Organisational environment
The Treasury Directorate (Treasury) provides strategic financial and economic policy advice to the
Government with the aim of promoting the Territory’s financial position and economic management
and plays a leading role in promoting accountability and transparency in the delivery of services to the
community. This is achieved through sound financial policies, management practices and analysis.
Shared Services is a Division of Treasury that provides tactical and transactional finance and human
resources, publishing and record services and comprehensive procurement and ICT services to ACT
Government Directorates. Shared Services manages several whole-of-government business systems,
as well as controlling critical ICT infrastructure on behalf of the ACT Government.
Shared Services Procurement provides Infrastructure and Goods and Services procurement and
project management services to ACT Government Directorates and is responsible for the
development and implementation of whole of government procurement and construction industry
policies. Services include tendering, risk management, contract services, support to ACT Government
purchasing, project management and delivery of the majority of ACT Government funded Capital
Works projects. Shared Services Procurement is responsible for the implementation of construction
industry reforms including the pre-qualification of suppliers.
Shared Services provides staff with flexible working arrangements, access to a range of varied and

Position objective
Under limited direction and in line with corporate objectives apply high order project management
and procurement skills to a broad range of both design and construction projects.
Provide strong and positive leadership to staff, clients and suppliers.

Reporting relationships
This position reports directly to the Team Manager/Principal Project Officer.
Supervising responsibilities
The position may supervise a Staff Cell within a team of up to three people.
Principal responsibilities
1. Under limited direction deliver a range of complex and high risk projects within time, cost and
   scoping targets.
2. Act on behalf of the Principal Project Officer and provide exceptional procurement, project and
   contract management. Exercise appropriate delegations and develop projects while monitoring
   and controlling time, cost and quality aspects.
3. Compile and write technical specifications, financial reports and briefs, and review technical
   content of submissions and tender documents for adequacy, compliance and fitness for purpose.
4. Adhere to the Government Procurement processes including understanding the application of the
   design process, contractual requirements, program control, cost control, alternative delivery
   methods, Australian Standard forms of contracts and statutory requirements.

Selection criteria
1. Extensive experience and demonstrated ability to manage high risk projects within the
   construction industry, including knowledge of Government Procurement and associated
   processes. Proven ability to deliver projects within time, cost and scoping targets.
2. Demonstrated exceptional negotiation, liaison, representational and written and oral
   communication skills. Demonstrated ability to interact effectively with, and manage clients,
   stakeholders and suppliers. Demonstrated commitment to customer service principles and
   practices.
3. Proven ability to supervise and mentor professionally qualified staff who are responsible for the
   procurement and implementation of architectural, engineering, urban and landscape projects
   together and related works.
4. Demonstrated exceptional strategic and analytical skills and the ability to provide leadership and
   to add value in the delivery over multiple capital works projects.
5. Demonstrated understanding and commitment to the implementation of the principles of
   Respect, Equity and Diversity (RED), ACTPS values and principles, participative work practices,
   work health and safety, staff development and training.

Additional information
Mandatory: Degree in Architecture, Landscape Architecture, Engineering or other relevant
construction industry tertiary qualifications are essential.
