1/11/11 PUBLIC FORUM
The following matters were raised during the public forum session by
Members of the Public:
(a) South Street, Asfordby Hill
(b) All Saints Church Roof Fundraising Event
(c) Parish Council representation at Local Planning Authority Planning
(i) The Chairman and County Councillor J. Orson outlined the current
situation regarding the problems with the road and street lighting on
South Street, Asfordby Hill and agreed that as soon as any further
information was received, a meeting would be organised with residents
(ii) The Chairman advised that the Fundraising Event for the Church Roof
Fund was on the agenda for discussion later on in the meeting but the
comments made were noted.
(iii) Councillor T. Moncrieff confirmed that as a member of the Local
Planning Authority’s Planning Committee he took the views of the
parish council into account when discussing planning applications in

Apologies for absence were received from Councillors R. Cousen, J. Pryce, C.
Sheldon and F. Williamson.
3/11/11 DISCLOSURES OF INTEREST
Councillor T. Moncrieff advised that as he was a member of Melton Borough
Council’s Development Committee he would not be taking any part in any
discussions relating to item 9 of the agenda.
The Minutes of the Meeting held on 20 October 2011 were confirmed as being
a true record and authorised to be signed by the Chairman.
Councillor T. Moncrieff requested that the following statement be added to the
Minutes “Contrary to what might have been suggested at the last meeting I
wish to state on record that I did not recognise Julie, or know that she was the
Premises Officer and whilst I have reserved a room at the parish hall on one
occasion, that was during the day and with the Clerk in attendance. I did not
have, nor could have had, any fore knowledge of the need to obtain a key to
gain access to the building”.
5/11/11 PARISH COUNCIL VACANCY
Further to minute 5/10/11,
(a) the Clerk reported that no request had been received to hold an election to
fill the current vacancy on the Council and accordingly the Council now
had to fill the vacancy by co-option at the earliest possible opportunity.
(b) Mr James North of Asfordby Hill put his name forward for co-option and
advised Members that he had been a parish councillor previously and he
outlined his reasons for not standing for election in May 2011 and
confirmed that his circumstances had now changed and he was now able to
devote the time required to parish matters.
RESOLVED that Mr James North be co-opted onto the Council forthwith and
he accordingly signed his Acceptance of Office and took his seat.
6/11/11 NEIGHBOURHOOD WATCH SCHEME
Mr Eric Tindall gave a presentation on the work of the Melton Mowbray
Neighbourhood Watch Scheme and answered Members’ questions thereon.
RESOLVED that an article would be included in the January edition of the
Parish Magazine highlighting the benefits of the scheme and requesting
residents to contact the parish council with their views on whether Asfordby
Parish should establish its own Neighbourhood Watch Scheme.
7/11/11 FINANCE WORKING PARTY
The Clerk submitted the following minutes of the meeting of the Council’s
Finance Working Party held on 10 November 2011 and requested the Council
to consider its recommendations on the Budget for 2012/13 and the level of
the 2012/13 Precept (copies of which had previously been circulated to

1. APOLOGY FOR ABSENCE
An apology for absence was received from Councillor T. Moncrieff.
3. BUDGET 2011/12
(A) The Clerk
(1) submitted for consideration a report outlining the key budget issues that
would be going forward to the Council’s budget setting meeting on 17
November 2011 (copies of which had previously been circulated to
(2) circulated additional budget information on the impact of removing those
items of expenditure that were considered enhancements, namely:
(a) Kitchen Upgrade
(b) Hoby Road Cemetery Memorial Garden
(c) Replacement of Office Computer
(3) Advised that those decisions that affected the budget that had already been
made by the Council could not be changed and these decisions relating
mainly to personnel issues including pension payments, salary increase for
all staff except the Clerk and the employment of an additional member of
staff on a temporary contract.
(4) Submitted the current list of fees and charges for the Council Services
including hall hire, burial fees and allotment charges. The costs relating
to advertising in the parish magazine were being frozen until such time as
the Working Party looking at the current arrangements for the magazine
had completed its review.
(5) Reported the receipt of a letter from a former Chairman of the Parish
Council and resident requesting the Working Party to consider the
inclusion in the budget provision for a new bus shelter on Station Lane,
(B) Members of the Working Party deliberated the level of precept taking all
factors into account and the Clerk answered questions on varying aspects
of the budget and its implications.
(1) that the following items be approved for inclusion in the budget for
£25,000 to upgrade the existing kitchen at the parish hall
£1,500 for the upgrade of the office computer
(2) The project for the Memorial Garden at the Hoby Road Cemetery be
deferred until 2013/14 to enable the Clerk to undertake additional

LOCAL CHARITIES 15% discount to Asfordby residents/groups holding charitable
raising events for chariities benefitting the Parish of Asfordby
(4) Allotment rents remain frozen at its current level.
(5) The budget attached at Appendix 1 be approved resulting in a 9.5% rise in
the level of precept to £111,700.00. This equates to a cost of £122.75 per
year on a band D property, a rise of £5.17 per annum, e.g. £0.10 per week.
(6) The Clerk advise the resident that at the current time no provision has
been made for a new bus shelter. However, should match funding be
available from Leicestershire County Council in 2012/13, the Council will
re-consider the issue.
The meeting which commenced at 6.30 pm concluded at 8.20 pm
RESOLVED that the recommendations of the Finance Working Party
outlined above be approved and adopted resulting in a Precept for 2012/13 of
8/11/11 RECREATION WORKING PARTY
The Clerk submitted the minutes of the meeting of the Council’s Recreation
Working Party held on 7 November 2011 (copies of which had previously
been circulated to Members) and requested the Council to consider its
RESOLVED that the recommendations of the Recreation Working Party be
approved and adopted as follows:-
(1) That two further quotations be obtained for the work at the Hoby Road
Cemetery and that the existing Cemetery Regulations remain in force until
the next meeting of the Working Party in January 2012.
(2) The recommendations contained within the Tree Survey report for the
closed Churchyard at All Saints Church be adopted and that the work be
carried out at the earliest opportunity and that appropriate planning
permission be obtained
(3) No further action be taken regarding the Queen Elizabeth II Fields
9/11/11 PLANNING APPLICATIONS
The Council considered the following planning applications (Plans of the
applications were displayed at the meeting).
(a) Planning Application 11/00787/TCA – 4 Amberley Gardens, Church Lane,
Asfordby – Work on trees covered by Tree Preservations Orders.
RESOLVED that no objections be made to the above numbered application.
10/11/11 FRISBY LAKES, ASFORDBY
The Chairman reported on the outcome of a joint meeting with Members of
both Asfordby and Frisby Parish Councils held on 9 November 2011 on the
current situation regarding the footpath around Frisby Lakes and submitted,
for approval, the wording of a public notice to be erected on the footpath
regarding its conditions of use.
RESOLVED that the wording of the public notice be approved and that the
appropriate finance for its supply and installation be made available from the
Council’s Contingency budget.
11/11/11 MANAGING URGENT CARE IN LOUGHBOROUGH
The Clerk submitted for consideration and, if appropriate, comment the
proposals of the West Leicestershire Clinical Commissioning Group relating
to the Walk-In Centre at Loughborough (copies of which had previously been
circulated to Members).
RESOLVED that the Clerk contact the West Leicestershire Clinical
Commissioning Group to request that a public consultation meeting be held in
the Melton Mowbray area.

RESOLVED that the actions and expenditure be approved and their effects on
the Council’s reserves and balances be noted.
13/11/11 ALL SAINTS CHURCH ROOF FUND APPEAL
The Clerk submitted the request by All Saints Church to waive the parish hall
hire fee for a fund raising dance (copies of which had previously been
circulated to Members).
RESOLVED that the hall hire fee of £113.00 be waived but that the cost of the
alcohol licence and the damage bond remain payable and that the Church be
