              RECREATIONAL PURPOSES (COP LEASE REV00020)

            Overview
            Harvey Collins, dba Beach Lake Stables, desires to continue leasing a
            23 acre portion of the Sacramento Regional Wastewater Treatment
            Plant bufferland for recreational uses such as maintaining picnic
            grounds and horseback riding. He has leased this property since May
            1998.

            Recommendation
            Approve the attached resolution authorizing the Chair to execute a lease
            agreement with Harvey Collins for recreational purposes.

            Fiscal Impact
            The lease will generate an annual rent of $840, paid in quarterly
            installments, and is considered to be at the market rate for this type of
            use. The revenue will be deposited to the CSD-1 Operations Fund.


BACKGROUND:

This property, located to the west of the Sacramento Regional Wastewater Treatment Plant adjacent
to River Road, was part of the original 110 acres purchased from the Beach Lake Preserve, owned
by Harvey Collins.

This agreement will lease 23 acres (see attached map labeled "Exhibit A") to Harvey Collins until
April 30, 2004. The 87 acre remainder of the original 110 acres has been set aside for possible use
as a borrow site for the proposed North Beach Lake levee and for environmental impact mitigation
purposes. Seventy of these remaining acres are being utilized by another tenant with a short term
agricultural lease in anticipation of the Sacramento Area Flood Control Agency (SAFCA)
impacting this property with proposed levee work.

This lease will allow Mr. Collins to maintain the previous recreational activity, perform weed
abatement services, and provide revenue to the District. The lease is very similar to the original
lease except for minor changes in access and maintenance provisions.
