TITLE OF IMMEDIATE SUPERVISOR:
Chief Administrative Officer (CAO)
TITLES OF IMMEDIATE SUBORDINATES:
Manages all departmental employees. Provides direct supervision to: Senior Planner, Senior
Building Official, Bylaw Enforcement Officer, and departmental secretarial / clerical staff.
Provides indirect supervision through the Senior Planner and Senior Building Official to all
planning and building inspection technical and operational personnel.
SUMMARY OF POSITION:
This is a senior management position responsible for the management of the Development
Services Department. The services provided by the department include, but are not limited to:
land use planning and development; building inspection; bylaw enforcement; house numbering
and geographic information system (GIS). As a member of the Senior Management Team, will
assist the CAO in providing strategic planning, leadership and vision for the Regional District.
NO. TASK DESCRIPTION GRADE
1. Manages the Development Services Department through the orderly
deployment of human and financial resources to meet department
objectives and to ensure compliance with all regulatory and legislative
requirements.
2. Under the direction of the CAO, and in accordance with policy and
operational practices and procedures, performs personnel management
responsibilities for the Department including recruitment and selection of
staff, performance evaluations, job design, facilitating staff training,
allocating time for annual vacations and other purposes, and, if necessary,
makes recommendations to the CAO regarding termination of staff.
3. Participates as a member of the senior management and management
teams in development and maintenance of strategic and corporate goals
and objectives. Provides recommendations to the CAO on matters that are
interdepartmental in nature.
4. Contract preparation, administration and management with respect to
departmental initiatives. Evaluates tenders, proposals and other
submissions, and provides technical advice and recommendation.
5. Prepares or directs the preparation of bylaws, reports, studies and
correspondence related to the Department’s activities or other activities as
assigned by the CAO.
6. Works closely with the Engineering and Environmental Services
Department to ensure interdepartmental objectives with respect to
subdivision control, water systems and waste water systems are achieved.
7. Interprets all Acts and Regulations pertaining to departmental related
issues such as the Local Government Act, the Community Charter, the BC
Building Code, BC Plumbing Code, Land Titles Act, and the Agricultural
Land Commission Act, to establish best practices and to ensure
compliance therewith.
8. Keeps current with, interprets, and utilizes information from case law and
risk management material pertaining to departmental related issues to
establish best practices and to provide advice to the Board and its
Committees with respect to policy and bylaw development.
9. Establishes Departmental administrative and technical practices and
procedures and directs the activities of the technical and clerical personnel
accordingly. Provides expertise, direction and leadership so as to promote
effectiveness and efficiency within the Department.
10. As required, attends meetings, provides information, and makes
recommendations for consideration by the RDCK Board and its
Committees; and maintains liaison with other government agencies.
11. As required, and as approved by the CAO, consults with solicitors,
insurance providers and adjusters, and attends court proceedings on behalf
of the RDCK with respect to bylaw enforcement or other departmental
related issues.
12. Establishes the Department’s annual work plan for approval by the CAO;
identifies priorities; develops, presents, and administers the annual budgets
for the department.
13. As required, represents the RDCK and makes public presentations at
public meetings, public hearings, and other public events.
14. Other duties as assigned.
PREFERRED QUALIFICATIONS:

- A degree in land use planning, civil engineering, public administration, or a related field;
with a strong understanding and working knowledge of:
Legislative and regulatory requirements relative to land use planning and building
inspection in British Columbia;
Principles and best practices with respect to land use planning, building inspection,
bylaw enforcement;
Geographic Information Systems management and use;
- Membership in a relevant professional association;
- Minimum five years of related experience in a management capacity;
- Proven ability to interpret contracts, bylaws and government statutes as they apply to BC;
- Strong leadership, analytical, problem solving, and conflict resolution skills;
- Strong communication and interpersonal skills;
- Proven ability to work independently but within a consultative, teamwork environment;
- Valid B.C. Drivers Licence.
