Dear Ms Cornforth
Planning and Compulsory Purchase Act 2004 (as amended); Town and Country
Planning (Local Development) (England) Regulations 2004 (as amended)
Richmond upon Thames Council Local Development Framework: Proposed
Submission of the Development Management Development Plan Document
and Proposal Map changes
Statement of general conformity with the London Plan
Thank you for your letter of 22 October 2010, consulting me on the above documents. I
considered a report on this matter, reference PDU/LDF27/LDD04/03. This report, together
with the attached appendices, constitute my formal representations to this Regulation 27
consultation. Please note that this includes representations relating to general conformity with
the London Plan as well as other representations to clarify or improve policy.
As you will be aware, by virtue of section 24(1)(b) of the Planning and Compulsory Purchase Act
2004, all development plan documents must be in general conformity with the London Plan.
However, it is my opinion that the Development Management DPD proposed submission
document is not in general conformity with the London Plan in respect of the following matter:
Various car parking standards in Appendix Four of the proposed submission Development
Management Plan DPD do not accord with those in Annex 4 of the London Plan. This has
the potential to result in the over-provision of car parking spaces in some instances, and
would prejudice the implementation of London Plan policy 3C.23.
Direct telephone: 020 7983 4265 Fax: 020 7983 4057 Email: mayor@london.gov.uk
If you would like to discuss any of my representations in more detail, please contact Graham
Clements (020 7983 4265) who will be happy to discuss and arrange further meetings.
Yours sincerely
Boris Johnson
