Introduction

1     The County Council is required to prepare a Representations Statement
      relating to the Surrey Waste Plan submitted to the Secretary of State in
      accordance with the Town and Country Planning (Local Development)
      (England) Regulations 2004 under Regulation 31 (2)(c). Section 1 of this
      document sets out the details of the consultation on the submitted Waste Plan,
      while Section 2 lists the main issues raised in the representations received.
      The representations summary table and the report on issues raised were
      prepared on behalf of the County Council by Environmental Resources
      Management.

Consultation undertaken on the submitted Waste Plan
under Regulation 28

2     The preferred Waste Plan Development Plan Documents (dpds) comprising
      the Core Strategy, Waste Development, Waste Development Control Policies
      and Proposals Maps Development Plan Documents, published for
      consultation in October 2005, were amended following consideration of
      comments received. The revised plan dpds, the sustainability appraisal, the
      pre submission consultation statement and a report entitled The Appropriate
      Assessment of Potential Impacts of Proposed Waste Facility Sites in Surrey
      on Natura Sites, were formally submitted to the Secretary of State on 30 June
      2006. These documents were published for formal consultation initially
      between 30 June and 18 August 2006, however the period was extended to
      25 August due to a small scale error in the on-line response website relating
      only to 2 potential sites, Wisley and Weylands, corrected on 2 August.

3     The Waste Plan dpds and dpd matters were made available for inspection in
      the same places as those listed in the Pre-submission Consultation Statement
      (please see list on page 2).

4     A full list of those organizations invited to comment on the documents is
      included on page 9. Over ten thousand private individuals were also invited to
      comment. Anyone who had requested notification of the submission of the
      Waste Plan was notified.

5     The development plan documents and dpd matters were published on our
      website, together with detailed information as to where paper copies were
      available for inspection.

6     An advertisement giving notice of the submission of the Waste Plan dpds,
      availability of documents and details of the consultation was placed in local
      papers to cover the administrative area of Surrey County Council (newspaper
      titles and dates of publication are printed on page 3, the advertisement on
      page 4).

  7       The submission of, and consultation on, the documents was also publicised
          through press releases, please see details on page 7.

  8       A total of 2,541 respondents made 23,701 representations to the Waste Plan
          dpds. Please see the table following for a breakdown of the type of submission
          received. In addition to general submissions, two pro forma letters (A and C)
          and one pro forma response form (B) were received. These were photocopies
          of the same text, i.e. of representations, each bearing an individual’s name
          and address.

       (Please note that the detailed summary by Environmental Resources
       Management found in Section 2 of this document, page 25, refers only to the
       number of representations made by respondents, not to the number of
       respondents.

       In that more detailed table, the number of representations supporting particular
       sections of the plan is 103 and the number of representations objecting to
       particular sections of the plan is 2,028. The number of submissions received in
       the form of pro forma letters/response forms however, which supported and/or
       objected to the plan, needs to be taken into account. The number of
       representations supporting particular sections of the plan would then remain at
       103 but the number of representations objecting to particular sections of the plan
       increases to 23,510. It is unclear in 80 representations whether they are
       supporting or objecting and there are 8 blank responses, thus bringing the total
       number to 23,701, as above.)


  9       There were 16 respondents to The Appropriate Assessment of Potential
          Impacts of Proposed Waste Facility Sites in Surrey on Natura Sites.

  10      Copies of the duly made representations have been made available at the
          same locations where the pre submission Waste Plan documents were
          available for inspection

11    A schedule of duly made representations has been published on the council’s
      website. Legal advice to the County Council indicates that in order to comply
      with our responsibilities under the Data Protection Act, copies of the
      representations themselves should not be published on the website. This
      present report will also be published on our website.

12    Copies of the representations received have been sent to the Planning
      Inspectorate. This document will be sent to the Planning Inspectorate and to
      the Government Office of the South East.

Secretary of State for independent examination, together with the Sustainability
Appraisal and the Pre-submission Consultation Statement. A report entitled “The
Appropriate Assessment of Potential Impacts of Proposed Waste Facility Sites in
Surrey on Natura Sites” has also been submitted to the Secretary of State.

Next stage
The Surrey Waste Plan will be subject to independent examination by a planning
inspector, scheduled for February 2007. The inspector may require changes to the
plan, which the County Council is obliged to incorporate before the document is
adopted, currently scheduled for autumn 2007.

Surrey County Council has prepared a Waste Plan which will provide a policy
framework and identify sites for the management of Surrey’s waste to 2016. Once
adopted it will form part of the Minerals and Waste Development Framework.

We consulted on the Preferred Options draft in October 2005. Following consideration
of comments received, we have made changes to the document and now welcome
your views on this revised plan, which is submitted to the Secretary of State for
independent examination, together with the Sustainability Appraisal of the plan and the
Appropriate Assessment of Potential Waste Facility Sites in Surrey on Natura Sites.
The Pre-submission Consultation Statement, showing how we consulted on the earlier
draft Waste Plan, is published for information.

The documents can be seen at www.surreycc.gov.uk/wasteplan. From 30 June they
are available for public inspection at County Hall, Surrey borough and district council
offices and public libraries during their normal office hours.

Next stages
The Surrey Waste Plan Submission Draft will be subject to independent examination
into its soundness by a planning inspector, scheduled for February 2007. The
inspector may require changes to the plan, which we are obliged to incorporate before
the document is adopted, probably in autumn 2007.

                  Full Council gives stamp of approval to waste sites

Surrey’s ambitious plans to double recycling rates and drastically cut the
environmentally unfriendly practice of landfilling waste were given the final green light
this week at a meeting of the Full Council.

Approving the Surrey Waste Plan by an overwhelming majority, councillors have now
agreed the county council’s targets of recycling 60% of all household rubbish and
finding a better way to deal with the remaining 40% of waste created in Surrey.

The Council aims to limit landfill for two reasons two reasons – firstly, some materials
don’t biodegrade well and release gas into the atmosphere, and secondly the
Government has introduced rocketing charges for councils who bury their waste –
making it both financially and environmentally unsustainable.

While a separate consultation is running to seek agreement from residents across
Surrey on these aims, the county council – as the planning authority – now has a final
list of agreed sites where waste treatment/disposal facilities could potentially be sited.

After assessing more than 200 sites and running several public consultations since
2004, the County Council now has a list of 14 sites which could be used. These sites
form the Surrey Waste Plan.

More than 8,000 responses were received from Surrey residents during the
consultation in 2005, some suggesting specific sites where waste treatment facilities
could be located. Some suggested further sites, and as a result another consultation
was carried out in February/April this year to collect comments on these proposed
areas. The resulting proposal was put to the Executive last week before going to Full
Council.

The Full Council endorsement of these sites means that the first element of its waste
solution is being put in place. This will then be independently assessed at a Public
Examination next year.

The second element is to find a suitable method for dealing with municipal (household)
waste. For this reason, sites have been identified that could be suitable for a range of
methods, which could include recycling, composting, pyrolisis and energy from waste
plants.

The Joint Municipal Waste Strategy, a separate consultation being run by the 11
district/borough councils and Surrey County Council, is currently asking for residents’
views on waste disposal methods.

David Munro, Surrey’s Executive Member for Environment and the portfolio holder for
waste management, said: “The importance of the step we have taken today should not
be underestimated.

“This decision is one half of a cleaner, greener way of dealing with Surrey’s waste. It
means we have identified sites which, subject to planning permission, will allow us to
push ahead for improvements to recycling facilities, which will help us reach our target
of being the best-performing county for recycling in the country.”

Extension of consultation period
This was published on the website and details were sent to libraries and borough and
district council offices, i.e. where the documents and forms were made available.
The following press release was issued and information regarding the extension of the
consultation period was also done by telephone briefing to journalists, an accepted
method of press briefing as a tip-off to the papers.

               Doors close on major year-long waste consultation

This is the last week in which residents can have their say on which areas in the county
may be used for waste management facilities – including recycling sites and potential
energy from waste plants.

The county council has been asking for residents’ views on the Surrey Waste Plan
since autumn last year – with two formal consultations followed by a final version of the
plan being drafted for the approval of Government ministers.

Government also allow a final period of consultation where people can express their
views – and it is this last element of the plan, which closes on 25 August.

The Surrey Waste Plan is one half of a county-wide solution to the ever-increasing
household waste mountain created in the county every year, which currently stands at
570,000 tonnes and rising.

By agreeing a list of potential sites suitable for waste management depots, the county
is creating a reserve of sites to consider, pending agreement of the Joint Municipal
Waste Management Strategy.

The second half of the solution, the Joint Municipal Waste Management Strategy is a
plan which will set out HOW we deal with the waste that is created. Once methods for
disposal are agreed, the Waste Plan will allow county leaders to begin building facilities
accordingly.

Hilary Herbert, Planning Manager at Surrey County Council, said: “There have been
two extensive consultations on the proposed sites for waste facilities in Surrey, and
they have generated thousands of responses.

“Now the plan has been submitted to Government, the process of public engagement is
coming to a close, so representations will need to be made by the end of the week.”

The next step is for the Secretary of State to decide whether or not the plan is
acceptable. If there are any concerns over this, he will call for a formal Inquiry to be
held, where further representations can be made.

         60%, making Surrey the highest-performing county for recycling in England.
         The next stage of the process now rests with the Government, who must decide
         on the acceptability of the plan and then either approve it or call it in for further
         consideration.

Nearly 12,300 organisations and individuals were notified directly by letter or email
which provided information about the consultation, invited comments and stated that
the documents had been submitted to the Secretary of State (see specimen letter on
page 5).
A representation form and explanatory notes were included with the letter (specimen
copies can be seen inside the back cover of this document).

A full copy of the documents, together with a representation form, explanatory notes
and a covering letter including the dpd matters, were sent to the dpd bodies.
