The e-Health Policy and Research specialty pharmacy residency provides leadership and professional
development experiences for pharmacy graduates interested in healthcare and information technology. The
residency program offers unique opportunities to gain valuable work experience and knowledge of state and
federal government programs to advance the adoption of electronic health records (EHRs) as a requirement
for healthcare reform. With electronic prescribing (e-prescribing) leading the way, the success of the e-
prescribing process is vital to the success of the adoption of EHR technology to follow in California. This
residency is ideal for residents interested in a career in healthcare or healthcare public policy or other
related fields.
In this specialty residency, the resident will explore the various federal and state initiatives underway to
increase the number of providers who are meaningful users of electronic health records. The resident will
participate in many of the planning and implementation activities designed to accomplish statewide health
information exchange (HIE); laying the groundwork for a national health information highway. These
activities include implementation of the incentive programs set forth in the HITECH provisions of the
American Recovery and Reinvestment Act of 2009 (aka “stimulus”). The resident will also analyze the
impact and develop policy to implement HIE components of the Patient Protection and Affordable Care Act
and the Senate Reconciliation Act 2010 (known collectively as Healthcare Reform).
II. GOALS
It is a goal of the School of Pharmacy to establish pharmacy practice experiences in health care roles that
will offer residents the opportunity to learn about non-traditional roles of pharmacists outside of the
pharmacy setting.
The goal of the e-Health Policy and Research experience is to develop pharmacy leaders and provide them
with the tools they need to continue their advancement well after they have received their degrees. The
residency provides a fast-paced, real life, highly valued program that not only provides immediate value to
the individual, but has the goal of fostering America’s future healthcare leaders, who will go on to work in
healthcare positions throughout the nation.
III. COURSE OBJECTIVES
The primary objective of the residency is to provide residents with an enriching pharmacy practice
experience after completion of their Doctor of Pharmacy training. The uniqueness of e-Heath policy
residency is its capacity to expose the resident to multiple and varied aspects of pharmacy practice and to
challenge the resident to integrate theory taught in the preceding years of schooling with the issues and
realities of practice of a rapidly changing health care environment.
We hope that this experience and dialogue with preceptors will encourage residents to consider a career in
government health policy as a means to engage the profession of pharmacy in future health policy decisions.
As it is, the profession of pharmacy has been completely excluded from the unprecedented opportunities
offered to “eligible professionals” under the provisions of the ARRA.
At the conclusion of this residency, residents will be able to:
Appreciate the integral role of pharmacy in helping advance healthcare research and educational
priorities.
Conduct vital research on legislation and federal and state agency matters.
Write on a myriad of e-health subjects for high-level audiences
Assist with state e-health events; communicate with legislators, agency liaisons, constituents and
external stakeholders (e.g. public hospitals, Safety Net Clinics).
Serve as an additional voice for pharmacy on e-Health advisory boards, committees and at public
hearings
Undertake special projects to advance e-prescribing in California.
Stipend:
Approximately $46,000 per year for PGY1 (paid monthly)
Benefits:
Professional Leave: 1-2 weeks (to attend professional meetings)
Vacation: 10 working days
Insurance: Health and professional liability insurance
Period of Appointment:
July 1, 2011 through June 30, 2012

Minimum qualifications include graduation from an accredited school of pharmacy. Please
