Subject: Board of Directors meeting 9th November 2009
Purpose of paper: Summary Notes for the public
The Chairman informed the Board of the recent Non Executive Director appointment
process and informed the Board that Mr Stephen Mycio, Deputy Chief Executive of
Manchester City Council had been appointed and would take up his position on the 1st
The Chairman reported on the Council of Governors meeting held on the 5 th November
2009. He explained that one of the biggest challenges was the Governors’ ability to
engage with the membership. He reported that the first assurance meeting had been
held and that there would be a focus on risk management at the next meeting of
The Chairman was pleased to inform the Board that the New Hospitals Appeal had
succeeded in reaching £20m. He thanked everyone concerned with this excellent
Chief Executive’s Report
The Director of Human and Corporate Resources gave an update on the pandemic flu
plans. Priority groups of staff were currently being vaccinated. Staff were also being
vaccinated with the seasonal flu vaccine.
The Board received information on performance against operational indicators.
The Executive Director of Finance reported to the Board the results of the annual
health check, the Board had received ‘good’ for quality of services and ‘good’ for
finance. The Executive Director of Finance also reported on performance against the
timeliness of discharge letters, performance had been stable over the past few months.
The Director of Patient Services/Chief Nurse advised the Board of the increasing
pressures being experienced in A&E, attendances were up by 7% and overall there
was increased acuity in patients.
The Board received the financial performance for the first six months to 30th September
2009. After six months the overall income and expenditure position was in line with the
The Executive Directors of Finance presented a paper which provided the Board with
an update on NHS Manchester’s approach to Quality and Efficiency - ‘Securing our
Shared Future’ programme.
Progress Report on the Quality Campaign
The Director of Patient Services/Chief Nurse provided an update to the Board on the
progress made on the Quality Campaign since the last report. The Quality Campaign
was gathering increasing momentum across the divisions and there had been
significant uptake and interest. Each division had launched a Quality Campaign. The
Director of Patient Services/Chief Nurse also explained that there was a proposal for
the divisions to present their progress in January through the ‘We are proud of you’
initiative, which had been very successful.
Standards for Better Health
The Medical Director presented the mid year position against the core standards of the
Standards for Better Health for approval of the Board, prior to submission of the
declaration. For 2009/2010 the organisation is required to submit a mid year position
statement in preparation for the revised registration arrangements with the Care Quality
Commission in January 2010. The Medical Director informed the Board that the Trust
was declaring compliance on all of the 44 standards.
Complaints Annual Report
The Director of Patient Services/Chief Nurse presented to the Board of Directors the
summary of the annual complaints report for 2008/09. Concerns had been dealt with
very quickly and overall complaints were slightly down from the previous year.
Governors’ Declarations of Interest
The Board was presented with the register of Governors’ interests for 2009.
