2.         Prequalification. Bidders for works and goods maybe prequalified in accordance with
           the provisions of paragraphs 2.9 and 2.10 of the Guidelines.

3.         Proposed Procedures for CDD Components (as per paragraph. 3.17 of the
           Guidelines: Use of CDD is anticipated under ISF grant subcomponent [C. 3.2].
           Modalities of implementation of CDD are described in the Project Implementation
           Manual (PIM), including how technical and procurement audits would be carried out.

4.         Reference to (if any) Project Operational/Procurement Manual: YES, a Module on
           procurement procedures of the PIM has been developed by MACO for use under the
           IDSP Project.

     5. Any Other Special Procurement Arrangements: The financing, design, .construction
        operation and maintenance of the bulk water supply infrastructure and Tier 3 farms are
        likely to involve public private partnerships. The consultant-Transaction Adviser will be
        appointed by MACO and will be involved in determining how the private sector would be
        involved. The consultant will also develop an outreach program and related events.

                Management contracts will be let for both the bulk water supply and the Tier 3 farms.
                These will be handled following an ICB procedure and will be subject to prior review by
                IDA in line with provisions of paragraph 3.13 of the Procurement guidelines.

          Note: All training will be based on agreed training plan that will be prepared by the Government
          of the Republic of Zambia (GoZ) and approved by the Bank and will include at the least the
          justification of the training identified and the capacity gap, the intended trainees, the name of the
          training provider, the duration and cost of training. After the training, the beneficiaries will be
          requested to submit a brief report indicating what skill have been acquired and how the skills will

contribute to enhance his performance and contribute to the attainment of the project objective.
The training plan will be prepared and submitted once a year and updated as required.
