            BOARD MEMBERS FOR PUBLIC SCHOOL ACADEMIES


Division/Department: Academic Affairs and Provost - Public School Academies
and Urban Partnerships, School of Education and Human Services.

Summary: The Michigan Revised School Code requires an authorizing body of a
public school academy (PSA) to adopt a resolution establishing the method of
selection, length of term, and number of members of the board of directors of each
PSA subject to its jurisdiction. On October 5, 1995, the Oakland University Board
of Trustees adopted such a resolution when it approved the Oakland University
Policy on Public School Academies and Criteria for the Evaluation of Applications.
One of the many criteria used to evaluate the strengths and weaknesses of a PSA
applicant is its proposed staffing and governance structure. Oakland University
requires by contract that successful applicants adopt articles of incorporation that
provide for the establishment of a board of directors and the method of selection of
its members, including a method by which candidates for board membership will be
presented to Oakland University for approval by the Oakland University Board of
Trustees.

PSAs under Oakland University’s jurisdiction nominate candidates for board
membership to the Office of Public School Academies and Urban Partnerships
(PSA Office). The PSA Office then screens each nominee for eligibility to serve by
evaluating a completed questionnaire form, contacting references, ordering and
reviewing a criminal background check, and conducting an interview.

The PSA Office received the following nominations for board membership from
respective PSAs under Oakland University’s jurisdiction, and completed due
diligence for each nominee. Those nominees deemed eligible to serve by the PSA
Office will be recommended to the Oakland University Board of Trustees for
approval at the formal meeting on June 7, 2006.

Action to be Requested at the Next Formal Board Meeting: Approval of the
following PSA board members:

The Board of Directors of Universal Academy nominated Hassib Ismail for
reappointment for a three-year term to expire on June 7, 2009; and Leila
Chammout to fill a vacancy created by term expiration for a three-year term to
expire on June 7, 2009.

The Board of Directors of Weston Technical Academy nominated Nikisha
Kimbrough and Tuoanyene Natt to fill vacancies created by term expiration for a
three-year term to expire on June 7, 2009.

The Board of Directors of Star International Academy nominated Allie Khalifeh to
fill a vacancy created by term expiration for a one-year term to expire on June 7,
2007.

Previous Board Action: On October 5, 1995, the Oakland University Board of
Trustees approved the Oakland University Policy on Public School Academies and
Criteria for the Evaluation of Applications.

                                Recommendation

Recommendation

       WHEREAS, the Board of Directors of the Universal Academy nominated
Hassib Ismail for reappointment for a three-year term to expire on June 7, 2009
and Leila Chammout to fill a vacancy created by term expiration for a three-year
term to expire on June 7, 2009; and

      WHEREAS, the Board of Directors of the Weston Technical Academy
nominated Nikisha Kimbrough and Tuoanyene Natt to fill vacancies created by
term expirations for three-year terms to expire on June 7, 2009; and

       WHEREAS, the Board of Directors of the Star International Academy
nominated Allie Khalifeh to fill a vacancy created by term expiration for a one-year
term to expire on June 7, 2007; and

      WHEREAS, Hassib Ismail, Leila Chammout, Nikisha Kimbrough,
Tuoanyene Natt, and Allie Khalifeh each meet the requirements of the Oakland
University Board of Trustees and applicable law; now, therefore, be it

         RESOLVED, that the Oakland University Board of Trustees hereby
approves Hassib Ismail for reappointment to the Board of Directors of the Universal
Academy for a three-year term to expire on June 7, 2009 and Leila Chammout to
fill a vacancy on the Board of Directors of the Universal Academy for a three-year
term to expire on June 7, 2009; and, be it further

       RESOLVED, that the Oakland University Board of Trustees hereby
approves Nikisha Kimbrough and Tuoanyene Natt to fill vacancies on the Board of
Directors of the Weston Technical Academy for a three-year term to expire on June
7, 2009; and, be it further

        RESOLVED, that the Oakland University Board of Trustees hereby
approves Allie Khalifeh to fill a vacancy on the Board of Directors of the Star
International Academy for a one-year term to expire on June 7, 2007; and, be it
further

       RESOLVED, that all resolutions and parts of resolutions in conflict with this
resolution shall be and hereby are rescinded to the extent of such conflict.
