           Pennsylvania Qualified Energy Conservation Bond Allocation


     The American Recovery and Reinvestment Tax Act of 2009 (“ARRTA“), signed by President
     Obama in February, created several new categories of bonds with tax credit options and/or direct
     payment options from the U.S. Treasury Department. Qualified Energy Conservation Bonds are a
     new category of tax credits. Below is a chart that breaks down the Qualified Energy Conservation
     Bond allocation for Pennsylvania among the “large local governments” in Pennsylvania. A large
     local government is a county or municipality that has a population of more than 100,000. The
     allocation calculations were made using census population estimates for 2008. We suggest that
     all large local governments use these allocation calculations.

     Each county or large local government has the ability to use the allocation designated; however,
     the county or large local government also has the option of reverting the allocation to the state. If
     a county or large local government does not intend to use its allocation, the Department of
     Community and Economic Development (DCED) requests that the allocation be reverted to the
     state. DCED can then re-allocate it to a project within the state since a county or large local
     government can only use the allocation in its designated area. DCED’s overall goal is to
     redistribute unused allocation to projects able to use it in order to maximize the use of these
     stimulus dollars.
