

8.10 The CASAA school champion will be the school accumulating the most points in each of the
15 events based on:
first place:4 points
second place:3 points
third place:2 points
fourth place:1 point

Section IX BASKETBALL
9.01 General section pertaining to all teams:
1. The rules for the CASAA basketball will be FIBA with the modifications specified in the ASAA
Handbook.
2 All Zone playoffs are to be completed no later than the Saturday (2nd weekend in March) prior
to the weekend of the ASAA Provincials.
3 Any team wishing to issue a challenge game must notify the commissioner of the specific
conference on their intent by FEBRUARY 1. If there is no challenge by tis time there will be no
challenges.
4 If a team has qualified from their conference to participate in the Zone playoffs and then later
drops out, their position in the tournament will be filled according to the following criteria:
A. If applicable, the host team will be given the vacancy.
B. The next team from the conference from which the team dropped out will be given
the vacancy.
C. The next team from the host conference will be given the vacancy.
D. The Commissioner, along with the director of that particular classification will
appoint a team to fill the vacancy.
3 All teams that have qualified for a Zone tournament must notify the host school by no later
than noon on Monday prior to the tournament .It is also the responsibility of the qualifying
teams to notify their respective Director.
3 If the host is to be determined by the team's final standing in a given conference, it is the
responsibility of the conference coordinator to notify the Director of the given classification
when a host has been determined. At that time the Director will notify all conference
coordinators who then will notify all schools in the conference that have qualified for the Zone
tournament.
4 No conference is to allow any league operating within that conference to eliminate any team
that may be tied for the final playoff spot, using any other tie-breaker method other than a
playoff game. A points "for and against" method may be used to determine the sight of such a
game however.
5 No conference is to eliminate any team in that conference due to their inability or lack of
desire to play in a league. Such teams must all play off amongst themselves and the winner
would travel to the home of the lowest finishing league team that has qualified for the playoffs
and play one game. The winner of this game would then advance to the Zone tournament or
playoff.
6 Each Zone tournament or playoff shall have provincially carded officials, each of whom shall
be a member in good standing of the Alberta Basketball Officials Association and the
appropriate local referee's association. Officials are to be assigned by the appropriate local
association.

7 .The host committee or school of any Zone tournament or playoff may charge an entry fee in
order to meet reasonable expenses incurred by the committee or school in staging the
playoffs. This should include both major and minor officials and any awards sanctioned by, but
not paid for by CASAA.
8 All tournament coordinators shall submit to the Commissioner a written report of the CASAA
Zone Playoff they hosted which contains a financial statement as well as a summary of the
results of the tournament/playoffs no later than by April 1 of that year. The commissioner
will include this in their report at the Spring Meeting of CASAA.
9 All Zone tournaments requiring the playing of more than two games, shall take place over a
minimum of two days. At no time will any team in CASAA ever have to play more than two
games that are leading to a berth in the Provincials in any one day The only exception to
this will be if two teams that have drawn each other in a six to eight team draw BOTH agree
to play their first game on Saturday.
9.02 Section pertaining to 1A schools/teams
1. All A schools will be assigned to a league; West, Central or East, for the purposes of eliminating
the teams or participation in the Zone Tournament. Each school is assigned to a league but
may choose not to participate in it during the season.
2. The two top teams from each league will qualify for the Zone Tournament. Standings should be
based on results from 'A' teams playing one another. (A different level of school cannot
eliminate you eg 2A vs 1A).
3. Only the third and fourth place teams from each league will have the option of participating in a
Zone Qualifying Tournament on the weekend previous to Zones. The top two teams from this
tournament will then advance to the Zone Tournament. The draw will be determined by the
commissioners according to the number of entrees. The host is the third place team using the
Zone Tournament rotation (A) for Girls and (B) for boys.
4. If a team does not participate in a league but wishes to challenge in they must declare this to
the respective commissioner by Feb.1. The challenge would be to the fourth place finisher of
the league and be played at the fourth place finishers choice of venue.
5. The Zone Tournament will be hosted by the League Champs, alternating the years as follows:

6. The Zone Tournament will take place on Friday (1 game) and Saturday on the weekend prior to
the ASAA Provincials. The format will be an 8-team Oregon draw when there are only two (2)
Provincial berths from our zone. A modified double knockout is used when there are three (3)
berths. If one of the berths is a host, the host team must advance to the Finals Game for the
extra game to be played. (This adds one game to the draw and requires two teams to play
three games on Saturday)
Teams will be seeded by the 1A commissioners using results from: Tournaments, League and
Provincial rankings

9.03 Section pertaining to AA schools/teams
All AA schools will be placed into one of two (east & west) conferences for the purpose of
eliminating the teams to 8 for participation in the final Zone tournament.
1. Each conference will send four (4) representatives to the Zone tournament.
2. To determine the four teams that will represent the respective conferences, teams will either
compete in a league consisting of conference teams, or a challenge will take place at the
home of the 4th place team no later than one week prior to the Zone tournament.
3. Any A schools which opt up to AA must indicate their desire to challenge for a playoff berth no
later than December 22, the same date they must so indicate to ASAA. They would then
enter into the challenge procedure unless they are already entered in the league.
4. Arrangements for all challenges are to be made by the conference coordinator. Final
tournament arrangements by the director of AA basketball and the host school.
5. Exceptions to the above would be if any teams participate in another league, in which case a
playoff format must be agreed upon to determine the conference representatives.
6. Only one non-league team may challenge the 4th place team. If there is more than one team
desiring to challenge, they must hold a preliminary playoff to determine the one team that will
challenge. If the non league that challenges for the 4th position wins they will be designated
as the 4th place team in the conference, unless they have a Provincial ranking which is higher
that other teams within the League. In this situation they will assume that teams position.
(For example, if Team A is a non league team and challenges and beats the 4th ranked team
in the conference they earn a place at the zone competition. If non league team A is ranked
5th in the provincial rankings, the first place team in the league is provincially ranked #2 and
the second place team in the league is provincially ranked 10th, then the non league team
then assumes the second place position for zone competition for that conference.
7. Non league teams forfeit their right to host the Zone tournament. The Zone tournament will be
hosted by conference champions, alternating annually as follows:
Even years: West hosts Boys East hosts Girls
Odd years: West hosts Girls East hosts Boys
8. The Zone tournament will take place on a Friday and Saturday using the Eight Team Oregon
Draw. The pairings will be as follows (not necessarily in order):

The winners advance into the semi-finals and the losers to the consolation. The above games
are to be played on Saturday.

9.04 Section pertaining to 3A/4A schools/teams
1. All 3A/4A schools in CASAA will be given the opportunity to qualify for Provincials by first
either participating in the CASAA 3A/4A League, or by challenging the lowest standing eligible
play-off team in the league. Such a challenge game will take place one week prior to the start
of playoffs.
2. Any teams that wish to opt up to 3A or 4A must indicate their desire to challenge for a playoff
berth no later than December 15, the same date they must so indicate to ASAA. They
would then enter into the challenge procedure unless they are already entered into the
league.
2. Exceptions to the above would be if any teams participate in another league in that case a
playoff format must be agreed upon to determine the conferences representatives.
3. Only one non-league team may challenge the sixth place team, and if there is more than one
team desiring to challenge, they must hold a preliminary playoff to determine the ONE team that
will challenge.
4. The Zone playoffs will take the following format:
The Competition will involve the top six 3A schools in a 6 team playoff. Any teams playing in
Tier II will have the opportunity to advance into the 6 team competition by way of a cross tier
playoff. After single game eliminations in quarter, and semi-final games, the Zone
championship will be a best of three. The team with the highest ranking will have the option of
opening at home or on the road.
5. 3A/4A Tie-Breaking Procedures
The method of deciding the higher ranked team in the case of a tie is as follows:
The results of the games between the teams tied for a particular position will be looked at first.
If this does not settle the tie, then the team having the best ratio of points for/against,
considering games played between the tied teams, will be ranked higher.
If this does not settle the tie, then the team having the best ratio of points for/against,
considering all games played in the league, will be ranked higher.
These methods of deciding ties will only be used to determine 1st, 2nd, 3rd, 4th, and 5th
places. If a tie exists for 6th place then a sudden death game must be played at a time
convenient for both/all teams, and at the location of the team placed higher using the above
tie breaking procedures.
6. All arrangements for these playoffs, including any eliminations involving teams challenging,
will be made by the director of 3A/4A basketball. He will notify teams, officials, press, etc.

9.05 Section pertaining to Junior Varsity Teams
1. By definition, a J V team consists of those players in a school who have been cut from their
school's senior team, and are thus participating on the school's second team. Only Grade 9,
10, and 11 players are eligible to play on a JV team.
2. A student is eligible for competition on the J V team for two consecutive years after registration
in Grade 10. In schools that have grade nine in the school, the grade nines are also eligible for
competition on the J V team as long as they are not playing on another team.

3. After a player's name has appeared on a CASAA senior league's score sheet three (3) times,
that player will no longer be eligible for participation at the J V level. In the event a school is not
participating in any senior league, the school must submit to the director of JV basketball no
later than February 15, an application for inclusion in the JV playoffs, which will contain a list of
all their senior level players who are regularly playing. Basically the honour system is to be
used and those players submitted are not eligible for JV playoffs. The school is also asked to
submit a summary of the season (wins and losses, opponents played, etc) so the director will
have an idea where the team should be seeded in the playoffs.
4. The format for the JV final tournament will be an 8 team Oregon draw tournament that will
guarantee three games. The teams will be seeded according to final standings in league play.
Only teams that play in the league will be allowed to participate in the JV wrap up tournament
at the end of the year.
5. The host for the JV tournament will be decided at the fall meeting of CASAA.

Section XI CROSS COUNTRY
11.01 The meet shall run in accordance with track and field rules as published by the IAAF.
11.02 A team may have up to ten (10) members and four of these runners must finish to score as a
team.
11.03 Events:
There shall be three (3) events for Boys and Girls known as: Junior, Intermediate, and Senior.
11.04 Distances
Junior, Intermediate and Senior Boys courses shall be 4000, 5000, and 6000 meters
respectively.
The Junior, Intermediate, and Senior Girls courses shall be 3000, 4000, and 4000 meters
respectively.
11.05 The Zone Cross Country race shall be held at least nine days prior to the Provincial
competition.
11.06 A team championship shall be awarded in each category. Each school must have four runners
finish to qualify. The following format shall be used to determine total points. The school with
the lowest total points being the champion.

11.09 Provincials – Athletes must pick up race numbers 1 hour prior to race time. Any numbers not
picked up 1 hour prior to race time, athletes will be scratched and substitutions will be made
from the registered substations.

Section XII CURLING
12.01 Rules
1. The rules governing curling shall be the rules of the Canadian Curling Association (CCA) as
modified to comply with the constitution of the ASAA.
2. Each team is permitted to take two 60 second time out per game. This time out must be
taken when the team is in possession of the rock. It may be called by the skip or coach. This
timeout cannot be carried forward to the extra end(s).
3. A five-minute break is allowed after the 4th end.
4. An additional 60-second timeout is available to each team in the event of extra end(s)
12.02 The Zone competition shall use the "Free Guard Zone" rule currently used by the CCA.
12.03 Eligibility
Each high school team will be allowed no more than two (2) high school student who has
advanced to the Provincial Junior Men's or Provincial Junior Women's championship.
12.04 At Area playoffs leading to Zone And Provincial championships, a school will be allowed to
enter only one team in each competition (girls, boys, mixed).
12.05 Each team registration will list five (5) students in Boys and Girls competition and six (6)
students , three boys and three girls, in mixed competition.
12.06 In mixed curling, a rink shall have two boys and two girls, with boys and girls alternating in the
four positions.
12.07 All rinks must start their games with four players, any rink not having its full compliment of four
players shall be disqualified from playing that game. In the case of illness or accident during a
game, the first two players throwing stones in the rotation will throw three stones. No rink will
be allowed to continue playing with less than three of the four players who started in that
game. The listed substitute will be allowed as a sweeper only.
12.08 Substitutions may be made between games by using the registered non-playing substitute(s)
for any team position. In mixed play, the male substitutes can be used in place of a male
player, the female substitute in place of a female player, complying with section 12.04. In
mixed play, if a substitute of the correct gender is not available then the team will continue the
game with three players in their existing order, throwing 3, 3, and 2 stones. In the case of
substitution during the game, substitutes can only be used as per section 12.07.
12.09 All teams must continue through levels of competition with the team members registered as
per Zone registration regulations.
12.10 All games will be of eight ends duration. In the event of a tie at the end of the regulation
game, additional ends will be played until a winner is determined.
12.11 The bonspiel format shall be a modified or modified-modified double knockout.
12.12 The Zone competition will be held the weekend prior to Provincials and the Area competition
to be held the weekend prior to Zones. Competition will take place in the form of a weekend
(thurs., Friday and Saturday) bonspiel.

12.13 Participating teams in the Zone bonspiel will be determined by dividing the Zone into two
areas with four teams advancing from each area to the Zone bonspiel.

Section XIII FOOTBALL
13.01 The playing rules governing football matches shall be the C.R.U. rules for Twelve Man
Football.
13.02 The CASAA recognizes the CAFRA as the official organization for training and qualifying
officials. Referees shall be appointed by the Central Alberta Football Referee's Association for all league
and playoff games.
13.03 Travel and official rates shall be determined each year by mutual agreement between CASAA
football section and the CAFRA football section. Officials must be made aware of this section.
13.04 League play consists of a maximum of ten (10) games.
13.05 Players having played with a Junior football club become ineligible for CASAA football
competition.
13.06 A player ejected from a game will also receive a further automatic one game suspension.
13.07 All-Conference players will be selected by their own individual teams. Four players from
each team will be selected, not according to position, but the four which the coach feels should be
recognized as a member of the All-Conference team, judged by their ability.
13.08 A channel for protests involving a committee to deal with protests of football games should
be established, consisting of:
a. Football Commissioner
b. Officials Chairman
c. CASAA President
13.09 Eligibility
a. Cannot have played with a Junior or Senior football club (except grade 12 players who have their
coach's permission and play one exhibition game, remain eligible)
b. Must meet eligibility requirements as outlined in Article II, Section 2.02 of the CASAA By-Laws.
13.10 Playing time
a. All games are twelve minute quarters.
b. Teams are to be on the field fifteen minutes prior to game time.
c. Fifteen minute half-time break
13.11 Players and team registration to be sent out to commissioner prior to first league game.
Any additions or deletions should be sent in after this date so an accurate record is maintained.
Registration fee, plus insurance bonds, are to be in the hands of the commissioner prior to May 31.

13.12 Home team responsibilities
a. Forward copy of score sheet and statistics on the first school day following a game, to visiting
team and to the commissioner.
b. Phone scores to radio/newspaper sports editors (a list to be provided by the commissioner).
c. To prepare the field properly:
i. field marked at 5 yard intervals
ii. adequate goal posts
iii. flags or pylons marking four corners of each end zone.
iv. bench areas and restraining line to retain teams between 15 and 45 yard lines. (optimum
restraining line is 5 yards with bench 10 yards from sideline. Minimum line is 2 yards, with bench 5 yds from
sideline)
d. Minor Officials and safety equipment:
i. timer with stop watch, minute flag and starting pistol
ii. stretcher
iii. a doctor, if possible, or phone number of ambulance, doctor and hospital.
iv. a properly inflated, new, sized J5V football in excellent condition; appropriate kicking tee. In
inclement weather, 3 such footballs should be available for play.
v. suitably trained chairmen and markers.
vi. programs with both rosters
vii. public address system if possible
viii. a statistician, preferably an adult, properly trained
ix. a visible scoreboard and timing indicators.
13.13 Visiting Team responsibilities
a. A player line up including name and numbers of players in numerical order must be sent to the
home team four days prior to each game.
b. An assistant statistician to assist the home team statistician.
13.14 Suspensions: Players and coaches who are suspended from a game for misconduct
automatically draw a one-game suspension and serious incidents may be further dealt with by the
commissioner.
13.15 All other rules are followed as published in the Canadian Amateur rulebook, including cleats
and sweater numbers.
13.16 Performance Bonds:
Effective September, 1985, the performance bonds are automatically forfeited each time a team
violates the above by-laws concerning failure to maintain home team or visiting team responsibilities. A
replacement bond must then be posted prior to the team's next game. Effective September, 1985, the
performance bond is $150.00. A team failing to appear will automatically forfeit the $150.00 which will go to
the other team.
A team which is late submitting the league registration or fees will forfeit all games until they are received.
13.17 Playoffs: The top four finishers in league play advance to a playoff round with First place
playing Fourth; and Second place playing Third. Winners of these games will advance to the championship
game, while the losers will play for 3rd place.

13.19 Inclement Weather: In cases of severe weather conditions, and if there is sufficient time
prior to the game, the Commissioner shall make the decision in consultation with the coaches involved. The
head referee is responsible after the game has started.
13.20 Schedule: In setting the schedule on an annual basis, the principle that will be followed is
one week rotation each year.
13.21 Enrollment: In cases where two schools have a low enrollment and they wish to combine
to form one team, their status will be reviewed at the annual league meeting, with the
understanding that should the enrollment of either school reach the level of any other participating school,
they will no longer be able to form one team.
13.22 Breaking of Ties: Play-off positions will be determined by the following order:
a. head to head
b. record between all teams qualifying for a playoff berths.
NOTE: No team can be eliminated from a play-off berth by this procedure. Tie breaking game(s) will be
played if there are more than 4 teams qualifying for the playoffs.
13.23 Classification of Football Officials:
AA Level I and II Technical 5 yrs. experience.
A Level I and II Technical 2 yrs. experience
BB Level I 5 years experience
C No experience
a. For all CASAA games, Head Referee should have AA or A classification
b. Each game should have three A or B officials.

Section XIV GOLF
14.01 The playing rules of the RCGA and local rules as proclaimed by the Host club shall govern the
golf tournament
14.02 The tournament is to be held at least one week prior to the Provincial tournament.
14.03 The tournament shall consist of one round of 18 holes. All play is medal play. All putts must
be holed.
14.04 No post entries accepted. All schools must submit a team roster with handicap. Handicaps
are for grouping purposes only.
14.05 There shall be four zone team competitions: 2 for girls and 2 for boys. The teams are
established according to school population with A and 2A in one event and 3A and 4A in
another event. The zone shall hold a separate A/2A championship and 3A/4A championship.
14.06 Each team shall consist of 3 or 4 members from the same school.
14.07 A team's score shall be compiled using the best 3 gross scores.
14.08 There shall be 2 individual competitions, one for boys and one for girls. All team members are
eligible to compete in their respective individual competitions.
14.09 Each individual competitor shall play one round of 18 holes and the gross score shall be used
to determine the champion.

Section XV TENNIS
15.01 The rules governing tennis games shall be the official played rules of tennis as adopted by
The Canadian Lawn Tennis Association.
15.02 A team consists of eight girls and eight boys.
A. A and B according to the ability (A being the best player)
B. Two girls ranked A and B and two boys ranked A and B play singles.
C. Six girls and boys play doubles: two girls doubles teams ranked A and B; two boys doubles
teams ranked A and B; two mixed doubles teams ranked A and B.
D. Players may play in one event only.
E. In the case of a 6 - 6 game tie, a 12 point tie breaker as sanctioned by the CLTA shall be
played.
F. The maximum number of sets in a match shall be three.
15.03 A double knockout tournament will be used for the tennis competition. Championship and
consolation play will take place within each section. Each team will be guaranteed two
matches.
15.04 In the event that there are less than six competitions for anyone section (ie boys singles or
girls doubles), a round robin tournament will then take place for that section.
15.05 Twelve - point tie breaker:
A. The tie breaker is the best of twelve points providing the winner has a margin of two. If the
score reaches six points all, the tie breaker game shall continue until one has a two point
margin. The score of the set decided by a tie breaker shall be recorded as 7 - 6.
B. The player whose turn it is to serve shall put the ball into play for the first point of any tie
breaker game. The opposing player serves the second and third points and service alternates
after each two points thereafter.
C. The first point shall be served from the right court and service shall alternate from left and
right courts thereafter.
D. Players change ends after every six points during the tie breaker without resting and at the
end of the tie breaker game.
E. The tie breaker game counts as one game for the purposes of ball changes.
F. In doubles, the procedure for singles still applies.

Section XVI TRACK AND FIELD
16.01 The rules governing track and field activities shall be the rules of the International Amateur
Athletic Association (IAAF) as modified by the ASAA.
16.02 Classifications:
A. Participants will be classified according to age as of Sept 1 of that school year:
Senior: Competitors shall be under the age of nineteen.
Intermediate: Competitors shall be under the age of seventeen.
Junior: Competitors shall be under the age of sixteen.
B. Competitors are limited to competition in one class in the Zone meet, with the exception of
Open events.

16.04 A. The Zone will be divided into four areas with each area being permitted two entries per
category to the Zone meet.
A. Each athlete may enter a maximum of four individual events, plus relays. The number of
individual track events must not exceed three.
B. Two relay teams from each area qualify for the Zone meet. In cases of injury or illness to a
relay member, one athlete per relay team, from any area shall be permitted to participate on
that team.
16.05 The four areas will be delegated meet responsibilities by the Zone chairman.
16.06 Relays: 4 x 100m relay teams placing first and second at the Zone competition shall advance
in their entirety to the Provincial meet. Any changes to these teams shall be at the discretion
of the area of school coach responsible for that team. The Zone Coordinator shall be
informed of these changes by the end of the Zone meet.
16.07 If a relay team is school based (4 members) they can use their own school uniform but
if a relay team is made up from a number of schools they must use the Central Zone
uniform

16.08 Unless the regulations applying to Provincials are changed relative to the status of relays as
track events (these regulations now include relays as a track event), athletes qualifying to run
in each relay who have already filled their quota of running events as per 15.04, will be
required to drop events as per their choice so as to comply with these regulations.
16.09 The CASAA track meet will be held on Wednesday, ten days prior to the Prov. meet. In the
case of postponement, the meet will be rescheduled on the Friday of the same week.
16.10 The entry fee to the Zone meet will be determined on the basis of cost to operate the Zone
meet. This total will be divided equally among the eight locals, or four areas (depending upon
15.04). The method of collecting these fees at the local/area level will be left to the discretion
of local/area coordinators. The coordinator from each local/area will submit this fee by way of
a single cheque to the Zone coordinator, along with Zone entry sheets.
16.11 Team and individual results shall be tabulated on the basis of a 9-7-6-5-4-3-2-1 point system
for the first six places. Points are awarded to relay events shall be 16 - 12 -8 - 4 for the first
through fourth places. Each runner will receive ¼ of the total points earned by the team for
their school totals.
16.12 Awards: A, AA, and AAA/AAAA trophies shall be awarded to the school whose athletes have
accumulated the most points. Relay team points shall not be included in determining school
aggregates.
16.13 The schedule of events will be adapted from the provincial schedule to fit the zone meet. The
schedule will be included in the CASAA constitution. The schedule shall only be altered at the
Spring meeting.
16.14 It shall be the responsibility of the Zone Coordinator to mail a copy of the Zone meet results,
and updated records to each high school in the Zone, within one week following the Zone
meet.
16.15 The first two place finishers in each event excluding relays are eligible for Provincials or if one
or both of these two do not wish to go to the Provincials, then the next place finisher becomes
eligible. It is the duty of the coach of each team to indicate if their athletes will not be going to
the Provincials otherwise the top two place finishers are automatically entered.
16.16 The Zone Coordinator will send the necessary entry forms and entry fees to the Provincial
Coordinator.
B. Entries must be submitted prior to the date determined by meet coordinator.
16.17 All scratches and substitutions must be submitted to the area chairman or designate prior to
the final call of the event. Substitution may only be allowed prior to the third and final call of
the event.

Section XVII VOLLEYBALL
17.01 The playing rules governing volleyball matches shall be the rules of the Canadian
Volleyball Association. Net height shall be:
Senior boys: 2.43m
Junior boys: 2.43m
Girls: 2.24m
17.02 Travel and officials rates shall be determined each year by mutual agreement between
the volleyball commissioner and the volleyball officials association representative. Each Zone
tournament or play off shall have two provincial or higher rated officials, each of whom shall
be a member in good standing of the Alberta Volleyball Officials Association and the
appropriate local officials association. These officials should alternate as first and second
referee. The first referee shall, at all times, have a provincial or higher rating.
17.03 The Zone Tournament shall be held on the Saturday preceding A.S.A.A. Provincials.
17.04 A volleyball commissioner will be responsible for administration and organization of the
final Zone tournaments for Provincial play. The conference coordinators will be responsible
for the administration of their conference and report conference winners to the Volleyball
Commissioner.
17.05 Schools which do not play in the established league and/or those schools who are
changing their classification from the previous season, must notify the Volleyball
Commissioner as to their commitments to Conference and Zone Playoffs, If this is not done by
October 15, such teams shall be considered ineligible for participation in qualifying
tournaments up to and including the Zone competition.
17.06 Awards: The following traveling trophies will be presented:

17.07 The final Zone tournament shall be as follows: a two section, three team round robin
tournament will be played. The top two teams from each pool will play in the semi finals. The
first place team from Section B will play the second place team from Section A. The loser of
these matches will play to determine third place prior to the finals. The final will be between
the winners of the semifinals, and the winner of that match will represent the Zone at the
Provincial playoff. All play will be rally point scoring, the best two of three games; first two to
25 points, third game to 15 points played to a two point difference with no cap. No team may
be eliminated from advancing to the semi finals by points for and against. If the teams are
tied, a single game will be played to determine second place. The first place team will be
determined by the tie breaking system as shown in the ASAA By-Law. No team may be
eliminated from Zone playoffs due to their inability to play in a league. Such teams must play
off and the winner challenge the lowest eligible team that has qualified for Zone playoffs, at
the home of the league team. The winner will advance to the Zone playoffs. This game must
take place at least seven days prior to the Zone tournament.

A. AAA Volleyball:The seeding for the final tournament will be done by the volleyball commissioner
based on league play. Pool A will consist of the first, fourth and sixth place teams; and Pool
B will consist of the second, third and fifth place teams. (The first seeded team will play the
sixth seeded team in Pool A and the second seeded team will play the fifth seeded team in
Pool B) The first place team in the league will have the option of hosting the final
tournament. If a school ends up winning in both the boys and girls respective leagues and
they have sufficient facilities then they may organize the tournament to be run on two days
(Friday night & Saturday) or if they wish they may give the second place team the option of
hosting the other tournament.
B. AA Volleyball: Three representatives from each ( east and west) conference will qualify:
The two sections for the round robin play will be as follows: section A will consist of the first and
third seed from the West conference, and the second seed from the East conference. Section
B will consist of the first and third seed from the East conference, and the second seed from
the West conference. The seeding and elimination of teams representing each conference at
Zone finals will be the responsibility of each conference. The host of the Zone finals will be
decided by the hosting conference. East conference hosts girls in even years, while West
hosts the boys. In odd years, East hosts the boys while west hosts the girls.
C. 1A Volleyball:
This will be an 6 team tournament, three (3) representatives from the West Conference playoffs and
three (3) representatives from the East conference playoffs will attend. Teams will be split
into two pools of three. Each match will consist of the best 2 of 3. After round robin play, the
top two (2) teams in each pool will advance to the playoffs.
The seeding for the two section, one day tournament will be as follows:

East Conference Format - the top three teams from the Highway 12 league and Highway 13
league will meet to determine the zone representatives. Round robin winners in each section
will play for the first and second seeds at Zones. Second and third place teams will play a
crossover semi final and a final to determine the third seed.

West conference format
1st place champions in “West Central League” and “Battle River League” get a bye
into zone tournament as seeds 1 and 2. They play 1 match best of 5 to
determine seeding as 1 or 2. Match is to be played in champions gym on a
rotational basis. The location will change every 2 years. The match will be
played on a weeknight (Wednesday) before November long weekend. The
location will change every 2 years.

2nd and 3rd place teams from each league meet in a crossover tournament to

17.08 Conference coordinators (three in A, and two in AA), will coordinate volleyball
activities in their conference. It will be their duty to organize the conference, determine the
conference winner and assist the volleyball commissioner in Zone playoffs.
17.09 Junior Varsity Volleyball:
A. Eligibility: A student is eligible for competition on the Junior Team for two consecutive years after
registration in grade 10.
In schools that have grade nines in their school, those grade nines are eligible for competition on
the JV team as long as they are not playing on another team. Any player from a Junior team

who moves up to a Senior team, and whose name appears on three score sheets of the
Senior squad, will be ruled ineligible for Junior competition.
B. The final zone 3A/4A Junior Volleyball tournament shall be as follows: a two section four team
round robin tournament will be played. The seeding for the final tournament will be done by
the volleyball commissioner based on league play. Pool A will consist of first, fourth, fifth and
eighth place teams and Pool B will consist of second, third, sixth and seventh place teams.

Section XVIII WRESTLING
18.01 The rules shall be those of the Canadian Amateur Wrestling Association with the exception
being those specifically adopted by ASAA.
A. A list of the rule deviations adopted by ASAA shall be given to the Head Official in advance of the
Zone meet.
B. An acceptable style of headgear is recommended.
C. All wrestlers competing in an ASAA sanctioned event must wear a mouth guard.
D. Water Bottles may be in the corner during competition.
E. The clinch, CAWA article 15, item H, is not permitted in any ASAA sanctioned event.
18.02 Weight classes for wrestling shall be:

18.03 Each school may enter unlimited competitors per weight classification.
18.04 The Zone Team Championship will be determined on a 10, 7, 5, 3, 2, 1 basis.
18.05 The date of competition shall be at least one week prior to the Rural Provincial Meet.
18.06 One Weigh - In shall be held daily. On the first day of competition the scales should close for
one hour prior to the call of the first match. On all other competition days, the scales should
be closed one hour prior to the call of the first match of the day. There should be a 0.5 kg
weight allowance given the second day.
18.07 Officials to be used should be those carded by the Alberta Wrestling Association.
18.08 The type of tournament to be used will be the Olympic Positive Mark System.
18.09 The Rural Provincials shall be an open competition for all rural high school wrestlers.

Zone Supremacy Award
1. Supremacy points based on the following:
A. League - basketball, volleyball, football 80 points
B. Multi - tournament - track 60 points
curling, badminton 40 points
C. Tournament - golf, cross country, wrestling, cheerleading, tennis 40 points
2. Only Zone Championship results will be used to determine Supremacy points, with the exception of
3A/4A volleyball and basketball where league results will be used.
3. Supremacy points to be awarded to the eight teams participating in the JV volleyball and basketball
Zone Championship.
4. Points will be given to mixed in curling and badminton.
5. Categories will be A, 2A, 3A/4A. When there are four 4A schools in the zone there will be a 4A
category.
6. To determine the number of points awarded, take the total point allotment per sport and divide by
the number of participants. That will be the difference for each placing.
eg. Basketball 80 points
8 teams
80 / 8 = 10
1st - 80
2nd - 70
3rd - 60
etc.
7. For cross country, take the number of competitors and award 1st place that number and continue in
descending order.
