BACKGROUND
The Rashtriya Vigyan Evam Prodyogiki Sanchar Parishad [RVPSEP], Department of Science
and Technology, Government of India has retained the Commonwealth Educational Media
Centre for Asia [CEMCA] to act as the nodal agency for coordinating a project titled ‘Science
for Women through Campus/Community Radio Stations [CRs]’ in the country. The project is
an attempt to empower women through optimum use of radio as a means of infotainment.
Reports from various expert quarters suggest that radio can be a very effective means of
conveying useful social messages to the women at large, especially those who mostly
remain confined to the domestic frontiers. Studies have also revealed that the inherent
flexibility of the medium makes it all the more desirable for women empowerment
programmes both in terms of economic viability and the range or magnitude of fields
covered. As such, it could be said that ‘Science for Women through Campus/Community
Radio Stations [CRs]’ is a pragmatic approach to the problem of women empowerment.
As a part of the project, a capacity building exercise in radio production was organized at the
MOP Vaishnav College for Women from August 7, 2007 to August 12, 2007. MOP Vaishnav
College for Women has a campus radio under the CRS scheme of the Government of India.
Since its commencement on March 12, 2005, this radio service has been very popular and
has effectively served as a means of women empowerment by reaching out to around ten
lakh women listeners within a local radius of around 15 kilometres.
Amongst other things, the workshop was intended to identify from amongst the girl students
and residents of the communities potential radio anchors, producers, scriptwriters and
reporters. Programmes for the community radio can only be meaningful for the audience if
they carry local flavours. The right kinds of themes for such programmes could be chosen
only by those who thoroughly understand the lifestyles of the local communities. That be the
case, who could be in a better position to choose the programme genres and subjects other
than the locals themselves? However, it is not so easy as it sounds. A bare quantum of
technical knowledge is also essential for deciding on the format and kind of programmes.
That is why identification of local talent is required to be followed by appropriate training.
With a view to teach the requisite skills of radio programming the participants were given
training on radio programme appreciation, formats of radio production, formats of radio
presentation, art of interview, studio recording, outdoor recording through flash recorders,
elements of editing, mixing, participatory radio programmes and interactive radio
programmes like phone-in, phone-out and SMS. The wide spectrum of the areas covered for

training was efficiently handled by the leading professionals of the trade. A composite
picture of radio programming was presented so that students could view the entire process
as a single whole. The holistic approach of the training programme also helped one stream
of specialization to understand and appreciate the roles of other spheres of specialization in
the production process. It was ensured that the training catered to all practical needs of the
trainees apart from imparting the requisite theoretical knowledge. This was done by way of
practical sessions following the theoretical discussions. The practical sessions were such
that each student got to have a clear first hand feel of the equipments and the production
process. Understandably, a radio programme entails a lot many other facets apart from the
pure production process like planning, deciding upon the target audience, broadcasts etc.
Therefore, the trainees were briefed at length on programme planning, need analysis,
baseline studies, programme scheduling, repeat broadcasts, presentation, radio counselling,
value added services, feedback and archives. As such, all the facets of radio programming
right from the conception stage through production process to broadcasts and other related
works were covered during the workshop. Another objective of the capacity building
workshop was to encourage the students into forming radio clubs and groups.
Following the submission of the project proposal by the college an extensive study was
conducted in the target area. A wide range of information was collected both by way of
academic and field researches by the prospective programmers. It was ensured that the
collected information could be assessed against the backdrop of the relevant parameters.
Thereafter, the procured data was thoroughly analysed. The results of the exercise were
very revealing in the sense that a number of interesting facts and figures came to fore. The
conclusions also helped extend the understanding about the local communities.
In keeping with the results of the study the project was named ‘Penne Nee Arivaa’
(Empowering women). It was proposed to produce programmes of 15 minutes duration,
each one of which would present interesting facts apart from communicating messages of
social change. One of the prime features of these programmes would be the high degree of
interactivity with the target audience. In this way scientific temper and useful knowledge
could be instilled in the women of the target areas which in turn would help them to lead lives
of greater dignity and significance.
Studies relating to the proposed programmes revealed that community radio can efficiently
operate within a range of 7 to 8 kilometres covering ten lakh people of which nearly 5 lakh

would be women. However, only 2.5 lakh women might reap the benefits of the
programmes. This surely leaves room for further expansion of the sphere of reach of
community radio. Slowly but steadily community radio can seep into the hitherto untouched
levels of the society. As such, community radio could act as a strong catalyst for social
change.

REPORT
DAY-ONE 08-08-2007
The prominent figures on this day included Dr. K. Nirmala Prasad, Principal M.O.P Vaishnav
College for Women, R. Mahadevan, Consultant CEMCA, Ms. Usha Ravi, Dean Academics
and Head of the Department of Nutrition & Dietetics, M.O.P Vaishnav College for Women,
and Mr. V. Thiruvengadam, Media Consultant, M.O.P Vaishnav College for Women.
After inaugurating the workshop, Dr. Prasad briefed the participants on the nuances of the
project in her introductory speech.
In his address, Mr. V. Thiruvengadam stressed on the need for raising the awareness levels
of the local women about the world around them. He also spoke on the need of women to
understand their rights and asserting them, if the need be. In the face of the multitude of
problems confronting women, it is essential that they work out viable solutions both for
individual and group crisis situations. Scientific knowledge could help one understand crucial
issues including child care, pregnancy, nutrition, health and hygiene. He opined that these
interactive radio programmes would go a long way in making women get conversant with
their rights and responsibilities. He also referred to themes of the programmes (Please refer
Annexure-3). Mr. Thiruvengadam also spoke about the local flavour of the proposed
programmes. This, according to him, would strike a direct chord with the listeners. Constant
interactivity with the audience will attune the programme to the traditional nuances of the
target areas.
Mr. R. Mahadevan endorsed the views of Mr. Thiruvengadam and spoke elaborately on the
need for making meaningful programmes. Unless an episode reaches out to the inner
realms of the target audience it could not achieve its objective. He expressed confidence in
the proposed programmes as the very purpose of the same was to bridge the gap between
haves and have not’s. These programmes, he opined, could dispel the fears of undesirable
social forces from the target groups. He explained the core motive of community radio.
Community radio lays emphasis on information, education and entertainment unlike
commercial radio which might strive for making commercial impressions in the market even
at the cost of quality of the programmes. Another essential feature of community radio is to
encourage the target social groups to understand and assert their rights. Crucial information
about the people and places that could redress their grievances or provide legal remedies
are often provided in the form of infotainment capsules. Constant collection of feedbacks
help the producers understand the needs of the community better. He also said that

effective community radio programmes can be made only if the concerned producer is aware
of the tools and techniques of programming; needless to say his sense of programming
grammar also has to be strong. It is also essential to cater to the specific needs of the target
audience. Over generalisation can often rob a programme of its efficacy. Mr. R. Madhavan
also expressed the need for constant research so that the changing patterns and moods of
the local communities are fully understood. Sometimes community radio gets into an
inflexible pattern; this, he said, is highly undesirable. Programmes made for the community
should be devoid of any such bottlenecks and fixed formats. He summed up his address by
saying, ‘Know your audience’ ‘Know your medium’ and ‘Know your message’
Thereafter, a video film titled ‘Science for Women’ of 10 minutes duration was screened. It
was greatly appreciated by the viewers. Two students volunteered to share their views on
the impact of the film. Amongst other things, the film showed the need and effects of
developing scientific temper.
In her address Ms. A. Vadehi (a student at the workshop) expressed her deep appreciation
for the logical presentation of the themes in the film. She said that the film beautifully
captures the process of reaching out to the community and making the women participate in
decision making processes. The film, she further opined, also deserves praises for bringing
to fore the areas of social behaviour that need to be altered by way of knowledge and
pragmatic approaches. Gross problem areas of traditional societies like water and housing
problems coupled with drainage and hygiene problems have also been well presented in the
film.
According to Ms. Padampriya, (a student at the workshop) the film shows the transformation
of women and depicts how radio can help in creating awareness among the women and
inspire them to seek solutions, to these problems.
Thereafter, Mr. R. Mahadevan explained the three primary kinds of radio programming:
1. Prescriptive– These programmes are produced and broadcast on a wide circuit often
covering the entire nation. As is evident from the name, such programmes convey gross
messages that might also be obscure and incomprehensible.

2. Commercial Radio – These programmes are invariably made for commercial motifs and
perfectly suit the needs of advertisers and sponsors. As such to what extent these
programmes serve can as tools of social change is debatable.
3. Community Radio - These programmes inherently cater to the needs of the society and
more often than not help the target audience lead more dignified lives.
He appealed to the aspiring producers of the community radio to make programmes that
conform to the basic objectives of such programmes. It is essential for the producers to
empathise with an average target listener right from the inception stage of the programme to
the broadcast stage.
The participants were asked to undertake a session on role-play so as to understand the
community before embarking on making community radio programmes. They were asked to
think and react, as residents of the project area where they had conducted their survey and
were asked to answer the following three questions.

The participants were divided into six groups on the basis of their stream of study. (Please
refer Annexure-1)
The list of topics, which were to be covered, was also divided among the groups on the basis
of their aptitude and interest (Please refer Annexure-4)
On the practical side, the trainees were taken for a visit to the FM Studio where they were
introduced to the basics of radio programming. They were encouraged to familiarise
themselves with the equipments and methodologies. The trainers explained the grammar of
programming with practical demonstrations so that the trainees could develop a better sense
of programme appreciation. This was followed by group formation and discussion on the
subject.

All the gamut of radio programming starts with an idea and the conversion of that idea into a
viable radio script. As such the importance of the script cannot be emphasised enough. The
students were explained the essential nuances of scriptwriting. Script for a programme
broadly depends on the format, genre and target audience. The trainers spoke at length on
the each aspect of scripting. The trainees were made to understand the script formats. The
kinds of research that might be required before the actual scripting process were also
explained. Thereafter, a broad discussion ensued on the facets of interviews and
discussions. How to frame questions, how to be brief and specific and how to cover all the
relevant themes despite being brief were some of the many elements of the art of interview
that were covered. This was followed by lectures and practical demonstrations of studio
recording. The students were encouraged to comprehend the essentials of recording, the
first step of which begins with the endeavour to develop skilled ears. One should be able to
identify a desirable sound from an undesirable one to begin with. The students practised all
stages of studio sound recording.
The trainees were explained the necessary elements of outdoor recording. This could be
quite a difficult subject to master as outdoor recording often involves avoidance of
undesirable sounds apart from extensive public dealing. Practical demonstrations made it
easier for the students to grasp the relevant ideas. Thereafter, the students undertook some
practical sessions to try out the knowledge they gathered from the lectures. This was
followed by theoretical and practical sessions on non-linear editing. Finally, some model
programmes were played so that the students could comprehend the finer points of good
editing.
DAY-TWO 09-08-2007
Dr. R. Sreedhar, Director, CEMCA, the founder of Anna FM radio, the first campus
community radio, in his address shared his experiences in the various areas of capacity
building. He discussed how awareness programmes in HIV / AIDS were conducted among
industrial workers in Coimbatore. He also touched upon the need for extensive participation
of the local communities. This, he said, is possible only if the community radio succeeds in
raising the awareness levels of the people. The need for social participation, he opined,
should always be kept in mind while making programmes for community radio. The success
of any programme can be gauged by the impact it makes in the quality of life of the target
group as a whole. Inculcating a scientific spirit in the target audience is the key to social
change. However, such a job is easier said than done. Efforts should be made to instil

scientific temperament not by preaching but by rousing the curiosity levels of the audience.
Sustaining the interest levels of the target audience is one the key jobs of community radio.
If a programme does not have mass appeal it can never act as a tool of social change. He
also stressed on the need of interactivity. Informal formats often achieve what mechanical
formats miss out. However, informal format does not imply inflexibility beyond a critical limit.
A pattern should be capable of showing rigidity as and when required. A good programme is
one that proposes viable solutions to local problems. He cited the case of mosquito nets in
Alligapuram; the field workers distributed mosquito nets to the community members in this
village but this could not prevent the rampant spread of malaria. The reason why the venture
failed was that the sizes of the village hutments weren’t big enough to accommodate the
mosquito nets. As such, the villagers hardly used them. Therefore, it is essential for
community radio to serve as a link between the felt needs of the community and the viable
solutions. The need for constant feedback to improve the programme content and its
presentation should never be underrated. The need to involve the community in content
preparation, presentation and ideas could also help in producing good community radio
programmes. He advised the participants to identify talents within the community and allow
them to be involved in the programmes in one way or the other. This could be through
anchoring, musical performances or any other way of creative expression. Involvement of
locals will immediately convey a message that the programme in question is exclusively
meant for them.
Various productions of ANNA FM were played so that the participants could
understand the basic nuances and finer points of community radio programming in respect of
scientific subjects.
Thereafter, Dr R. Sreedhar visited the community to get a first hand impression of the ground
realities and study the reactions of the local people to the FM programmes.
DAY-THREE 10-08-2007
The participants were asked to prepare pilot programmes of 15min duration on pre-decided
topics. Necessary inputs were provided by the experts to the prospective programmers.
They were also asked to collectively develop the production scripts (Please refer Annexure-
5) and do field recordings based on the blocks / areas where they had collected the data.
They were also directed to conduct exercises on paper edit before moving on to the studios
to record their programmes and edit them. One of the keys to good programming is good

editing. The trainees were introduced to the essential features of editing that included
creation of moods by using music, narration and ambient sounds, where required. They
were also explained how effective transitions could raise the quality of the programmes.
Thereafter, the trainees used the equipments for understanding the practical aspect of
editing. By the time they finished they had developed a good feel of the editing process A
group exercise was conducted for the participants in respect of editing. Subjects for the pilot
programmes were selected and then the students were directed to record the proposed
programmes. Following the recording process, the students were provided with editing
equipments so that they could give final shape to the programme by applying the learnt skills
of editing (Please refer Annexure- 6) All the stages of pre-production and production were
thoroughly assessed. (Please refer Annexure- 9)
DAY-FOUR 1I -08-2007
The participants were now given a time schedule for the post production work at the FM
studios. The content of the programme produced ranged from Family, health and hygiene,
Occupational Health and Safety, HIV and AIDS Awareness, Scientific perspective to home
management’, Nutrition for Better Living and Feticide. Dr R. Sreedhar and Shri R.
Mahadevan previewed the pilot programmes and gave valuable comments (Please refer
Annexure-7)
Extensive theoretical and practical sessions were held for post production and presentation
of the programmes. A revision of the learnt concepts and acquired editing skills helped the
students to appreciate the entire production process and understand the roles of the various
stages of radio programming viz. pre-production, production and post-production

INTRODUCTION
The topic chosen by us from the given information was ‘OCCUPATIONAL HAZARDS’. We
identified it from the survey we had conducted in alaiamman kovil – teynampet area in which
we found that most of the women are housewife’s who were engaged in self-help group
employment. Some of them were working as housemaids, some we found as Export
company workers, Beautician’s, Petty shop owners and tailoring women’s. We now can see
about the different hazards faced by the women in that locality.
IN FIELD
We have a street play to perform to those people who face the above problems;
This play is all about the problems faced by the working community women’s i.e.
For housemaids, export companies’ workers, tailors, etc.
The out line of the play is that, we have different roles as.

These characters will enact their problems and the remedy speaker will narrate the
solutions. As creating an awareness program, we planned to distribute samples of first aid
boxes and a sample of gloves and demonstrate how to use them.
As the result of our street play, we conducted an interview to the public who were
watching our performance. This was conducted to know about their feed back of the show
put up.
On AIR
We have a small poem as our intro to our topic. Following this poem we have the interview to
play, concluding this we are going to enact the street play, which we performed in the field.
