REQUEST FOR INFORMATION
FOR THE STATE OF MARYLAND
DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT
As the exclusive tenant representative for the State of Maryland’s portfolio of commercial leases, CB
Richard Ellis, Inc. (“CBRE”) and its contract partner, Birch Advisors (“Birch”) are seeking Expressions
of Interest from Developers, Landlords and Building Owners to lease space to the State of Maryland
for the use of the Department of Housing and Community Development (“DHCD”). The preliminary
requirement for DHCD is projected to be 100,000 RSF (rentable square feet) of general
administrative office space. The Department of General Services (“DGS”) will be overseeing this
space procurement effort, and will be coordinating the activities of CBRE and Birch.
The purpose of this request is to identify suitable properties that can accommodate DHCD in Prince
George’s County, preferably with sites near transit oriented development (“TOD”). However, this
preference does not exclude the potential for considering other sites, in the County, that can
accommodate DHCD. At this preliminary stage DGS is interested in receiving information from both
existing buildings that can accommodate the space requirement as well as proposed/planned
buildings on land controlled by developers.
Expressions of Interest must be received no later than close of business August 16, 2010. Please
use the weblink below in this RFI for your response. There will be a non- mandatory pre-submission
conference on July 23, 2010 at 2:30 p.m. at the offices of the Prince Georges Economic
Development Corporation, located at 1100 Mercantile Lane, Suite 115A, Largo, MD 20774.
II. PROCESS AND SELECTION CRITERIA:
DGS anticipates following this Request for Information (“RFI”) with a Request for Proposal (“RFP”)
stage that will be conducted later this summer. The goal for DGS and its advisors is to have a short
list of candidate locations identified by late November/early December.
The following preliminary criteria will be used to assess responses to this RFI:
1. Economic value to the State (lease term occupancy cost)
2. Location near a TOD, with convenient access to transportation
3. Adherence with Smart Growth principles
4. LEED Silver or equivalence
5. Positive/synergistic impact on economic development in the market

III. OFFERED SPACE:
Offerors are encouraged to submit responses for all blocks of contiguous space of 100,000 RSF that
can be made available for occupancy by the end of 2012. Please provide the following information in
the Response Submission Form about your asset:
1) Property Address
2) Rentable and net usable square footage of the building
3) Rentable and net useable square footage for the proposed space
4) Typical Floor Size (Rentable and net usable square footage)
5) Location within the building
6) Date space is available for occupancy
7) Parking availability
8) Distance to mass transit
IV. LEASE STRUCTURE:
Please provide the following information on the Response Submission Form:
1) RENTAL RATE: Please indicate the full service annual rental rate per net useable square
foot for the proposed space for a ten (10) year term with two five (5) year options to renew..
2) RENTAL RATE CONCESSIONS: Please indicate proposed concessions in the form of
rental abatement and/or a cash inducement that will assist the State in its occupancy and/or
moving expenses. Incorporating all potential concessions in to the rental rate proposed above
is an acceptable option for submission – please specify if this is the case.
3) OPERATING EXPENSES AND REAL ESTATE TAXES: Please provide the current actual
or current estimate of expenses and real estate taxes for the building. Please provide the
current breakout (base year amount) for:
A) Real Estate Taxes
B) Janitorial Services
4) TENANT IMPROVEMENTS: Please detail your proposal for a tenant improvement
program/package for the DHCD. While it is not required, DHCD prefers a “turnkey” approach
to the delivery of space and will provide more details on this approach in the RFP phase.
Please indicate if (and how) this approach might be accommodated in your building or how
you would propose to mitigate up-front costs to the State if you believe another approach
provides a better option for the State. The State is interested in pursuing a LEED Silver (or
equivalent) standard for their offices.
5) PARKING: Please provide a description of the parking accommodations, allocations and

6) TRANSIT: Please provide a description of transit options available within a ½ mile radius
from your property. Options should include but not be limited to bus, metrorail, commuter rail,
light rail, Park & Ride, and other forms of transportation.
Please provide the contact information for the primary point-of-contact for the building ownership and
for the brokerage/leasing representative.
CBRE and its contract partner Birch Advisors are the exclusive representatives of The State of
Maryland’s portfolio of commercial leases, and will be requesting from the building ownership a
market tenant representation fee for fully executed leases between the State of Maryland and the

This RFI is intended solely as a preliminary expression of general intentions to be used for discussion
purposes only. The parties intend that neither shall have any contractual obligations to the other with
respect to the matters referred herein unless and until a definitive agreement has been fully executed
and delivered by the parties and approved by the Board of Public Works. The parties agree that this
RFI is not intended to create any agreement or obligation by either party to negotiate a definitive
lease/purchase and sale agreement and imposes no duty whatsoever on the State of Maryland
Department of General Services to pursue negotiations.
