                                           EXECUTIVE SUMMARY

Rehabilitative Resources, Inc., incorporated in 1975, is a large, multifaceted, nonprofit organization that
provides a variety of services to individuals with developmental disabilities. The agency provides a range of
residential supports, supported employment, family support, day habilitation services, transportation, and
autism resource services. Headquartered in Sturbridge, MA, the agency holds contracts with the Central/West
and Southeastern Regions of the Department of Developmental Services. RRI also has affiliations/funding
from several other state agencies.

RRI had a strong organizational culture based on the philosophy that all facets of the organization, through
clearly defined roles and responsibilities, contributed to ensuring that high quality standards were met. Various
constituents were held accountable to provide input into and oversight of the agency as a whole. Each part of
the agency worked for the good of the whole. The Board of Directors, the Human Rights Committee, and each
and every RRI staff person, regardless of position, were seen as critical to ensure that the provision and
oversight of services to individuals met high standards to ensure the best services possible were delivered.
Across the organization there were a number of planned practices and mechanisms in place to assure that vital
information is shared with and/or reviewed by the appropriate constituents. For example, the Board of Directors
was actively involved in the review and approval of annual program evaluations as a means of ensuring
knowledge of what was occurring in programs. The Human Rights Committee reviewed a multitude of
behavioral interventions, visited all 24-hour homes annually and reviewed agency policies which impacted
human rights. For agency staff, there was a strong commitment to invest in comprehensive, planned training
initiatives combined with clearly defined policies and procedures, which produced a high level of accountability
within the programs.

A major strength of the organization was the concerted investment made to develop and support a highly
competent and knowledgeable work force. There was recognition throughout the organization that the retention
of well-trained staff was directly linked to quality services. This goal was accomplished in a variety of ways.
Emphasis was placed on ongoing training and skill development through the agency and site specific
orientation process. Once hired, each staff person attended a residential sixty-hour orientation that addressed
the required Department of Developmental Services topics and others such as applied nonviolence, human
sexuality and behavior plans. Testing was done upon completion of orientation to measure competency.
Additionally, training occurred within each program site based on the specific needs of the individuals in the
homes. Further commitment to develop staff competency occurred through tuition remission and the provision
of increased educational opportunities, both within and outside of the agency. Whenever possible, the agency
looked to promote staff from within as evidenced by the establishment of the Pyramid of Leadership program,
which developed new leaders. These practices have led to well trained staff and high retention across the
organization, which has translated into quality services for individuals.

A second strength identified for RRI was the collection, documentation, analysis and utilization for planning of
its data tracking systems. Data was collected in areas such as medication occurrences, behavior plans,
restraints, falls, investigations, incident reports and satisfaction surveys. Collected data was shared with
pertinent groups such as the interdisciplinary management team, the human rights committee or the training
department. Emerging trends were tracked, identified and used to improve services. For example, based on
the tracking of medication occurrences, the agency undertook several initiatives to reduce the number of
occurrences. A MAP advisory board was formed to provide consistent oversight, changes were made to the
medication administration records in the homes, and a more stringent approach to staff errors was adopted.
These efforts had led to a decrease in medication occurrences.

Findings also identified a few areas that would benefit from further attention on the part of the agency, including
meeting restraint review timelines and ensuring human rights training for all supported employment
participants. Rehabilitative Resources, Inc. does a commendable job in providing high quality residential and
supported employment supports. Individuals have had opportunities to lead successful, fulfilling lives.
