China tightens control on TV ads

further "purify" the screen and create a "green" environment for the public, especially children.
The State Administration of Radio, Film and Television (SARFT) will tighten its control on
adverts exaggerating the efficacy of medicines and vulgar advertisements with sex-explicit
contents, said Ren Qian, deputy director of the SARFT social management bureau, at a national
meeting in Yangzhou, a city in eastern Jiangsu Province on July 30.
"Though some medicine commercials have been licensed, when being broadcast, their
original content was changed, which misled consumers and broke the law," he said.
He added that ads concerning adult products such as female underwear should only be aired
at midnight.
Ads for products such as medicine for beriberi or hemorrhoids, and female hygiene products
are also banned from being shown during prime time, which falls on 6:30 a.m to 7:30 a.m., 11:30
a.m. to 12:30 a.m., and from 6:30 p.m. to 8 p.m. each day, according to Ren.
"Authorities should also step up monitoring on ads that don't violate the laws but are deemed
'vulgar' and will have negative social impact," he said.
He gave two examples of such ads, "naobaijin" and "huangjindadang" in Chinese, both were
nutrient products of the Shanghai Goldpartner Biotech Co., Ltd.
The ad of "huangjindadang" boasts that it is a good gift to teachers, relatives and bosses.
"This ad will have an extreme negative influence on the minors," he said. "the government
should ask the company to switch to another version for broadcasting."
As to the scrolling adverts during relay of programs, Ren urged that government to follow the
interim regulations on control of radio and TV advertisements, promulgated in 2004.
It prescribes clearly that the integrity of relayed programs should be ensured and
self-arranged advertisements or interference with original advertisements are not allowed.
Ren also said that those broadcasting stations who refuse to rectify their wrongdoing or break
the regulation more than three times within 60 days would face severe punishments including a
suspension of airing or the loss of licenses.
Earlier this month, about 30 radio and television stations, including China Radio International,
China Central Television and Beijing Television, jointly issued a self-discipline pact, vowing not
to broadcast ads which may produce negative social effects. (XEN)

China to issue energy efficiency standard for small home

                                 electrical appliances

BEIJING – Energy efficiency standards for China's small home electrical appliances (SHEA)
are expected to be issued by the end of this year, according to China Electronics News.
Standards for electric cooker and electric fan have been submitted to China's Standardization
Administration and that for microwave is on drafting, said Liu Wei, senior engineer of
Sub-Institute of Resource and Environment Standardization of China National Institute of

Standardization (CNIS).
SHEA's potential of the energy saving is huge, and the issuance of the energy efficiency
standards will be of great supportive to China's energy saving project, said Liu.
Nevertheless, costs hike of raw materials and labors this year has diluted profits of SHEA
enterprises, and the upcoming standards will further raise the cost by 5-10% in future, said Wu
Huarong, an industrial expert.
Liu reckons that around 10% SHEA products will be eliminated from the electrical cooker
and electrical fun markets, but most manufacturers are able to achieve the standards.
Issuance of the energy efficiency standards for SHEA will help upgrading the industry
structures in a favorable aspect, and more medium-and high-end products will be available in the
market, said an expert. (XEN)

Chinese government won't allow spread of illegal information

                             online: Games spokesman

BEIJING – The Chinese government won't allow the spread of any information that is
forbidden by law or harms national interests on the Internet, a spokesman for the Beijing Olympic
Games said here on July 31.
"We hope the media could respect relevant laws and regulations of China," said Sun Weide,
the Beijing Olympics spokesman, at a press conference in the Main Press Center (MPC) of the
Games.
Sun made the remarks in response to some reporters' questions about the difficulties they met
in browsing certain websites.
"If a few websites are difficult to browse, it's mainly because they have spread content that is
banned by the Chinese laws," explained Sun. "The Internet is regulated according to law in China,
just like in other countries."
The Chinese laws forbids anyone to spread illegal information, such as preaching the
Falungong Cult, or do anything that harms national interests through the Internet, said the
spokesman.
During the Beijing Olympics, China will provide sufficient convenience for foreign
journalists to access the Internet, said Sun.
"The channel is smooth for foreign journalists in Beijing to report the Games and report
China using the Internet," he added. (XEN)

Provisions on preferential tax treatments to high-tech firms

                                           specified

BEIJING – China just issued provisions on preferential tax treatments to high-tech firms.
According to the provisions, the New Measures on Recognition of High-tech Enterprises shall
approve hi-tech firms recognized by the end of 2007 before enjoying preferential tax stipulated in
“Corporate Taxation Law”.
Hi-tech enterprises still enjoying preferential tax treatment according to the law shall abide
by regulations in “Notification of the State Council on Carrying out the Transitional Preferential
Policies concerning Enterprise Income Tax”.
Related notification is also issued for newly established and recognized hi-tech enterprises at
special economic zones and Shanghai New Pudong Area.
The certificate of hi-tech enterprises takes effect upon issuing and has 3-year validity. The
certificate will nullify automatically, if enterprises don’t apply for review three months before
invalidation or fail the review.
Specified assessments are also proposed in notice for independent property right,
management research and development, transferring of science and technology fruits, and growth
of assets and turnover. (XEN)

China certifies 91 Innovative Enterprises for the first time

BEIJING – A list of China's first batch of Innovative Enterprises was announced on July 28
by China's Ministry of Science and Technology, the State-owned Assets Supervision and
Administration Commission of the State Council, and All China Federation of Trade Unions.
A total of 91 enterprises including China Aerospace Science and Technology Corporation
were in the list.
Innovative Enterprises refer to those who have independent IPR, well-know brands, and
strong international competitive edge on technological innovation.
The aforesaid departments launched the Innovative Enterprises pilot project in July 2006 to
stimulate enterprises' independent innovation ability, and 287 enterprises were selected as the
pilots.
Pilot enterprises have showed reliance on technology innovation since the launch of the
project. Their R&D investment increased to 82.9 billion yuan in 2007 from 54.5 billion yuan in
2005, up 52.1%, taking up a quarter of the total social R&D investment in China. And R&D staff
also increased to 220,100 in 2007 from 174,600 in 2005, up 26.4%.
The Innovative Enterprises project is now carried out across the country, with 2000
enterprises selected as pilots. The Ministry of Science and Technology and other relevant

Beijing orders online shops to get business license from Aug. 1

BEIJING – Online businesses which make a profit in Beijing will be subject to the
government's business-license regulation from August 1, which would make the national capital
the first to pilot the e-commerce regulation in China.
"The administration will use technical measures to trace online shops that evade the
regulation after the deadline, and close their online links," said Wang Jing, the official in charge of
special transaction monitoring with the municipal administration of industry and commerce.
The administration issued a notice in June, requiring online shops to get business licenses
before August 1.
It defined online taxpayers as those shops with online registration based in Beijing and
making profits through Internet sales.
Beijing's new regulation expected those online shops selling or exchanging personal use
items from the real-name business registration, said Wang.
China's e-commerce has been on a fast track in recent years. Leading e-commerce portal
Taobao.com saw transactions rise to 43.3 billion yuan (6.3 billion U.S. dollars) in 2007.
The government's online business regulation, however, has been criticized by e-businesses.
Irritated shop owner nicknamed Duguqiubai said he would rather close his shop than get a
business license.
"Most online shops are small businesses that earn meagre profits. Taxes would devour our
small profit margin," said the netizen, who has a shop on Taobao.com selling mobile phones and
phone cards.
Another man, with the online name of Family at Lin'an, said that the regulation's deadline
would be a deadline with real meaning for his family, whose sole income came from the online
store he opened. He said he is a handicapped man, who has a little hope of being employed.
The administration official Wang said that the government has been fully aware of the
Internet outcry, but would not make changes to the regulation.
"Online shops are after all private businesses. They should be treated equally with other
private businesses," Wang said.
Professor Tao Hong, chairman of the research center of commerce under the Beijing
University of Industry and Commercial, was in favor of the new regulation. He expected it to help
clean the e-commerce market.
But other scholars like Kan Kaili, a professor with the Beijing University of Posts and
Telecommunications, held the opposite view.
Kan said that the authority would have troubles to put the regulation into practice, since there
are neither borders nor regions on the Internet. Online shops can easily change registration places
to evade the regional regulation. (XEN)

Beijing Olympics to provide sufficient, convenient Internet

                          access to reporters: official

BEIJING – A Beijing Olympic Games organizing committee official said here on July 30 that
foreign journalists coming to cover the Games would enjoy "sufficient and convenient Internet
access."
"Your reporting on the Games will not be affected," Sun Weide, a media official with the
organizing committee, told the reporters at a press conference held in the Main Press Center.

China cleans up cyber environment ahead of Olympics

BEIJING – Six websites were denounced on July 30 for their unwillingness to remove pulp
information by the China Internet Illegal Information Reporting Center (CIIRC) in a move to
create a cleaner cyber environment ahead of the Olympics.
The effort, the largest in recent years, was initiated on June 25 by the CIIRC, a
non-governmental organization sponsored by the Internet Society of China (ISC), and 50 major
websites in the country. The move soon won support from more than 600 websites.
The campaign centered on eliminating obscene pictures posted on websites and search
engines since the CIIRC found through investigation that those images dominated the online
content.
The CIIRC also scrutinized online pornography videos and articles.
The CIIRC successfully persuaded various websites to delete about 19,183 items related to
pornography by sending them a warning notice. For those which refused to make changes, the
CIIRC posted a critical notice on its websites.
"Most of the websites feel great pressure from the notice and weed out the pulp items
immediately," said Li Jiaming, CIIRC director.
The campaign had also won huge support from the public as more than 110,000 netizens sent
words of support. (XEN)

15.85% growth in the same period of 2007.
According to the latest statistics published by China CCM, China sold only 6.713 million sets

growth is 10 percentage points lower than in the same period of 2007. (XEN)

Market scale of China's network ads reaches 2.8 bn yuan

BEIJING – The "Quarterly Monitoring of China's Internet Advertisement Market in the
Second Quarter of 2008" published by Analysys International shows that the market scale of
Internet advertisement operators reached 2.808 billion yuan in the second quarter of this year, up
33% quarter on quarter and 72.5% year on year.
The market scale of key-words ad was 1.227 billion yuan; and that of ad location, 1.427
billion yuan.
The report attributes rapid growth of Internet ad in the second quarter mainly to two factors:
1. There is no influences of slack season; 2. There is the driving force of the 2008 Beijing
Olympic Games. (XEN)

30% annually in the following three to five years, predicts a report released recently by
ChinaVenture, a Chinese consulting organization.
The report says that there were 24 investment cases involving a total value of 240 million
U.S. dollars in China's software industry in 2007, up 33.3% and 41.1%, respectively, over 2006.

standard for switching technology and access of network information devices, was recently
promoted to international standard, according to IGRS Industry Alliance.
IGRS supports the intelligent interconnection, resource sharing and collaborative service for
various 3C (Computer, Communication, consumer-electronics) products, fulfills a completely new
network structure of "3C equipment + network operation + content/service", and provides
innovative business modes for future end-products manufacturers, network operators and network
content/service providers, and high-quality information services and entertainment methods for
consumers.
The standard has filled in the gap of China's information industry in the realm of ISO, and
empowered Chinese enterprises a greater voice in the domain of global 3C collaborative
technology.
The IGRS Industry Alliance so far has 115 members, and relative products including
computers, televisions, cell phones and projectors that manufactured in accord with IGRS standard
have been put into market since end 2007. (XEN)

BEIJING – China's retail sales hit 864.2 billion yuan (126.7 billion U.S. dollars) in June,
showing a 10-year-high growth rate of 23% year-on-year, the National Bureau of Statistics said on
July 30.

points higher than in May.
Adjusted for inflation, the June growth rate was 14.8%, the bureau said.

attributed the faster growth rate to several factors. These included workers' expectations of rising
incomes, more allowances for low-income earners as a result of the new labor contract law and
efforts by local governments to raise welfare payments to the needy.
Retail sales stood at 5.1 trillion yuan nationwide during the first half, up 21.4%, or 12.9% in

Anticipation for appreciation of RMB yuan likely to be reversed

BEIJING – RMB exchange rate has remained stable on the past dozen trading days, and
performance of non-deliverable forward (NDF) market overseas shows that the anticipation for
appreciation of RMB yuan is weakening, and there even comes the anticipation for depreciation of
RMB yuan.
By July 28, RMB yuan had appreciated by 6.5%, and the central parity price of RMB yuan
on July 28 was 6.8277 yuan one US dollar. By the end of June this year, China's forex reserve had
reached 1.8 trillion dollars.
Before then, the administrative authority used to pin hope on exchange rate policy to ease
the pressure of inflation, but the result is fruitless. Instead, it has propelled in hot money, and
plunged export-oriented enterprises into operation difficulties. With forex reserve keeping rising
and inflation pressure increasing, the negative effect of appreciation of RMB yuan is showing up.
The possible slowdown in velocity of appreciation of RMB yuan has "accumulated" huge
market expectation. In this field, change of exchange rate policy is a ready choice.
The recent meeting of the Political Bureau of the CPC Central Committee has upheld steady
and fast economic growth as the country's key task, which forebodes that to tackle inflation may
give way to steady and fast economic growth.
In fact, the Monetary Policy Committee of the People's Bank of China (PBoC), China's
central bank has already put forward the principle of "initiative, controllability and gradualism" at
its second-quarter regular meeting, aiming to stabilize RMB exchange rate at a rational and
balanced level.
In letter, China has for the first time failed to mention "strengthening elasticity of exchange
rate" in the past year, and the change may forebode big adjustment of RMB exchange rate policy.
It is expected that the pace of appreciation of RMB yuan will slow down in the latter half of this
year. (XEN)

Ctrip's sister company enters low-star hotel management

                                            market

BEIJING – A sister company of Ctrip.com (CTRP.NASDAQ), established in Shanghai on
July 28, is entering the market of low-star hotel management to compete with chain budget hotels.
The new company signed a strategic agreement with Ctrip on the same day, and will also
develop cooperation with other online travel agents, such as eLong (LONG.NASDAQ) and
mangocity.com
It will offer management and brand promotion services for low-star hotels by allying with
them and maintaining their original styles, rather than acquiring.
Liu Jiajun, executive general manager of the new company, said that there were more than
19,000 three-star and lower grade hotels in China, and about 10% were chain brands. The new
hotel management company eyes the rest 90% of the market.
Its first phase plan will focus on Beijing, Shanghai, and big cities at the Yangtze River Delta,
and plans to develop 100 hotel partners on average each year to expand the market.
The coming Beijing Olympics is expected to boost China's hotel industry and raise hotel
occupancy rate. (XEN)
