Functional Area Assessments – Project Charter
Workstream Name Functional Area Assessments
Objective Provide high-level diagnostics of the UW functional areas to ensure that the
structures, policies, and procedures in place promote the most effective,
efficient, and flexible delivery of services.
Scope Conduct two-to-three week high-level diagnostics of eight functional areas on the
UW campus. A high-level diagnostic will be completed for each of the following
functions:
- Facilities/Space Management
- Purchasing and Payables
- Auxiliary Operations
- Research Administration
- Business Services
- Enrollment Management
- Internal Budgeting
- Human Resources
These diagnostics will be performed using interviews, surveys, data analysis,
policy/procedure review, and benchmarking to establish a catalog of high priority
opportunities for improvement. The issues cataloged will include identified
process breakdowns, service challenges, potential cost savings, and institutional
risks.
These issues will guide a more in-depth review of the function to follow the high-
level diagnostic. At the conclusion of the initial diagnostic, a charter will be
drafted for each functional area that shares and prioritizes the identified issues
and develops a timeline for a full functional review. In addition, we will create a
“start-up kit” for each of the areas, including a summary of interview findings,
initial data analysis, benchmarking information, and high-level baseline function
metrics.
