STA Executive Meeting – November 7, 2006
1. Team Leaders
The Division has appointed 24 “Team Leaders”. The Division has not yet notified me of any
appointments for Aboriginal Academic Awareness Team Leaders. The stated plan was one per
2. Contracts Issued
Each limited contract teacher should be replacing a general contract teacher away on leave. I
am still in the process of compiling this information.
3. Contractual PD Fund
The PD Fund committee has met one to begin distribution of the $70,000 in the PD Fund
account. Funds in the amount of $3,401.88 were allocated. I have posted this information in
the STA Communications newsletter, and have urged teachers to continue to apply for the
balance of the funds.
I met with the Division for a third time. The purpose of this meeting was to receive information
on past allocations of the PD Fund. This information was not offered. Instead, I was offered a
break-down of the Division’s entire plan for PD and PD-related expenditures for the 2006-07
year. At this meeting I made it clear that the Association’s position was that $70,000 must flow
through the PD Fund Committee.
All school have at least one council rep., and the majority have their full complement plus
Council agendas, minutes and reports are available on our website.
5. Dental Plan
On the advice of Mercer and MTS, I have written a letter to the Division requesting that the
Division waives all retroactive increases to the Dental plan fees (see correspondence file).
According to Mercer, the plan is in suitable shape to skip the increases that should have
happened to adjust to our retroactive pay increases.
6. Designated Teacher in Charge
The Division has appointed 47 “Teachers in Charge” as per the collective agreement.
7. EI Insurable Hours
I have presented the Division with a letter of understanding establishing 9.1 hours as the
standard for a day’s teaching (general, limited and substitute) as reported on ROE’s submitted

Recruitment / nominations to fill these positions would be in order.
9. Liaison Committee
I have been working on establishing dates to meet with the Board representatives on the liaison
committee. The end of November (or early December) seems likely for a first meeting.
10. New Positions Created by the Division
I will be meeting with the Division on November 14 to discuss the three new positions:
i) EAL (English as an Addition Language Teacher) – I have received information from the
teacher currently holding this position.
ii) IRS (Inclusion Resource Support Teacher). I have received information from the teacher
currently holding this position.
iii) The AAA (Aboriginal Academic Achievement) – The Division provided the Association with a
job description for this position. After reviewing the document, I sent it back to the Division
with notations (see correspondence file). The Division is currently editing the document.
11. Personnel Cases / Membership Outreach: Year Tally: 92
Currently I am directly assisting 16 STA members. (My definition of a personnel case: when
advice and action, rather than simply information is requested/needed).
Six of the cases are closing or closed.
I have had the opportunity to work with and/or communicate directly with another 77 STA
12. Posting of Job Bulletins: Grievance
Motion: That the Association write a letter to the Division lifting the grievance regarding the
posting of a administrative position.
13. Qualified vs. Unqualified Teachers and Substitute Teachers
I am working with MTS staff on this issue. The MTS has received assurances from the MECY
Certification Unit that Limited Teaching Permits (LTP’s) will not be issued year after year
without requiring significant movement towards permanent certification by LTP teachers.
14. School Board/Trustee Elections
The candidates’ responses to the six questions were published in The Clipper Weekly, and
copies of these answers were published in the STA Communications newsletter and mailed to
every teacher residing in a contested ward. A notable result of the elections are that two
former Agassiz Teachers’ Association presidents (Don Nichol and Al Tymko were
elected/acclaimed to the Board. There is a dead-heat for the second trustee position in Ward 4.
Gladys Hayward Williams and Terry Borkowski both had 891 votes. I have received no news
regarding how the deadlock will be broken. I was interviewed by Judy Edmond (MTS Staff) for
a publicity piece on trustee elections.
15. Workload Survey
I have spoken to a few administrators and have received advice to get the Division to approve
the release of teachers’ timetables from administrators.
16. Workplace Safety and Health
I have requested that the Association be notified of all Divisional WSH inspections, events and
A government Workplace Safety and Health Officer did an air quality inspection to determine
whether or not the STA Office “odor” was indicative of harmful substances in the air. Her air
quality meter showed no dangerous levels and a written report will be forthcoming.
17. Worksite Visits:
I have not yet visited:
- Colony Schools: Heartland, Richland, Springfield, Brightstone and Whiteshell
- Continuing Education: New Directions
- Sunrise Student Services Centre
All other schools have been visited at least once.
18. Wellness Events:
Without a wellness chair the responsibility for organizing the get-togethers in the fourn main
communities has fallen on me. I am looking for one “field organizer” in each of the four main
communities: Beausejour, Oakbank, Lac Du Bonnet and Powerview. Any volunteers?
19. New Teacher Packages:
I have had the opportunity of giving out 39 new teacher kits. There are about 6 more on my
list, but I am out of kits. In most cases I met the new teacher and handed out the kit directly.
