Job Summary: Under the direction of the Consular Program Manager, provides consular
services at the Embassy of Canada in Beijing to the mission’s consular territory in China and
Mongolia; provides advice and guidance to consular staff in the Canadian Embassy in
Ulaanbaatar; provides passport and notarial services; is responsible for the maintenance of the
consular services financial systems and cost recovery program; provides administrative services;
responds to enquiries on a wide range of issues; and performs other duties.
Degree from university/college and evidence through work history or education of ability
to learn complex procedures and regulations
Proficiency in English (reading, writing and speaking)
Proficiency in Mandarin (speaking)
Demonstrated experience and aptitude on working on a PC in a network environment
using WP for Windows and spreadsheet applications
Experience in client service, problem-solving and working with the public
*Candidates must possess either of the following qualifications:
Proficiency in French (reading, writing and speaking)
Previous experience in providing consular services at a Diplomatic mission in Beijing
Ability to analyze and evaluate situations, exercise good judgment and make sound
Ability to communicate effectively orally and in writing in at least two languages and to
translate/interpret information as required. Ability to communicate orally and in writing
in the third language will be considered an asset.

A valid “Reliability Status” security check is required prior to appointment to this

and Chinese companies
Knowledge of the Canadian Passport Order
Knowledge of the Vienna Convention on Consular Relations
Knowledge of the Bilateral Consular Agreement between Canada and
Knowledge of Canadian Consular services offered overseas
Knowledge of laws, society and customs of Canada and China
Ability to work in a customer service and client oriented environment
Ability to adapt quickly to procedural and technological changes
