Description

Toll Blocking is an optional service which allows end users to block billable toll calls
being placed from their line, while continuing to:

 Receive incoming, direct dialed calls
 Have access to E9-1-1 emergency services

The following intercept recording is received by an end user who calls a blockable
telephone number:

'We're sorry, the number you are calling cannot be completed from this
    telephone at the customer's request.'

If there is a lack of announcement space in the Central Office (CO), the following
limited disconnect recording is heard:

'I'm sorry, your service has been interrupted. For fire, medical, and police
emergencies, dial 911. To discuss your account, please contact your local service
    provider.'

Availability

Toll-Blocking is available:

 On all flat/measured Residence and Business services
 In all Central Offices, (5ESS, DMS100, Southern LATA and DMS10 offices in
the Northern LATA) where facilities permit
The Toll Blocking service provides the end user with the ability to prevent any toll
calls from being made from or charged to the telephone number. These include 1+,
0+ and 0- calls. The following types of calls are allowed with Toll Blocking:

 All incoming direct dialed calls
 All outgoing direct dialed calls
 Local (Zone 1 and Zone 2) calls
    800 and 888
    911, 411, 611 and 811 calls
    Collect
 Third number Billing (unless Toll Blocking Exception has been added)

Exception: Depending on the origination point (i.e. Jail or Independent phone),
some calls may bypass blocking systems. Toll Blocking will block most originating,
collect calls and third party calls; however AT&T does not guarantee that calls will
not go through even if an end user has Toll Blocking. The end user will be expected
to pay for any completed calls.

Restrictions/Limitations

Toll Blocking cannot be provided on the following types of Resale lines:

    Foreign Exchange
    Commstar II
    Custom 8
    Multi-line Hunt
    Centrex
    PBX

Note: See specific product for more information.

The following types of calls are blocked with Toll-Blocking:

    Direct dialed IntraLATA toll
 InterLATA (Interexchange Carrier (IEC) and Operator Service Provider)
 Time (767-XXXX in Northern California and 853-XXXX in Southern California)
    950, 10XXX, 101XXXX, and 1XXXX dialing

    700, 900, and 976 calls
      0-, 0+, and 0++ calls

Optional Services Limitations

There are no restrictions when adding toll blocking, however, the value of some
optional services such as Custom Calling, Optional Calling Plans and Calling Cards
may be lessened when toll calls are blocked.
Ordering

 Toll Blocking is provisioned by the 'TS' suffix in the fielded ID, on the class of
        service, and the TRS USOC.
 To further block billable calls, Billed Number Screening (TBE) may be added.
This service blocks most collect calls and/or third number billed calls.

Due Date

Refer to the Resale Due Date matrix for standard due date intervals.

Miscellaneous Ordering Procedures

All current version require the Toll blocking to be added in the BA and BLOCK fields.
The valid options for the BA/BLOCK fields are as follows:

  Field Valid Entry Order Entry
BA A= When the BA of A is used only the
Add/Change/Convert blocking in the Block field will be
as Specified blocked for the End User

When the BA of Z is used all
blocking that can be added in the
Z = Remove all block field will be removed (i.e.
