The City of Opelika Purchasing Department will receive sealed bids for the purchase one (1)
new vacuum truck mounted on a cab and chassis as per attached specifications. Bids
must be received by 2:00 PM on February 23, 2009. Late bids will not be opened nor

GENERAL TERMS AND INSTRUCTIONS
SECTION I TERMS AND CONDITIONS
1.1 All bids submitted shall be firm for a minimum of 90 days, unless otherwise specified.
1.2 The City reserves the right to cancel or make null and void any purchase order, if
delivery cannot be made on the specified delivery date.
1.2.1 In case of default by the contractor, the City may procure the articles or
services from other sources and hold the contractor responsible for any excess
cost occasioned thereby.
1.3 Bid tabulations will not be given over the telephone. Vendors desiring a bid tabulation
shall enclose a stamped and self addressed envelope with their bid.
1.4 Bid awards are not official until a purchase order is issued or the Purchasing
Department notifies the successful vendor in writing.
SECTION II SUBMISSION OF BID
2.1 Bids received after the designated date and time will not be opened nor returned.
2.2 All bids shall be submitted on and in accordance with forms for this purpose, which are
available from the Purchasing Department. Additional supplementary documentation,
when requested, shall be submitted on the bidder’s letterhead.
2.3 All bids are to be submitted in sealed, plainly marked envelopes. Envelopes shall be
marked in the bottom left corner with the Title of the Invitation to Bid, the Bid Number
and the Opening Date. Facsimile and telephone bids will not be accepted.
2.4 All bids shall be typewritten or completed in black ink.
2.5 An authorized officer or agent of the company submitting the bid in order to be
considered must sign all bids.
2.6 Bid documents shall be submitted, in DUPLICATE, to the City of Opelika,
2.7 Bids, which show any omission, irregularity, alteration of forms, additions not called for,
conditional or unconditional unresponsive bids may be rejected.
2.8 Any bid submitted with corrected errors shall have the correction initialed by the person
signing the bid.
2.9 Bidder shall submit with bid, the latest printed literature and detailed specifications on
equipment they propose to furnish. This literature is for informational purpose only,
and shall be used to help determine a product’s compliance with specifications.
SECTION III BID EVALUATION
3.1 The City reserves the right to evaluate all bids, waive any technical or informalities,
reject any and/or all bids and proposals, and further specifically reserves the right to
make the award and/or awards in the best interest of the City. The City also reserves
the right to request additional information.
3.2 The bid evaluation will be made on the following criteria:
3.2.1 Bid Price
3.2.2 Compliance with specifications
3.2.3 Ability to deliver product or service
3.2.4 Prompt pay discount, if offered, and meeting requirements of **Section 3.4
3.2.5 Availability of warranty service and parts
3.3 The City may waive minor differences in specifications, provided these differences do
not violate the specification intent, materially affect the operation for which the item or
items are being purchased nor increase the estimated maintenance and repair cost to
3.4 In order for a prompt pay discount to be considered as a factor in the award of this
bid, the minimum days allowed for payment to receive discount shall be 15 days after
receipt of a correct invoice.
3.5 The City reserves the right to award all bids in their entirety or part, whichever, in its
opinion, best serves the interest of the City.
3.6 Unless clearly shown on the bid that it is the intent that a reduced total price is being
offered on the basis of receiving an award of all items covered by the total, any totals
should be the actual sum of the extension of unit prices; otherwise, in the event of any
discrepancy between a unit price(s), extended price(s) and/or total price(s), unit price
shall govern and the bid will be refigured accordingly.
3.7 Alabama Bid Law allows a Local Preference to businesses located within the City of
Opelika when their bid is within 3% of the lowest responsible bid. The City will extend
that preference when applicable.
3.8 The City shall be sole judge as to an item meeting or exceeding the specifications.
3.9 NON-COLLUSION: Vendors, by submitting a signed bid, certify that the accompanying
bid is not the result of, or affected by, any unlawful act of collusion with any other
person or company engaged in the same line of business or commerce, or any other
fraudulent act punishable under Alabama or United State law.
SECTION IV BILLING AND PAYMENT
4.1 The vendor shall submit an invoice in duplicate to:

4.2 Payment by the City shall be made within thirty days, unless otherwise specifically
provided, subject to any discounts offered.
4.2.1 The City will make payment to the vendor, when an invoice is received and the
City accepts the service or item(s).
4.2.2 Any prompt pay discount offered will be computed from the date of delivery of
the equipment, supplies, or materials at destination, when final inspection and
acceptance are at those points, or from the date the correct invoice is received,
if the latter is later than the date of delivery.
SEWER LATERAL COLOR INSPECTION SYSTEM
The purchaser is requesting sealed bids for 1 (one) self contained and fully integrated color
push rod camera system for pipe inspection in 3”, 4” and 6” lateral lines. It is the intention
of these specifications to describe the minimum acceptable requirements for this system.
The system and equipment proposed shall be new and unused except for the necessary
testing and calibration.
Responses to each specification item contained herein must be indicated by marking either
YES or NO in the blank. Items left blank shall be regarded as a NO response. All
specifications will be scored and the final selection will be partially based upon the suppliers
ability to meet the specific equipment requirements.
GENERAL OVERVIEW COMPLY
The system proposed shall be a portable color video inspection system incorporating a
motorized/self-propelled robotic crawler, motorized drum with 600ft. of TV transmission
power cable, Command Module with built in digital recording and all related accessories to
provide for the remote inspection of sewer transmission lines ranging from 4” in diameter
up to 15” in diameter. __________
The system proposed must be NEW and of a design that will allow for use in a wet and
hazardous environment. __________
The system proposed must incorporate a modular design that uses a Universal Command
Module and Color camera that will support three (3) primary inspection systems. Systems
that do not incorporate this three-in-one expandable design shall be deemed unacceptable.

CAMERA CONTROL UNIT COMPLY
The control unit must be housed in a rotationally molded low density polyethylene case
with an average thickness of .150”. This style is preferred over metal housings for its
ruggedness, compact size and resistance to rust and corrosion. __________
The camera control unit housing shall be no greater than 7” tall by 12” wide by 16.5” deep.
The entire housing shall not weight more than 18.5 lbs. for ease of transport.
The camera control unit system must incorporate the following features:

The camera control unit shall incorporate the latest technology in digital programmable
microprocessor controls to integrate the camera controls, DVR, battery system and LCD
monitor into a user friendly operating system. __________
DVD RECORDING DEVICE
The DVD recording device shall be fully mounted within the command module housing.
Off the shelf or external DVD recording devices that have not been designed and
engineered for field use will be deemed unacceptable. ___________
The DVD shall provide integrated viewing and recording capabilities. All DVD modes
and menu operation directions shall be displayed on-screen for operator viewing.
All DVD controls will be via the provided remote control. Units with surface mount
buttons or control switches shall be deemed unacceptable due to inherent problems
that will arise from dust, dirt and moisture. ___________
The DVD recording device shall incorporate built in intelligence to prevent the carriage
tray from operating unless the unit is in a horizontal position. This feature eliminates
the problem of DVD’s falling into the DVD recorder and becoming lodged within the
AUDIO MICROPHONE AND PLAYBACK SPEAKER
The microphone on/off button shall be located on the main keypad area, be clearly
marked and include an “on” light. ___________
The microphone shall be located on the front of the main keypad area and be sealed.
A speaker control button with volume adjustment shall be located on the keypad area
and be clearly marked. ___________
The speaker shall be located on the front of the keypad area and be sealed.
The speaker and microphone shall be programmed so that they both cannot be on at
the same time to prevent feedback. ___________
The built in microphone shall be integrated onto all output signals and provide audio
commentary along with video to either the built in DVR or any external recording
device that is hooked to the Audio and Video Out connectors located on the front of the
command module. ___________
INTELLIGENT BATTERY SYSTEM
The system shall incorporate an intelligent battery system for remote operation.
The battery unit shall be NiMH (nickel metal hydride). __________
Battery life shall be capable of running the system for a minimum of 3-4 hours with

One (1) accessory bag with carrying handle shall be provided to house and carry the
camera skids, AC and DC power cords, camera head changing tool, manual,
DVD or DVR remote and the sunshade. __________
A self-propelled crawler/tractor capable of remote visual inspection of 4” through 15”
pipelines shall be provided and must incorporate the following features:
a. All Wheel, 4 Wheel drive ________
b. Direct gear drive. Belt drive systems will not be acceptable. ________
c. 90 Volt DC motor.
d. Stainless Steel tractor body. ________

f. Camera connector to accept an Insight-Vision, ClearView (CV) or

An auxiliary Light Ring shall be provided that will allow for the inspection of 6” through

to surround the camera for 360 degree illumination of the pipe wall. ________

An optional 512 Hz Sonde shall be available and shall be integrated into the connector
of the television transmission cable.
An optional lowering device shall be available to assist in raising and lowering the
tractor in and out of the manhole.
An optional Top Manhole Roller shall be available for cable Protection and incorporate

a. Expandable feature with locking wing-nut so that it may be
configured to fit any size manhole. ________
b. Large, 6” diameter wheel to insure that the minimum bend radius
of the TV cable is not exceeded. This is a crucial feature to help
prolong the cable life. ________

MOTORIZED CABLE DRUM
A motorized cable drum shall be provided and incorporate the following features:
a. The drum must hold up to of 800 ft. of multi-conductor cable. _________

d. Transportation handle and large wheels for easy portability. _________

The motorized drum shall have the function of being fully automatic when in the rewind
mode. This feature allows the cable to be rewound at the same speed as the crawler

feature allows for perfect layering of the cable in the rewind mode and creates a hands
free environment for a user-friendly operation. _________
All items furnished in accordance with these specifications shall be covered by the
manufacturers and/or suppliers standard warranty or guarantee on new equipment. The
minimum warranty period of the new video inspection equipment will be one (1) year for
all parts and labor on manufacturers defects. The warranty statement must be included
with the bid response to be considered a valid bid. __________
SERVICE / LOANER POLICY
The successful bidder shall have a fully staffed, main production facility within the United
States that has been in operation for a minimum of 10 years. __________

The main production and service facility shall maintain an inventory of spare parts and
accessories necessary to support the CCTV systems it manufactures.
Loaner equipment shall be available if any warranty repair exceeds 72 hours.
TRAINING / MANUALS
One (1) instructional video cassette tape shall be included. This video must contain
instruction on the operation and function of the CCTV camera system provided.
