Historic Preservation Commission

Minutes
Members Present: Judy Eulberg, Erin Foley, Mary Ann Harding, Doug Klapper,
Stephanie Miller-Lamb, Destinee Udelhoven
Members Absent: J. Robert Curtis, Peggy Joyce

1. Meeting Call to Order
Acting Chair Judy Eulberg called meeting to order at 5:59 pm.
2. Approval of January meeting’s minutes
Minutes approved with motion by Udelhoven / Klapper. Motion passed by
acclamation.
3. Discuss subscribing to the Wisconsin Association of Historic
Preservation Commissions on an annual basis
Discussion of what the WAHPC does and benefits of membership.
Udelhoven moved that Portage Historic Preservation Commission
subscribe and become members of the WAHPC. Harding seconded the
motion; motion passed by acclamation.
4. Discussion of 2010 pamphlet ideas for Eulberg
Eulberg presented several sample pamphlets from various locations.
Group brainstormed ideas for future pamphlets including Portage Brick
structures, Portage basements, and Architectural Styles. Discussion to
continue at March meeting.
5. Discuss kiosk, payment due and ideas for future updates
Klapper reported that he has made two contact attempts to find out what is
still owed on kiosk project for work already completed, but to no avail.
Klapper will continue to try to make contact to discuss what is owed and
potential new projects. Group ideas for future kiosks include information
and/or photos of building from the area no longer in existence (the
Hosiery, Curling Club, Portage Hotel), photos of boats on the canal, JJ
Guppey plat, John Mullet, etc. Discussion of perhaps changing the kiosk
twice yearly, with responsibility for information to be supplied by
Commission members on a rotating basis.

6. Take action on application of the Surgeon’s Quarters to the Portage
Municipal Register of Historic Place
Klapper will work with City Clerk regarding process and procedures for
moving forward in the process of approving an application for a site to be
added to the Municipal Register of Historic Places, according to the
ordinance. Foley moved to accept the application from the Surgeon’s
Quarter; Klapper seconded. Motion passed by acclamation, with Harding
abstaining.
7. Continue review of Historic Preservation Ordinance Chapter 34,
starting from 34-33, Powers and duties of commission, page CD34:5
Members reviewed and discussed ordinance; no changes were proposed.
8. Discuss Municipal Register guidelines and nomination forms
following report and recommendations of sub-committee
Discussion tabled until March. Sub-committee of Udelhoven/Miller-Lamb
will propose changes to the guidelines and nomination forms for the
Portage Municipal Register of Historic Places. Sub-committee of Harding,
Foley, Miller-Lamb will proposed changes to the Platteville Certificate of
Appropriateness and Maintenance and Repair Approval documents.
9. Presentation of photographs and discussion of nominations for
Spring ‘10 Preservation Award
Members discussed what should be mentioned when presenting the
awards at the Common Council meetings, agreed that specifics about
what has been done to maintain the property should be noted. Eulberg will
create an ad hoc form for internal use for members to note why properties
are being nominated and what work has been done on the property.
Group asked to email suggestions for what items to include on the form to
Eulberg. Nominations tabled until March.
10. Reports on progress on additional newspaper columns, as
necessary
Udelhoven reported that articles have been taken to J. Maddox at the
Portage Daily Register for the PHPC column. Maddox encouraged the
commission to mix up articles to keep them fresh and interesting,
recommended alternating between different types of articles so they don’t
become similar over time. Klapper reported that he has a party interested
in writing an article on Waubun. Group discussed potential opportunity to
involve youth in PHPC activities through hosting a writing competition for
8th graders after reading a piece/book regarding history in the Portage,
Columbia County or Wisconsin area. Discussion of involving the Portage
Library in collaboration on The Big Read, a national reading event held
annually in February, to coordinate on reading something historical related
to the city or county. Note for future discussion in conjunction with May
National Historic Preservation Month
