I want to tell you about new procurement arrangements that Capital & Asset
Management Division is delivering on behalf of Luton Borough Council -
important news that will provide significant benefits to the Council and Schools. I
must apologise for the delay in communicating with you about this but, as I’m
sure you will appreciate, a great deal of preparation has been required.
You will be aware of the drive from Central Government to deliver value for
money, efficiency savings and benefits through improved procurement
arrangements for maintenance and construction contracts. To meet this
challenge the Council has implemented new contractual arrangements in line
with a secured savings case endorsed by Executive.
Existing and multiple contracts have been rationalised into three new partnering
based term service and framework contracts, which have been awarded as
Reactive repairs and Maintenance
Electrical, plumbing and building maintenance- Building Technical Services
Mechanical maintenance and service contracts- Jarvis Group
External works- Crowleys (administered by LBC Highways Division)
Maintenance and Construction projects
Up to £250k projects- BTS, Borras Construction & Jarvis Group
£250k - £2m- Borras Construction & Jarvis Group
These complement the Council’s own direct services - Building Technical
Services - and external works contracts to provide a complete solution for
maintenance services and construction projects up to £2m for at least the next
Many of our former contractors remain an integral part of the supply chain and all
main contractors meet regularly to develop the partnering approach in the form of
the Luton Construction Alliance, including our professional services partners NPS
School buy-back arrangements form an important part of our service activity and
I would encourage you to take advantage of these new procurement
arrangements. If you already buy-back into our corporate service contract
arrangements (e.g. for heating, fire services, alarms) these will have
automatically transferred to the new contracts and you will already have been

approved contractors, but these corporate contracts represent better value for
money. We will, of course, continue to provide full project design and
management services, via traditional tendering routes if that is your preference.
