Simon Greenwood, My Address: Bromley Council, Planning Civic Centre Stockwell Close, Bromley BR1 3UH Date: Dear Sir, RE: Planning Application for Change of Use of 25 Church Road, Upper Norwood, London, SE19 2TE- Ref: 09/02202/FULL1 I wish to object to the above application for the change of use of the old Gala Bingo Hall at 25, Church Road, SE 19 2TE on the following grounds: This part of Church Road is desperately in need of regeneration, and what is needed is a community based facility which will be used by all members of the local community. The retention of the D2 leisure use could bring much needed vitality to the area and extra revenue for local businesses which are struggling in these difficult times. I strongly believe that such a striking and flexible space as the old bingo hall which was purpose built as a cinema would have much wider appeal and better serve the community as a cinema. A church would result in a huge influx of worshippers from outside the area once a week, whereas a cinema would see increased footfall all week long and, at different times of the day. We already have 7 churches in the area. I am also very concerned about the increased traffic and parking congestion that would be caused by a huge congregation from outside of the area. We already have serious parking issues in the Triangle especially on Sunday which for our traders is one of their busiest trading days. The applicant has claimed this is a redundant building. This is certainly not true as we know that an independent cinema operator also put in a bid to purchase the venue. The opportunity for Crystal Palace to have a cinema cannot be overlooked. Developing Crystal Palace and more importantly the triangle as a cultured community hub and district centre is vital for the future of this area and most certainly in line with current planning policy.
