SUMMARY
The objective of the Canadian Blind Sports Association National
Goalball Team selection process is to set a fair and transparent
process accessible to all Canadian Goalball players.
There is one primary goal for this two year phase; developing a men’s
and women’s team to win gold at the 2008 Paralympic Games.
To be selected for the men’s or women’s National Team, players
must first be nominated for evaluation. These players are then
evaluated on playing skill as well as fitness and performance criteria
at training camps. From this group up to twelve (12) men and twelve
(12) women will be selected for each National Team Short List for
further evaluation in camps and tournaments. The National Teams
will be composed of 6 players, with Development Teams of up to 6
players.
The 2008 Paralympic Teams will be chosen primarily from the
National and Development Team players from 2007
Lists of eligibility and selection criteria are detailed in the main
document.
Lastly, all players and CBSA National Team Head Coaches may
appeal any decision during the selection process that affects
selection to the National Team using the CBSA Appeals policy.

Mission
There are two goals in the mission of the Canadian Blind Sports
Association National Goalball Team;
Prepare players* on the National Team to win the 2008
Paralympic Games; and
Increase the depth and cohesiveness of the Canadian National
Goalball program for continued long term success.
* who meet IPC classification for athletes with visual
impairments.
Nomination Principles
The primary principle guiding the National Team Nomination
process is that of allowing all Canadian Goalball players an
opportunity to be named to a list of players for observation and
evaluation as potential National Team members.
Selection Principles
The primary principle guiding the National Team Selection
Policy is that of fairly selecting players to a team that has the
potential to achieve CBSA’s National Team long term goal, to
win gold at the 2008 Paralympic Games.
At any given time, players will have access to their standing in
the National team selection process as well as feedback on
necessary steps to improve their standing.
Composition of National and Development Teams
The National Team will be composed of 6 players. The
Development Team will be composed of up to 6 additional
players.
The National Team Head Coaches will build each team around
the best combination of centers, and left and right wingers from
the pool of available players. The Development Team
composition will be influenced by the current and long term
needs of the National Team program.

Athlete Carding and Athlete Assistance Program
The Nominations to the AAP will be established on the ranking
of individuals within the Men’s Team and the Women’s Team
depth chart.
The depth charts (overall and by position) will be based on the
evaluations provided by the National Team coaching staff.
Each player will be evaluated at select tournaments and
training camps based on the elements and process described
in the Selection Process that follows.
There are six (6) Senior/C1 cards and two (2) Development
cards available to the men’s program and six (6) Senior/C1
cards and three (3) Development cards available to the
women’s program.
The number of cards available is subject to change by Sport
Canada.
All Senior National Team members are eligible for nomination
to an SR2 card. Returning National Team (SR2 carded)
players are eligible for a SR1 card. The next two (2) male
players and the next three (3) female players will be nominated
for Development cards based on the players’ skill evaluations,
performance and fitness tests, long term potential, team
dynamics as well as versatility on the team.
Timeline
The important dates in the 2007 & 2008 National team
Selection Process are summarized in Appendix E.
Nomination Process
Written nominations are submitted to the CBSA High Performance
Director (HPD) by March 12, 2007 for the 2007 season and
September 1 for the 2008 season using the form in Appendix A:
National Team player nomination form.
Nominations are accepted from;
a) Provincial team coaches as designated by CBSA member head
offices,
b) CBSA National Team Head Coaches,

c) Previous season’s National & National Development Team
players receive an automatic nomination, but must still submit a
nomination form to confirm their intention of being considered
for the National Team.
These nominations will comprise a long list of National Team
contenders invited to attend CBSA evaluation camps.
Selection Process
The selection process for 2007 & 2008 consists of two elements;
select tournament play and training camp performance
evaluations.
October-March: all nominated players are evaluated at training
camps and in-camp play as well as select National and
International tournaments.
April-June: National Team selection pool is reduced to between
6 and 12 players for each of the men’s and women’s programs.
Remaining players are evaluated at tournaments and camps.
Those players chosen by the CBSA Coaching Staff are
submitted to the selection committee for review and approval as
the National Team Short List.
Short listed players are then invited by the CBSA National
Office to participate in CBSA training camps and evaluation
tournaments as the final step in National Team Selection.
Evaluation at camps and competitions
Short Listed players are evaluated at the Selection Camps and
Tournaments by the coaching staff of the Team they are eligible
for as follows;
a) Tournament Evaluation (See Appendix B: competition
evaluation)
b) Overall performance during training camps
c) Player’s compatibility with rest of team (Appendix C:
Teamwork evaluation)

Verbal evaluation feedback will be available from the National
Team Coaching Staff at the end of each day. Written feedback
will be available within 48 hours of being requested.
CBSA will keep written records of the data used to evaluate
players in the selection process for a period of six months after
National Team selection is announced for a given season. This
includes but is not limited to; player nomination forms, player
evaluation forms and player testing results.
The camp and tournament evaluations completed by the coaching
staff will be used to recommend players to the National Team
Selection Committee.
a) The recommendations of the National Team Coaching Staff are
subject to review and approval by the Selection Committee.
b) If because of injury, illness, prohibitive causes or extenuating
circumstances a player is unable to meet any of the
requirements in this selection procedure, the player may still be
considered for the National Team. He/she must advise the High
Performance Director in writing of injury, illness, cause or
circumstance as soon as possible.
Permission to forego the nomination and selection procedure
must be obtained in writing from the CBSA High Performance
Director prior to the closing date for nominations.
In the case of illness or injury, a medical report must be
submitted from a Sport Medicine practitioner or general MD to
the CBSA High Performance Director.
c) If a player selected by the National Team Coaching Staff and
approved by the Selection Committee satisfies all eligibility
criteria, then that player will be offered a place on the 2007-08
National Team.
d) Players may be moved from the National Team to the National
Development Team and vice versa after each qualifying event.
Selection Committee
The Selection Committee will consist of the following individuals:
The National Team Head Coach for the appropriate team (men
or women),

The CBSA High Performance Director, and
The CBSA Goalball Sport Technical officer.
Invitations to join the National or National Development Team will be
sent to each selected player, subject to verification of eligibility status.
Upon confirmation of eligibility and receiving all of the athlete
agreements and signed contracts, CBSA will name the 2007 National
Team. The same applies to the 2008 Paralympic Team.
Replacement Procedures
A player may be removed from the 2007 or 2008 National Team, or a
nomination of a player may be withdrawn, for any of the following
reasons:
A player may remove himself/herself,
For behaviour in violation of the CBSA Code of Conduct.
Removal is subject to the CBSA Appeal Policy as outlined in
the Code of Conduct,
For behaviour in violation of the CBSA Athlete Agreement.
Removal is subject to the CBSA Appeal Policy as outlined in
the Athlete Agreement,
The player is declared as medically unable to prepare for and
compete by a CBSA approved medical staff member,
The player’s sight classification excludes them from IBSA or
Paralympic participation,
A player fails to comply with one or more of the Eligibility
Requirements set forth in these Selection Procedures.
Selection of Replacements:
In the event of a vacancy on the National Team, that vacancy will
be filled according to these procedures.
1) The National Team Head Coach will nominate replacement
players for the National Team from the National Development
Team. The National Team Head Coach will evaluate possible
replacements according to the following criteria, which are listed in
no particular order:

Past performance in international competition
Player’s compatibility with rest of team
2) The recommendations of the National Team Head Coach shall
be reviewed and approved by the Selection Committee to be
effective; provided, however, that if a vacancy occurs after the
National Team has left for a major tournament, World
Championship or the Paralympic Games and convening the
Selection Committee is not practical, then the National Team Head
Coach shall select the replacement.
3) Replacements will be funded to the same extent as the
competitors in the events for which they are the replacements.
4) There will be no changes to the AAP funding applied to
replacement players or replaced players until the end of the Sport
Canada funding cycle on June 30.
Eligibility Requirements:
To be eligible for selection, a player must be a Canadian citizen who
is able to represent Canada in the 2008 Paralympic Games.
The following are mandatory criteria for all players participating in the
2007-08 selection process:
1. All players must be individual members in good standing with
both the CBSA and the CBSA provincial member of their
primary residence.
2. All players must meet eligibility rules to compete for Canada
under IBSA, IPC and CPC governance at the date of
nomination to the team. This includes sight classification.
3. All players must sign and abide by the CBSA Goalball Code of
Conduct and, the 2007-08 CBSA Goalball Team Agreement.
The CPC Code of Conduct and General Release Forms will
also be required as needed.
4. All players must abide by CBSA National Team Testing &
Monitoring Program (see Appendix B).
5. All players participating in selection for the National Team are
subject to drug testing administered by representatives of the

Canadian Centre for Ethics in Sport (CCES) or IBSA. Players
who violate IBSA, CBSA, CCES, IPC, CPC or WADA rules
relating to banned substances or procedures will be subject to
penalties as established by the respective organization.
Players are responsible for contacting the CCES for drug
information resources by calling 1.800.672.7775 or visiting the
Drug Information Database prior to taking any medications and
making sure the medication they are taking is not on the
banned list.
Appeal Procedure
Players and CBSA National Team Head Coaches may appeal any
decision during the selection process that affects selection to the
2007-08 National Team using the CBSA Appeals Policy.
1. Any matter related to the Athlete Assistance Program
nominations and de-carding issues must follow the procedures
outlined in the Policies and procedures of Sport Canada's
Athlete Assistance Program Section 13.1

Appendix C: SAMPLE Teamwork Evaluation
Team work is a difficult and often subjective area of evaluation.
Overall the coaches are looking at team chemistry, how well different
combinations of players operate as a team both on and off the court.
Some criteria the coaches are trying to balance include;
Ability to complement personalities of their team mates
Respect for team mates, coaches, support staff, team structure,
etc.
o Player is on time,
o Player available for set up and take down at practices,
o Player attends team meetings
o Player support of team mates,
o Player mentors team mates as necessary,
o Player follows coaches’ instructions,
o Player respects team mates and coaches’ knowledge
o Ability to work on and off court with all team mates,
coaches, support staff and officials.
Ability to be an ambassador for CBSA
Other tools that may be employed in evaluating team work include;
Voluntary completion of psychological profile tools,

Appendix D: SAMPLE National Team Testing & Monitoring
Program
Testing data on players will be collected every 4 to 8 weeks at
CBSA’s National Sport Centre partner Calgary or at other centres
capable of conducting the required evaluations (at the discretion of
the NSC Calgary).
Testing data is used to learn more about Canadian Goalball players
and direct personal training programs.
National Team CORE Tests (as recommended by the CBSA
Performance Enhancement Team and subject to change without
notification)
Peak aerobic power: incremental effort test to failure (may
include measurement of peak heart rate, speed, power and
oxygen consumption when appropriate)
Anaerobic power: 30 s Wingate
Peak lower body power: vertical jump for peak height
Lower body muscular endurance: 10 vertical jumps for peak
and average force using force mat
Upper body strength: 5 repetition max- using highest resistance
possible for 5 continuous efforts;
Goalball blocking and orientation: perform blocking and court
orientation under increasing time pressure for up to 10 minutes
Peak throwing speed obtained from video or timing light system
Flexibility and physiotherapist assessments
Body composition: monitoring of lean body mass and muscle
mass.

Aerobic capacity: 2 x 10 minutes run or bike ergometer for
highest average power output with a 3:00 min break between
efforts
Sprint fitness: 10 m sprint for time using timing lights for 1 m
split times
Anaerobic capacity: Maximum Anaerobic Running Power on
treadmill (n x 20 second progressively faster (5˚ elevation @ 3.9
m/s increase by 0.3 m/s) sprints on 100 s recovery)
Throwing accuracy: throwing from positions 1-5 to positions 1-5;
1 pt for accurate shot -0.5 pt per 0.5 positions off
