1. Geocaching Adventure Sunday, Sep 18, 2011 Check out the high-tech game of hide-and-seek
   known as geocaching Sunday, Sept. 18. You’ll learn the basics of a GPS at Lewis North and
   then spend the rest of the day finding local caches. Trip fee includes instruction, equipment

2. Whitewater Raft the Tieton River Sunday, Sep 18, 2011 when most other rivers in the Pacific
   Northwest have run out of water, the Tieton River doesn’t disappoint. The yearly release of
   water from Rimrock Lake each September turns the Tieton River into a big wave, class III+
   roller coaster, so end the rafting season with a splash Sunday, Sept. 18! With steep gradient
   and guaranteed water, a Tieton River trip offers nonstop action from start to finish. Barbecue

3. Bike the Carbon River Trail Saturday, Sep 24, 2011 Bike through the rainforest of Mount
   Rainier National Park following the Carbon River five miles toward Carbon Glacier. Parts of
   Carbon River Road were washed out in the November 2006 floods, and bicyclists now share
   the road with pedestrians (the road is closed to motor vehicle traffic). Join us Saturday, Sept.

   Difficulty: easy; distance: two miles; elevation gain: 700 feet; time: 2.5 hours. Minimum age: 12

6. Community Café is a quick way for spouses new to the military to make friends and get
   information about services at JBLM McChord Field. This fun round-table event held at the
   Escape Zone, Building 841, from 10 a.m. to 1 p.m., will give you tools for a seamless transition
   into the military. Experts from a wide range of fields will be available for open question and

                                  COMMUNITY EVENTS
1. "With National Preparedness Month in full swing it is important to understand the process of
   preparedness; Get a kit, Make a plan, be informed. The first is to get a kit, this kit needs to
   include enough supplies to last the recommended three days. Consider medical needs, pets,
   young kids, the kit should have food, water, first aid supplies, medicine and important
   documents. Next, make a plan that your family can easily remember and follow in a disaster.

   The recent Earthquake in Virginia shows how in the event of wide spread disasters how the
   communications network may not be able to cope with the load. Your family's ability to
   execute the emergency plan may lessen the dependency on a struggling network. Make a few
   plans that may cover multiple situations, there is no one size fits all plan but if you make too
   many plans then everyone may not follow the same one. Practice the plans as they become
   relevant, there is not much need to practice wild fire evacuation in December.

   The last step is to be informed, resources like the American Red Cross, local government and
   the base emergency management office can provide area specific information on locally
   evaluated threats. A final resource that all soldiers and their families should be aware of and
   comfortable with is the Army Disaster Personnel Accountability and Assessment System
     (ADPAAS) program. This program is a link between your unit and you in the event of a
     disaster. You can report your current location and also request assistance if your affected by a
     disaster. It is access able from public computers and if you need someone to access it remotely

2. There are several disasters that are classified as Major Incidents. Aircraft crashes, biological
   incidents, food and agriculture incident, hostage taking, mass evacuation and shelter, terrorism
   incident with law enforcement and investigation, and catastrophic incidents. A biological (and
   chemical) incident are much the same in nature and steps for protection, in the event of an
   incident if you think you may be in the affected areas it is best to stay indoors where air is
   filtered, close all windows and prepare to shelter in place. If you are outside make your way to
   clean air, indoors or an area identified by emergency personnel. If you're affected
   decontaminate yourself first before assisting others, and get seen by medical professionals at
   the scene.

     Mass evacuation from JBLM and the surrounding areas may have as much as 72 hours notice
     prior to evacuation. The best plan to prepare for an evacuation is to know the local evacuation
     route and to have an alternate route in mind. If personal transportation is not adequate plan
     ahead on what local plans have for transportation support. Plan to take enough supplies to last
     a minimum of three days.

     For terrorist activities there can be little to no warning as seen 10 years ago, however knowing
     what is in the local area that could be targets of terrorist activities and how the government will
     respond will assist with your preparedness. Just like chemical attacks or other Major Incidents
     the decision to either shelter in place or evacuate may be decided and enforced to safeguard
     the public.

3. RECYCLE YOUR CANS AND WIN UNIT FUNDS: Through 31 OCT units can take their
   cans to the JBLM-Main recycle center to participate in the Aluminum Can Challenge. Recycle
   center is located behind the JBLM-Main commissary. Units are categorized as small, medium,
   and large. First, second and third prizes can be won by each category. 1st prize = $500, 2nd
   prize = $300, and 3rd prize = $200. Most Consistent Recycler of the Year will be awarded $600
   for their unit fund. And, for the first time ever, Directorates can compete for $300 of activities
   from Northwest Adventure Center. Units must have a unit fund account with DFMWR and
   must also provide a unit POC with Miriam Easley at (IMWE-JLM-PWE/966-1734).

4.   FAMILY RESOURCE CENTER (FRC): The calendar opens for holiday party reservations
     on 3 Oct 11. The doors open at 0700 and numbers will be given out. Each person will be given
     only one number and may only make one reservation. Reservations begin at 0900. Holiday
     parties will be available daily during December. The times available are as follows: 1000-1400;
     1400-1800; or 1800-2200. Please have a couple of days/times in mind in case your first choice
     is not available. The maximum occupancy for the FRC is 125 persons. The FRC is located in
     Building 4274, on the corner of Idaho Street and 9th Division. No reservations will be made

9. Military and Family Life Consultants are licensed professionals who provide situational,
   problem-solving consultations anonymously and confidentially. No written records are kept,
   and it is free to military and family members. They also work hand-in-hand with existing
   services to provide consulting, education and training support on topics such as: Combat stress
   and coping strategies; emotional cycle of deployment and reintegration; communication;
   relationship issues and re-establishing intimacy; anger management/conflict resolution;
   parenting skills; children's reaction to deployment and reunion. Five consultants are available

9. Teens ages 13–15 are invited to get fit for free at a JBLM sports and fitness center. Available at
   Wilson Sports and Fitness Center at Lewis North, teens will work out under the supervision of
   a CYS Services youth trainer. An initial evaluation is required, and a parent/guardian must be
   present. Teens must be registered with CYS Services to participate. Work out Monday
   through Friday 3–7 p.m. and Saturday 10 a.m.–2 p.m.

10. Pierce County Resource & Referral Child Care Services Families interested in obtaining
    information about childcare services in their off-base area visit Parent Central Services
    (Building 2295 at Lewis Main - 253-966–CYSS (2977) or Building 100 at McChord Field -
    253-982–1001) to fill out a waitlist form, or email. The staff will fax a referral form to Pierce or
    Thurston counties, and the agency will be in contact with families within 24-48 hours with a list
    of childcare options in their area.

1. EFMP Enrollments/Updates: EFMP enrollment (Air Force and Army) must be updated every
   3 years, or as the condition changes (whichever comes first). DD Forms 2792 (medical) or

2. 23 September Educational Advocacy Workshop: Thank you to
   those who attended the Educational Advocacy Workshop on Aug 26;
   the turn out exceeded our expectations! Those who participated
   commented that this workshop was helpful and provided invaluable information. As the new
   school year commences, we are hosting another Educational Advocacy Workshop for those
   who were unable to attend or for those who did attend and would like to hear the information
   again. The workshop will be held on Sept 23rd from 0830-1200 in ACS Classroom in Waller

3. JOINT BASE LEWIS-McCHORD HSO HOME BUYING WORKSHOP: HSO is
   conducting another home buying workshop on 13 & 14-Sep 2011 from 1800 to 2100 on Lewis
   Main. This workshop will be held at the stone education Center (BLDG #6242, 1st floor). The
   workshop is designed for active duty Service Members and spouses and prior service
   personnel with VA loan eligibility who are interested in buying a home. This workshop is co-

5. CCME scholarships The Council of College and Military Educators is accepting applications
   for 10 $1000 scholarships to award; five for active duty and five for military spouses. The
   deadline for scholarship applications to be received is Thursday. The link
   http://www.ccmeonline.org/scholarships.aspx provides all of the eligibility requirements and
   links to the applications. This is a great opportunity for some of our Soldiers and their spouses
   to be assisted financially. The school must be a member of CCME. Letters of
   recommendation are required.

6. JBLM Domestic Violence Conference, October 20th: The Family Advocacy Program will be
   hosting a Domestic Violence Conference at 4 Chaplains Memorial Chapel on October 20th.
   The conference will begin at 0800 with a light breakfast and registration. The key speaker for
   this conference is Mark Wynn (markwynn.com). Mark Wynn is a national trainer to police
   executives, patrol officers, training officers, prosecutors, judges, legislators, social service
   providers, healthcare professionals and victim advocates. He is a key creator of the largest
   police domestic violence investigative unit in the United States. The conference is free and

                                    MADIGAN NEWS
1. This week is Suicide Prevention Week. Do you know the warning signs, and where to turn for

2. There will be no Madigan Autism Coalition Meeting on Wednesday, September 14th.
   It has been rescheduled to September 19th and will resume its normal date in October. The
   normal meeting night is the second Wednesday night of the month from 5:30 to 7pm in the
   ACS classroom in Waller Hall. This group is a working team of medical and education
   professionals, and parents of children with autism. Our purpose is to generate ideas and work
   to improve service delivery for our families who live with someone with autism. It is not
   conducive to have children at this group. If you have questions about this group, please call
   253-967-9705 and leave me a message or email nancy.dozier@us.army.mil.

3. Flu season is approaching. Detailed options for when and where to get the flu will be available
   soon from the Madigan Healthcare System and TRIWest. In the mean time it is
   recommended that those considered high risk speak with their Primary Care Manager to get
   the vaccine now.

   The vaccine is safe and effective and those in high risk groups should receive a influenza
   vaccination to protect themselves and those around them from the flu. The Advisory
   Committee on Immunization Practices identifies the following groups as "high risk."

   *     all persons aged 6 months or older receive an annual seasonal influenza vaccine
   *     all children from 6 months through 4 years (59 months)
   *     anyone 50 years of age or older
   *     anyone who has chronic pulmonary, cardiovascular, renal, hepatic, neurologic,
           hematologic or metabolic disorders
   *     women who are or will be pregnant during influenza season.
   *     anyone with a weakened immune system
   *     anyone 6 months through 18 years of age on long-term aspirin treatment
   *     persons morbidly obese (BMI≥ 40)
   *     household contacts and caregivers of children from birth up to 5 years of age and people
           50 years and older
   *     anyone who lives with or cares for people with medical conditions that put them at higher
           risk for influenza-related complications

   In addition to those considered high risk, the Center for Disease Control give the following
   guidance regarding vaccination:

   *     Healthy children aged 2 to 18 years can receive either intranasal or injectable vaccine.
   *     Children aged 6 to 23 months, and those aged 2 to 4 years who have evidence of asthma
          wheezing or who have medical conditions that put them at higher risk for influenza
          complications should receive injectable vaccine.
   *     Additionally the ACIP has recommended that children aged 6 months through 8 years of
          age whose vaccination status is unknown or who have never received seasonal influenza
          vaccine before should receive 2 doses of a 2011-2012 seasonal influenza vaccine
          separated by at least 4 weeks.

Vaccination is the most effective defense against infection from the influenza virus and its
complications.

                                          OTHER TIPS
1. Teenagers and Deployment Here are some ways to help your teenager cope with pre-
   deployment stress:

       a. Have a family discussion about how the deployment will affect each family member left
          at home. Topics like these may be especially important for your teenager:
                i. What will my responsibilities be?
               ii. How will I get to after-school activities?
              iii. Will we have enough money?
              iv. Can I still drive the car?
               v. How will I talk to you while you're gone?
              vi. What do we do if there's an emergency?
             vii. What if I don't like the changes?

       b. What will happen to us if something happens to you?

       c. Encourage your teenager to share her feelings with you. In the weeks before
          deployment, the service member will be spending more and more time on preparations
          for deployment. It's important for your teenager to know her concerns are being heard.
       d. Plan some time for your teenager to spend alone with the deploying parent. This could
          be a scheduled event or just some downtime together, relaxing and having fun. Let your
          teenager suggest some activities.

       e. Develop a relationship with your teenager's school counselors and teachers. Let them
          know about the deployment so they can watch for signs that your son or daughter may
          be struggling.

       f. Your Family Support Center can give you information and support on many issues that
           affect service members and their families. And Military OneSource, a free 24/7 service
           from DoD, available to all active-duty, Guard, and Reserve members and their families,
           provides information and referrals plus face-to-face counseling. Call 1-800-342-9647 or
           access the Military OneSource website.

2. How Spouses Are Overcoming Licensing and Credentialing Barriers According to officials at
   the Department of Defense State Liaison Office (DSLO), state licensing and professional
   credentialing requirements oftentimes limit employment and career opportunities for
   frequently relocating military spouses and separating or retiring service members. To help
   spouses and veterans overcome these barriers, DSLO has been working with state government
   officials across the nation to raise awareness for the need to develop and share best practices
   which offer alternative certification and credentialing options and streamlined licensing
   procedures to support the unique needs of military personnel and their spouses. Although we
   still have a long way to go, much progress has been made. Currently, there are ten states (and
   four more with bills filed) that offer an alternative solution to meeting state licensing and
   credentialing requirements: Map of States Who Alleviate Licensure Barrier For Spouses.

       a. License By Endorsement — Allows a state board or regulator to recognize professional
          credentials granted by another state.
               i. This works well for military spouses who have an active license or credential.
              ii. Spouses who live in overseas or remote locations may still have difficulty
                  seeking and maintaining current work experience. Employment gaps can lead
                  to expired credentials.
             iii. Use the link to the map (above) to find out if your state allows alternative ways
                  for spouses to demonstrate professional competency rather than recent work
                  experience (e.g., supervision or continuing education units [CEUs]).

       b. Temporary or Provisional Licenses — Beneficial to spouses who are working towards
          getting a professional license or credential (e.g., those who are preparing to take a state
          administered exam or trying to meet residency or other unique state requirements).
                i. This works well for military spouses who are not yet fully licensed in another
                   state or who have an expired license.
               ii. Use the link to the map (above) to find states that offer temporary or
                   provisional licenses to help spouses gain employment while they are working to
                   satisfy requirements at their new duty location.
       c. Expedited Procedures — Allows applicants for licenses and credentials to obtain an
          endorsed, temporary or provisional license based on information they provide in their
          license or credentials application package.
               i. Boards check applicant credentials from other states after they grant new state
                  licenses. Boards will discipline applicants if there are discrepancies in the
                  application package.

                         CLOSURES AND CONSTRUCTION
1. Roy Bridge Drivers who use the Roy Gate of JBLM should be mindful of an upcoming road
   closure where North Warren Street crosses Muck Creek at the Roy Bridge. Pierce County
   construction crews are rebuilding the existing bridge, and expect the road to be closed for
   about four months. The new bridge will have two lanes with paved shoulders and pre-stressed
   concrete girders. Construction will begin as soon as the water in the creek recedes. For more

2. Pendleton Avenue Construction to upgrade the road substructure under Pendleton Avenue
   near the Town Center on JBLM Lewis Main will be completed in a few months. Pendleton
   between 8th and 12th streets will be closed daily for construction from 6 p.m. to 5 a.m. Access
   to offices and other buildings will be maintained. Traffic will be detoured to Liggett Avenue
   during construction hours. Officials are working to mitigate noise impact to Town Center
   residents. This is the first of several major construction projects on two miles of Pendleton
   Avenue during the next 18 months, as crews widen the road and upgrade communication,
   power and water lines underneath. The widened avenue will result in better traffic flow,
   parking and facility access, creating a friendlier environment for bikes and pedestrians. For
