AMS Committees were established throughout
the U.S., in geographic areas designated by the
Coast Guard as a Captain of the Port (COTP)
zone.
    AMS Committee Composition

• At least 7 members with 5 years of
  maritime security experience;
• Additional members need not meet the
  5 year experience requirement;
• Members should be recruited from
  a wide range of disciplines and
  agencies.
    OPERATING RULES FOR AMS
          COMMITTEES
• Must operate under a written charter;
• Members cannot serve for more than 5
  year terms;
• Members must elect a Chairman and a
  Vice Chairman;
• The Committee must meet at least once
  during a calendar year or when
  requested by a majority of the
  members.
  AMS Committee Responsibilities:


                   • Ensure that a risk
• Area Maritime      based AMS
  Security Plan;     Assessment is
                     completed;
                   • Advise and assist the
                     COTP in developing
                     an AMS Plan.
   AREA MARITIME
  SECURITY PLANS:

AN ESSENTIAL COMPONENT OF
OVERALL NATIONAL SECURITY
Developing and Maintaining AMS
Plans requires:
• Identification of critical port
  infrastructure and operations;
• Determination of mitigation strategies
  and implementation methods;
• Development of and describing
  processes for continuous evaluations of
  overall port security.
Other responsibilities of the AMS
Committee include:
• Serving as a link for
  communicating threats and
  changes in MARSEC levels; and
• disseminating appropriate security
  information to port stakeholders.
       SENSITIVE SECURITY
         INFORMATION
The AMS Committee must:
• Protect sensitive information the
  Committee accesses;
• Raise awareness through ongoing
  training.
