Regulations of Use of Passenger Terminal of Moscow Domodedovo Airport 1. General Provisions. 1.1. The passenger terminal (the “PT”) of Moscow Domodedovo Airport is one of the largest in Russia, it is a huge complex of process facilities, operating rooms, sophisticated engineering networks and life support systems for buildings, maintenance operations, ground handling of passengers of domestic and international flights and their luggage. 1.2. These Regulations are based on current legislation of the Russian Federation, aimed to ensure the safety of passengers' life and health and accompanying persons, avia transportation protection against the acts of unlawful interference, and provide the safety and regularity of flights. The Regulations are obligatory to comply with for all persons, present in the PT, without any exception. 1.3. The PT territory consists of the passenger terminal building and the surrounding area: - Landside area - Parking area - Apron. 2. Service Procedure in PT 2.1. Ground handling of passengers arriving and departing with domestic and international airlines, as well as processing of the passengers' baggage, is carried out in the PT. 2.2. Regulations of passenger and luggage carriage are established by the carrier airline in accordance with the current laws of the Russian Federation and are stipulated in the Air Carriage Contract (the passenger ticket and luggage slip). 2.3. Under the applicable regulations of the Federal Air Transport Service of the Russian Federation, and the approved Technology of Ground Handling of Passengers, the following mandatory procedure for registering departing passengers was established in the PT: 2.3.1. Passengers of the domestic flights checking-in at the airport, upon getting information about the beginning of check-in, should: - Check-in and register their baggage and carry-on baggage for the flight - Go to the aviation security control area and pass the preflight examination - in case of transporting weapons, a person should declare it and show the permits when passing the preflight procedures - Upon getting information about the beginning of boarding, should go to the appropriate gate for boarding the aircraft. 2.3.2. Passengers of the international flights, checking-in at the airport, upon getting information about the beginning of check-in, should: - Check-in and register their baggage and carry-on baggage for the flight - Complete customs declaration, if necessary - Register the amount of cash (currency) and goods to be declared in carry-on baggage at the customs control - In case of transporting weapons, a person should declare it and show the permits when passing the preflight procedures - Register the departure abroad the Russian Federation at the passport control - Go to the aviation security control area and pass the pre-flight examination - Upon getting information about the beginning of boarding, go to the appropriate boarding gate for boarding the aircraft. 2.3.3. "Check-in 24 Hours before the Departure" service makes it possible for passengers to check in and register the baggage at any convenient time during the day. 2.3.4. At Domodedovo Airport passengers may check-in themselves via self- check-in booths. The booths are located at the ends of the check-in areas. When checking-in via the booth it is needed to: - Go to one of the self-check-in booths at the end of the check-in area. - Activate the screen by touching it, select the airline, for which flight it is needed to check-in. - Choose the method of identification for check-in. Enter the surname and name, flight number (as it is written in the ticket or itinerary) in the appropriate fields and press enter. - Choose the seat in the cabin. To do this one can view the layout of the aircraft. - Complete the check-in procedure and print out the boarding pass. - Go to the nearest check-in area and leave the baggage at Baggage Drop Off sections, if needed. - If any problem occurs, refer to the self-check-in agent, who supervises the booths and provides necessary assistance to passengers, or go to the check-in area of the flight. 2.3.5. It is also possible to use the opportunity of self check-in via Internet-browser in the mobile phone. Upon completing the check-in procedure, one receives an SMS-notification, the 2D bar-code readable at the airport by a special device that prints out the boarding pass – the “Reprint” terminal. “Reprint” terminals are situated in front of each departure gate of Moscow Domodedovo Airport. To get a boarding pass, it is needed: - To go to one of the “Reprint” terminals with a purple sticker "Mobile Check-in" - Open the SMS-message, containing the 2D bar-code in the mobile phone. - Place the mobile phone screen, displaying the 2D bar code, against the reader. - The boarding pass is printed out automatically. - Take the printed boarding pass. Notes: 1). In case when, under the customs legislation, the goods carried in baggage are the subject to be declared as a commodity consignment, the passenger may use the services, provided by the customs broker (declarant). Consulting on the questions of clearance of cargo and baggage when moving them across the border is provided by the agents of a specially created unit – Domodedovo Consulting. 2). When registering arrival, the sanitary and quarantine control, veterinary control and plant control are carried out. 2.4. Arriving passengers are serviced at the PT as follows: 2.4.1. Passengers arriving from the airports of the Russian Federation, which are not transit/transfer passengers: - Are accompanied to the passenger terminal by an authorized employee of the airport (the agent) - Those having registered baggage, receive it in the baggage claim hall and - Go to the exit to the city. Note: In case the passenger has any claims on the carriage of the baggage (loss of baggage or any part of its contents, or the damage of baggage), one applies to the Lost & Found counter in the baggage claim hall. 2.4.2. Passengers arriving by international flights, which are not transit/transfer passengers: - Are accompanied to the passenger terminal building by an authorized employee of the airport (the agent) - Register the arrival to the Russian Federation at the passport control area. - Pass through customs clearance at the customs control (register the import of cash (currency) and goods to be declared in carry-on baggage) - Those having registered baggage, receive it in the baggage claim hall and - Go to the exit to the city. Note: 1) In case a passenger does not have the necessary visa to enter Russian Federation, as well as if there arise any passport or visa issues, an officer of the Consular Post of the Ministry of Foreign Affairs of the Russian Federation at Domodedovo Airport would be invited. 2) Passengers wishing to apply for a refugee status or citizenship of the Russian Federation shall contact the Office of the Federal Immigration Service of the Russian Federation at Domodedovo Airport. 3) In case when, under the customs legislation, the goods carried in baggage are the subject to be declared as a commodity consignment, the passenger may use the services provided by the customs broker (declarant). Transit and transfer passengers are serviced at the PT as follows: - Are accompanied to the passenger terminal by an authorized employee of the airport (the agent) - Transit passengers receive transit passes - Transfer passengers with the confirmed booking, check-in for the connecting flight - Transfer passengers, without the confirmed booking, confirm the booking at the airline’s office in the PT and then check in for the connecting flight - Upon getting information about the beginning of boarding, should go to the appropriate gate for boarding an apron bus/ aircraft Note: The registration procedure for transit and transfer passengers of domestic and international flights is similar, except checking the validity of passports and visas necessary to depart to the third countries, that may be carried out before the pass to the "sterile zone" (the departure area) for the passengers of international flights. If necessary, baggage and carry-on baggage of transit and transfer passengers may be the subject of customs check. 2.6. Any questions regarding the rules and procedures of air travel, the passenger may address to the representative of the airline performing the flight, as well as to the Administrator of the passenger terminal at the information desk. 2.7. Information about the services and the placement of passenger service facilities at the PT is provided in passenger halls through audio-visual passenger informing (voice announcements, information signs, and information displays). 3. Requirements for the Security Administration on PT Territory 3.1. Under the applicable laws of the Russian Federation regulating the procedure of the operation of domestic and international air carriage, the PT territory is divided into several areas, namely: - Operating areas, premises and public facilities; - Airport service premises - Aviation security area - Customs control area - Area of crossing the State Border of the Russian Federation. 3.2. On the PT territory is prohibited: 3.2.1. Propose (advertise) passengers and baggage car transportation services, including passenger taxis out of the equipped taxi cars parking or not using dispatch centers (taxi service). Placement and arrangement of taxi cars parking and dispatch centers (taxi services) at stations (airports) are carried out by the agreement with the administration of the PT. 3.2.2. Park vehicles (except public transport and the official taxi carrier) outside the parking areas. 3.2.3. Illegally enter the controlled area, move along the apron and the airfield without being escorted by authorized employees of the airport. 3.2.4. Smoke, except in specially arranged places. 3.2.5. Drink alcohol and drinks containing alcohol in the PT, except in catering areas. 3.2.6. Take drugs or psychotropic substances or be in a state of narcotic intoxication. 3.2.7. Wear dirty, smelly clothes, or carry baggage, items or products (including beverages and ice cream in an open packaging), which can stain passengers, their baggage and design elements of the PT. 3.2.8. Harass people, i.e. violate the public order by compulsive actions made in relation to other people against their will, in order to sell, buy, exchange or otherwise acquire things, as well as for fortune-telling, begging, provide sexual favors or hard-sell other services in public places. 3.2.9. Pollute, contaminate and cause damage to structures, devices, equipment, escalators, and structural elements of the passenger terminal. 3.2.10. Place baggage on seats in waiting rooms. 3.2.11. Lie on seats in waiting areas. 3.2.12. Listen to the audio equipment with a volume level preventing perception of acoustic information in the PT and annoying other passengers. 3.2.13. Connect any electrical load (electric shaver, laptops, chargers and other appliances) to socket groups for the airport processing equipment without a written permission of the airport administration. 3.2.14. Create situations preventing movement of the passenger traffic. 3.2.15. Take items for carriage from strangers. 3.2.16. Ride bicycles, cycle-cars, trucks and other vehicles at the PT, exception made for patients with health problems and passengers with reduced mobility (PRM). Vehicles used to transport the baggage must be stowed (packed) in the PT. 3.2.17. Carry an animal without a muzzle and leash, the length of which does not allow to control its behavior. 3.2.18. Walk animals at the PT (PT building, landside area, parking, and apron). 3.2.19. Misuse baggage trucks (transport any category of items and materials not related to the passenger’s baggage). 3.2.20. Carry out professional television filming or video recording without a written permission of the authorized services of the airport, and do the same in the areas of customs control and crossing the state border of the Russian Federation without the permission of the relevant public authority. 3.2.21. Write on walls, stick bills, flyers, advertisements and other promotional, informational or propaganda materials without a written permission from the PT administration, and do the same in the areas of customs control and crossing the state border of the Russian Federation without the permission of the relevant public authority. 3.2.22. Carry out any commercial activities, as well as peddle without a written permission from the PT administration, and do the same in the areas of customs control and crossing the state border of the Russian Federation without the permission of the relevant public authority. 3.2.23. Carry a firearm, piercing or fragile items without covers (package), including skis and ice skates, small garden tools with open sharp sides. 3.2.24. Eat food outside food outlets. 3.3. Protection of public order in the PT building is assigned to the Line Department of Internal Affairs on Air Transport at Domodedovo Airport, and at the Domodedovo Department of Internal Affairs on adjacent areas. In order to maintain public order, the Aviation Security Service and airport security services may be involved as well. 3.4. Access to the service premises of the airport is allowed only by passes. All entrances to the premises have a warning label "Staff Only." The procedure of entrance and stay at the service premises is determined by the rules of admission and intrabuilding regime of the PT. The Aviation Security Service and airport security services are monitoring compliance with the Rules of Access Control. 3.5. The area of Aviation Security Service includes premises and facilities, having exits to the apron (tarmac), areas and posts for screening passengers, who have already passed pre-flight inspection. All activities related to aviation security in the PT are carried out by the Aviation Security Service of Domodedovo Airport. When needed, the personnel of the Line Department of Internal Affairs on Air Transport at Domodedovo Airport may be involved in preflight examination by the Aviation Security Service. 3.5.1. Staff and passengers are let into the area protected by the Aviation Security Service only through specially equipped posts of pre-flight inspection. The procedure of examination is determined by Decree of the Ministry of Transport of the Russian Federation No. 104 dated July 25, 2007 "On the Rules of Pre-Flight and Post-Flight Inspections." 3.5.2. Information on the pre-flight inspection procedure, the items that are prohibited for carriage by civil aircrafts in the Russian Federation, and the procedure of their registration is provided to passengers by means of audio-visual information in common rooms and on billboards in front of inspection posts, as well as on the official website of Domodedovo Airport www.domodedovo.ru 3.6. Facilities in the PT (operating rooms and other premises) which are included in the customs control area have warning labels "Customs Control Area." All activities associated with providing the regime of the customs border of the Russian Federation in the customs control area are carried out by the Domodedovo Customs. 3.6.1. The procedure for customs control of passengers, as well as rules for the movement of goods and foreign currency in cash through the customs border of the Russian Federation are determined by the Customs Law of the Russian Federation. 3.6.2. For the convenience of passengers, there are specially equipped areas for filling in declarations and other customs documents before the customs line of the PT. These areas are equipped with information boards, giving the most important information about the procedure of customs clearance and the rules for movement of goods and currency through the customs border of the Russian Federation. 3.7. The area of crossing the border of the Russian Federation includes facilities and premises in the PT, designed to accommodate departing passengers, registered for the departure from the Russian Federation, or arriving passengers awaiting clearance to enter the Russian Federation. All activities associated with maintaining the regime of the State Border of the Russian Federation in the PT are carried out by the Department of Border Control at Domodedovo Airport. 3.7.1. Passengers may cross the state border of the Russian Federation only through the passport control line in compliance with all passport and visa formalities established by the legislation of the Russian Federation. 3.7.2. For visa support to citizens of foreign countries and advice on passport and visa regime, the consular office of the Department of Consular Service of the Ministry of Foreign Affairs of the Russian Federation is operating in the PT. 4. Liability 4.1. Persons violating the aviation security regime or the customs regime of the State Border of the Russian Federation are liable in accordance with the applicable laws of the Russian Federation. 4.2. For violation of subparagraph 3.2.3, the personnel of the Aviation Security Service at Domodedovo Airport may detain the breakers to give them in law enforcement authorities. 4.3. Bringing to justice those responsible for violations of the applicable laws of the Russian Federation and the Regulations is carried out by staff of the Line Department of Internal Affairs on Air Transport at Domodedovo Airport, Domodedovo Directorate of Internal Affairs, Domodedovo Customs and the Department of Border Control at Domodedovo Airport.
