The following are Questions (Q) and Answers (A), including Conference discussion and
subsequent clarifications, from the Subcontractor Mandatory Prequalification
Conference # 2, held April 29, 2011, for the Ventura County Medical Center Replacement
Hospital Wing Project.


Q1:   Will the prequalified subcontractors contract with the Owner or with the General
      Contractor of the DB Team?

A1:   Prequalified subcontractors will be eligible to contract with the General Contractors of
      the DB teams. Contracting terms shall be up to the subs and GC’s to negotiate


Q2:   After the DB Teams are shortlisted, will the General Contractors be limited to teaming
      with prequalified subcontractors in the designated trade groups?

A2:   Yes. Only prequalified subcontractors will be allowed in the designated trades on GC /
      DB teams.


Q3:   What about special IT certifications such as RCDD?

A3:   Refer to section I.B.6.h (page 8) in the Health Care Technology Implementation / Low
      Voltage Subcontractor Questionnaire for a discussion of such certifications that may be
      discussed during interviews that may be conducted.


Q4:   Will the Healthcare Technology & IT Consultant participate in the GC / DB Team
      interviews?

A4:   Yes, the HTC & IT Consultant is the only one of the eight designated prequalified
      Subcontractors that definitely should participate in GC DB Team interviews.


Q5:   If projects are not completed in construction, can they still be submitted in the
      experience section?

A5:   Yes, as noted in the new questionnaires, projects that are not fully complete in
      construction and/or that do not fully achieve the listed criteria may be submitted for
      partial credit.


Q6.   Who will provide IT & Low Voltage commissioning for this project?

A6.    As noted in the Health Care Technology & Information Technology Consultant
       questionnaire, the HTC & IT Consultant will provide IT & low voltage commissioning
       services. See page 19, in section III.C.1.b.


Q7.    Will the structural steel subcontractor provide miscellaneous steel as well as structural
       steel?

A7.    That is possible. It will depend on negotiations between the steel subcontractor and the
       General Contractor with whom they contract.


Q8.    Are there any more addenda coming out?

A8.    At this time, an addendum is planned for next week that will simplify part of the
       structural steel questionnaire experience criteria only. In addition, these questions and
       answers from this conference will also be issued by addendum to each of the eight
       listed trades.


Q9.    Will automatic electronic updating by the County be happening? We registered on the
       project website but have not been getting the automatic updates described on that
       website.

A9.    The County will be informed of this issue.


Q10. We already submitted the questionnaire? Is that okay?

A10. Yes. However, you can replace it with a revised version before the May 13 deadline, if
     you want to do so


Q11. Will the sign-in sheets from today be shared with the attendees?

A11. Yes. A word-processed version of today’s sign-in sheets, using both the hand-marked
     sheets and the business cards provided today to verify contact information, will be
     posted on the project website.


Q12:   Is the prequalification process based on specific manufacturers?

A12.    No. The delivery strategy for this project is a Design Build model based on facility
       performance criteria, not on specific product brands or manufacturers. There may be
       exceptions to this approach if the Owner requires specific products, such as to match
       building systems already in use. Regardless, no manufacturers or brand names are
       required to be proposed in the questionnaire

Q13: Is this project funded?

A13. Yes, funded is arranged.


Q14: Is medical equipment planning part of the scope of the Heath Care Technology & IT
     Consultant?

A14. Yes, medical equipment consulting is part of the HTC & IT Consultant’s scope. This
     responsibility should not be confused with customary medical planning, which should be
     provided by the GC DB Team as part of the facility and site development design
     services.


Q15. What topics will be required in interviews, if they occur?

A15. Refer to the interview topics listed and described in each of the eight Subcontractor Pre-
     qualification Questionnaires. See section I.B.6.


Q16. We are a closely held company and typically do not provide audited financial
     statements. Could we provide unaudited financial statements instead?

A16. Please submit this question formally via the website. The County will then consider it
     and respond.


Q17. If the project continues to 2018, including remodeling after the new wing is built, that is a
      long time to wait for retention release, especially for a smaller business. Could partial
      retention release happen before then?

A17. Please submit this question formally via the website. The County will then consider it
     and respond.


Q18. Regarding the construction cost size of projects required to be provided in the
     Experience section of the questionnaire, shouldn’t the size be limited to the scope of
     each Subcontractor’s potential work?

A18. Yes and this approach already is implemented in the current Subcontractor
     Prequalification Questionnaires.

Q19. How will medical equipment be furnished and installed? How will IT and Low Voltage
     systems be furnished and installed?

A19. There are several procurement ways that medical equipment and that IT/Low Voltage
     systems may be furnished and may be installed, such as Owner Furnish/Owner Install,
     Owner Furnish/Contractor Install, Contractor Furnish/Contractor Install, etc. Which
     equipment and/or systems are to be furnished and installed by which way will be
     determined later in the project.
