Some Unanswered Questions

•   While the current threat was directed against aircraft, the basic risk is essential for many
    industries, traffic modes and infrastruture. Why are actions taken exclusively in aviation ?


•   "Do we continue to react reflexively on each new scheme, regardless of the probability of
    the threat and the feasibility of preventing it ? Or do we have an honest discussion about
    risk and the costs of safety ?" (TIME Magazine, Aug 21st)


•   "Banning cologne from planes and testing bottles of baby formula my make us feel
    proactive, but are we being smarter?" (TIME Magazine, Aug 21st)


•    There have always been MULTIPLE aims for terrorists: Not only do they want to threaten the
    public with bombs, they do also want to harm our business, our behaviour, our (whatever we
    regard as) personal freedom in the western cultures: "... getting democracies and free
    societies so frenzied to prevent new attacks, that we start eroding and violating the very
    freedoms and liberties that the authors of terrorism themselves want to destroy" (Roland
    Jockard, french TE expert). How do we avoid that trap ?


•   Are we taking enough into account the economical, business, social and emotional
    consequences of ever stricter security rules ?

 Evaluation of positve and negative Effects on the overall Aviation System
 Balancing the needs for security and facilitation

 Hypothesis for a new Strategic Approach on Airport Security


•    Security must not only be produced at the Airport Checkpoint (Last Line of Defence)

•    A new Aviation Security System will consist of multiple, complementary elements. The
     security level will be determined by the sum of their individual contribution

•    Key technology will be „Explosive Detection“

•    There is no breakthrough technology

•    There will be differentiated systems by passenger groups.

•    Parallel use of screening technology, combined with random or profiled passenger
     selection will enable a „best of all“ approach and unpredictability of the procedure

•    We will have to jettison obsolete equipment and procedures

•    EU and TSA will have to agree on a blueprint / the cornerstones of the new Security
     System first
